Director of the Legal Service of the Healthcare Agency n. 20 (Verona,
Italy)
I am heading the Legal service of the Healthcare Agency n. 20 of
Verona, which has 2,600 employees and a budget of 900 million euros.
I supervise 8 people (2 lawyers, 2 interns, and 4 secretaries),
managing both the litigation area and the internal advising one.
Topics vary from administrative law to civil law, corporate, criminal,
EU law (due to the enforcement of grant agreements between the
International Relation Department of the Agency Ulss n. 20 and EU
Directorates-general and Services) and contracts.
2008-present:
Member of the Ethical Committee for the Clinical Testing of the Province of
Verona (Verona, Italy)
I have been appointed as a member of the Ethical Committee for the
Clinical Testing of the province of Verona as expert of insurance law
and philosophy of law. The Committee is in charge with the evaluation
and assessment of clinical testing on human beings dealing with the
need to consider carefully the ethical implications of research
protocols and the conduct of research. All proposals to conduct
research involving human subjects within the scope of the Province of
Verona must be submitted for review of their scientific merit and
ethical acceptability to the ethical review committee. The review
committees must be independent of the research team, and any direct
financial or other material benefit they may derive from the research
should not be contingent on the outcome of their review.
1998-present
Attorney at Law (Padua, Italy),
During the internship stage, I provided assistance in all aspects of
trial preparation to the attorneys of the firm. I drew up motions,
responses, client advice letters, and memoranda. I also conducted
extensive legal research and response to discovery. I filed responses,
motions, and briefs at the courthouses; attended settlement
negotiations and observed trial. I proofread attorney briefs and
motions.
After passing the bar test, I started providing legal advice and
drawing deeds for corporations, public agencies (such as
municipalities, provinces, regions, local healthy authorities,
professional associations: such as Journalists Association, United
Italian Bar Organization) in front of the civil and administrative
courts (both Regional Administrative Court and the Council of State),
Tax Court and Constitutional Court (the last case was UIBO-United
Italian Bar Organization/Brandi/Ciravegna/Italian Gov). The
Constitutional Court upheld UIBO's reasoning and turned down the
counterpart petition: decision n. 390/2006).

Cooperation at the chair of Public Comparative Law, Constitutional Law
and Public Law with duty of teaching, standing in for the full time
professor; examining students, through both written and oral test;
setting up workshops.

Emil Noel fellow (Researcher-Post-doctoral fellow), Jean Monnet Center for
International and Regional Economic Law and Justice, NYU Law School,
New York City, USA
Performance of constitutional, international and tax law studies
involving a detailed comparison between direct democracy and taxation
in the US and in Europe. The research has focused on the experience in
direct democracy of some European countries such as Italy, Germany,
France, UK, Switzerland, as against the famous Proposition 13 which
taken place in 1978 in California. The outcomes revealed the
misleading idea that direct democracy tools as such respect more
faithfully citizens' will and respond more adequately to their needs.
University of Padua Propositions, referenda and initiatives' results,
specifically in the taxation field that is very technical, can be
manipulated simply withholding information, not explaining thoroughly
the consequences of yeses and noes, etc.

analysis of acts and judgments concerning the enforcement of the

Elected as students' representative in the board of the school-
district "Treviso-South" with about 3000 thousand votes. Control and
management of supplying of efficient services and facilities to the
students of the district (about 20,000 students); organization of
exhibitions, conferences, lectures and cultural events for the
students, dealing with the Department of Education and Culture, with
public agencies, local municipalities and private companies.

First-placed in the national public competition to be appointed as a
doctoral candidate.
The topic of the thesis regarded the origin of the principle 'no
taxation without representation' and its enforcement in the US legal
system. The study has analyzed statutes, federal and state courts
decisions and dwelled upon the peculiar status of Washington D.C.
citizens who are devoid of franchise even though they pay taxes.

Restricted entry course focused on Civil, Criminal, Administrative,
Labour law cases. The course involved both theoretical analysis of
legal cases, and practical discussions in moot court sessions.
Lectures were held by lawyers, law school professors and judges.

The final degree dissertation concerned the analysis of the saving
clause of the Article 23 of the Italian constitution. The clause is
related to the so called imposed measures on property whose main
example is represented by taxes. The research has concerned the study
of the origins of the clause, which were found in the previous legal
system of the Kingdom of Italy; of the elements that constitute the
clause and of the acts that can rule the field of patrimonial
impositions, according to the decisions of the Constitutional Court
that has given a peculiar shape to the clause, changing its original
goal that aimed to ban the acts of the government from the scope of
the clause.
