Senior Vice President

As a consultant to the company and its policyholders I provided medical
practice consulting services to health care providers regarding legal and
regulatory matters, health care risk management, claims and incident
management, and staff education.
As Senior Vice President I was responsible for facilitating the entry of
this new medical malpractice insurance risk retention group into New York
creating and maintaining relationships with our members and the hospitals
at which they practiced. I marketed the insurance program to our agents
writing business in New York, New Jersey, Connecticut and Massachusetts.
Located in New York, I managed the medical liability incidents, claims and
licensing complaints filed against members.
Director of Risk Management
American Physicians Insurance Company, Austin, TX
2006 - 2008
As Director of Risk Management I was responsible for the creation of the
API Risk Management Institute providing products and services physicians
insured by the 3rd largest medical malpractice insurer in Texas. I managed
the Department of Risk Management comprised of registered nurses, certified
risk manager and certified professional coder. I routinely consulted with
physicians regarding administrative matters pending before the Texas
Medical Board and provided medical/legal advice to policyholders. In
addition, I edited the risk management publications produced by the
company.
Health Law Attorney
Office of General Counsel for the University of Texas System, Austin, TX
1999 - 2006
As a lawyer in the Health Law Section of the Office of General Counsel for
the University of Texas System providing legal services to the 5 health
science centers and 3 hospitals. Part of my responsibilities was to manage
the self-insurance plan, manage medical liability claims and licensing and
regulatory complaints. In addition to managing liability claims and
negotiating settlements, I provided risk management services, training and
workshops to health care providers employed by the UT health system. I
routinely reviewed and approved policies and procedures involving the
provision of health care, risk management, patient safety and quality
assurance.
General Counsel
Texas Property and Casualty Insurance Guaranty Association, Austin, Texas
1992 - 1999
As General Counsel and Director of the Legal Division, was part of the
management team that started TPCIGA after created by the Texas Legislature
in 1991. In addition to General Counsel, I was Director of the Legal
Division managing attorneys, claims adjusters and litigation specialists in
Dallas, Houston and Austin and as such was responsible of for budgeting,
business and strategic planning. I drafted policies and procedures for the
Legal, Claims and Human Resources departments and provided legal counsel to
the Board of Directors.

As a trial attorney I represented defendants in personal injury, insurance
defense and medical liability litigation.
