Tom has extensive experience in the system design and optimization of Land
Mobile Radio systems, Cellular Systems and Microwave systems ranging from
25 MHz to 40 GHz using both analog and digital technologies. The
optimization not only included analysis from co-channel interference, but
adjacent and out of band interference. The experience also includes
component level testing on 25 MHz to 2 GHz radio systems. In addition has
been through a CCNA College course, along with Switch ( cellular voice
switch ) and Network Engineering ( data switch, routers servers ), Project
Management and Construction Management. Only Microwave and RF Design are on

Design work included the establishment of link budgets for the project,
system noise level and capacity planning using Erlang tables on systems as
large as 200 cites on Phase 1 roll outs.

The planning platforms used included Anet, DBPlanner, Motorola's NetPlanner
and Wizard RF planning software tools for Analog, Digital Air-Ground, TDMA,
iDen, GSM, 2.5G, Muni 802.11, WISP (900 M, 2.4 G & 2.3 G) and CDMA
Cellular Systems.
RF Experience
o Propagation Research and Analysis for Mobile Radio, Wireless ISP's,
Cellular, PCS, Microwave, Air-to-Ground using Frequencies from 150
MHz, to 40 GHz, investigating the affects of foliage, buildings, rain,
mist, Raleigh and Rician Fading on loss, inter-mod, noise floor, multi-
path and reflections.
o Developed software that will determine how many 5.3 - 18 GHz radios
can be used at a site, depending on radio and antenna used.
o Design of Locate Services on UMTS using PCAP messaging.
o Designed 802.11a Muni-Wireless.
o Digital Modem design and analysis ( through-put, gains, C/I, adjacent
power) utilizing different Modulating schemes from BPSK to 64 QAM from
6 KHz to 40 MHz ( Microwave, TDMA, CDMA, iDen, Air-Ground) for
bandwidth, interference, data timing, doppler shift, and bit
efficiency.
o Design a pre-amp that could fit into a Ericsson 882 Cellular Site,
bring the one channel sensitivity down from -114 dBm to -120 dBm. The
product is still being sold through Celwave.
o Designed a cost efficient broadband repeater ( A-Band Cellular ) with
80 dB of gain and 10 watts output, is presently sold by Celwave.
o Cost analysis on new cell sites using demographics, highway traffic,
budget and payback schedule.
o Antenna design and post analysis failure, with respect to gain,
pattern, inter-mod and noise level.
o Resolve Synchronization issues in US TDMA ( IS-41 ), Claircom
Proprietary Digital, CDMA.
o Packet Level Debug for IS54, US TDMA, Ethernet, CDMA, GSM, iDen and
Proprietary Digital Air Interfaces.
o Microwave system design using bandwidth, interference, link-budget,
antennas, loss, fading and reliability using Full Duplex equipment
along with TCP/IP radios
o Initial US-TDMA design and debug, having Ericsson redesign their TDMA
modulators for reliability and spectral reductions along with the
phase lock loops at the T-1 level for the cell sites.
o Aided Hughes Network System in a transmit spur for the DirectTv system
by adding a filter near the mixer.
o Interference Analysis with respect to out of band interference, co-
channel, adjacent channel, digital co-channel and adjacent channel,
noise floor analysis, and inter-modulation.
o System Designs for Analog Cellular, US-TDMA, Air-To-Ground, GSM, CDMA
and iDEN (Coverage, site design, antenna design and traffic capacity)
that included Broadband repeaters and frequency selective repeaters
(ASP).
o Analysis and Optimization ( call set-up, link budgets, balanced
budgets, hand-offs, frequency assignments, code assignments ) for
Cellular Systems using Analog, US-TDMA, CDMA, GSM, Air-to-Ground and
iDen using spectrum analyzers, and various RF Propagation Collection
tools on the mobile ( such as TEMS) and switch side.
o Developed software and hardware to collect coverage for Air-Ground
Telephony ( 18,000 to 40,000 feet).
o Submitted Antenna and Filter Designs to Celwave for special needs,
which they built.
o Submitted Papers to the ARIN ( Japanese National Radio Committee),
which they accepted and allowed Advanced Radio Technologies to test
their equipment. The paper included full radio design ( modulator,
antenna, antenna sidelobes, software gains, internal losses and
hardware gains, along with rain fade, system gains, path loss, co-
channel and adjacent channel interference.
o Wrote software for Advanced Radio and Claircom ( McCaw's Air-Ground
Telephony ) that produce system analysis and performance on microwave
stations, air terminals and base stations.
o Design In-house repeater systems for in-building coverage.
o Design and Optimized Wireless ISP's Systems that included Metricom's
Richochet ( 2.3 GHz and 2.4 GHz systems), 5.7 GHz canopy system, 900
MHz Waverider, and 2.4 ISM Macro-systems using 802.11 high gain
systems, which included repeater set-ups using WaveRider.
o Software Tools used for RF Propagation analysis include Excel
Spreadsheet, ANET, DBPlanner, Wizard, Motorola's Netplan, and
Comseach's Microwave Planner.
o 10 years of PCS/Cellular Design and Optimization, including debugging
of Original Digital Systems - TDMA, CDMA, CDPD, Air Telephony, and
iDen.
o Wrote a white paper on 39 GHz microwave, which convinced the ARIB to
allow ART to operate in Japan.
o Tower Consolidation analysis with respect to interference from co-
channel, 3rd Order Harmonic, adjacent channel and out of band
interference for frequencies from 90 MHz to 6 GHz, including broadcast
channels.
o 150 MHz System Redesign, Radio Recommendation with simulcast paging.
Innovative Designs
o Developed a novel broadband repeater, which was later used by Celwave
communications
o Engineered and Deployed Frame over Voice Router - Router ( Motorola)
with a PBX interface to save a company $10,000 / month in long
distance charges.
o Successfully integrated to DSLAM's ( TNT - Stinger ) using ATM, to
save cost in TCP/IP card.
o Developed software that could determine coverage and hand-off issues
for the air to ground
o Submitted engineering changes to Bell Labs for modifications on the
Cell Sites, Switch and Software.
o Developed software to capture air - ground signals for coverage
analysis.
o Developed radio test equipment utilizing TTL logic, mixers, VCO's and
RF amplifiers to aid the technicians in repairing the Air-to-Ground
radios.
o Installed Linux / Oracle on a network to change out Access.
o Developed of 500 Microwave links from 2 GHz to 40 GHz.
o Developed software to analyze the RF performance of A-T-G ground
stations and air terminals.
o Designed space saving antennas for McCaw Cellular.
o Developed and implemented special routing techniques for the Lucent
Autoplex 1000 switch.
