Senior Civil Engineer
I recently took a position with Parsons Design and Technology in Anchorage
Alaska working on
The Technical Support Services Contract III (TSSC-III) with the FAA as a
Senior Civil Engineer.
My responsibilities include design, project management, quality control,
and subcontract
procurement on various FAA facilities located throughout Alaska. Although I
enjoy the position, it
is my goal to get back down to the lower 48, closer to my wife and two boys
who live in Reno,
Nevada.

Civil Engineer Land Development Manager
Pacific West Companies is a builder/developer of market rate and affordable
multi-family residential projects in Nevada and California. Focused on the
company's land development programs which included due diligence review
prior to land acquisition, entitlement coordination, preparation of master
plans and site development plans, site permitting and oversaw site
development. Grew to understand the "developer side" and the importance of
scheduling, meeting time frames and coordinating all the various design
disciplines. Outlined below is a broader overview of these
responsibilities.
Due Diligence:
Based on the boundary and topography of a certain property, the local
zoning regulations and other
applicable guidelines, developed site plans for over 6000 multi-family
units (both for rent, for
sale, affordable and market rate) throughout central and northern
California and Nevada. Cities in
Nevada included Reno, Carson, Las Vegas and Sparks. Cities in California
included Sacramento,
Rocklin, Roseville, Elk Grove, El Dorado Hills, Natomas, Folsom, American
Canyon, Fresno and
Clovis. Managed the Due Diligence efforts as related to the land which
included coordinating the
completion and review of various reports, review local ordinances and codes
as relate to land
development. Reviewed environmental documents to fully comprehend the
impacts and costs
associated with the development. Met various agencies (both public and
private) to fully
understanding the various approvals required, the time frames and possible
obstacles which could
come into play. Worked closely with our economic team to develop an
accurate model used to
forecast the economics of a given project.
Entitlements:
Coordinated the entitlement process with a local engineering and or
planning firm who would
prepare the entitlement package based on the information provided.
Responsible for maintaining
schedules, making sure our consultants were completed on time and ensure
the cities review and
approval process was not delayed. Coordinated meetings with the various
cities allowing the team to work through issues, review and negotiate
conditions and provide owner representation at public
hearings.
Plans and Permitting:
Interacted with the Civil Engineer, Landscape Architect, Geotechnical
Engineer, Traffic Engineer Environmental and Noise consultants as required
to permit the site development. This included obtaining proposals from
various consultants, selecting a consultant, pre design meetings,
coordinating consultants to ensure the latest base information was used,
and making sure schedules were met. Tracked and ensured conditions were
satisfied and plan check comments were addressed. Reviewed improvement
plans to insure plans were complete and correct, facilitated Improvement
Agreements and bonding. Worked with site subcontractors during bidding,
prepared scopes and addressed issues. Also coordinated PG&E, SMUD, SPPCo,
telephone and cable designs.
Site development:
Dealt with various site development issues from owner changes to utility
conflicts. In many instances, was able to provide a solution to the design
professional, which minimized delays and eliminated change orders.
Inspected site related improvements to insure work were completed per plan
and to our satisfaction. Processed change orders and site related
submittals. Coordinated as- builts, final certification and bond release.
During my 6 years with Pacific West there was a minimum of 5 to 10 projects
in some stage of development at all times, whether it be due diligence,
entitlement, design or construction.
With the current economy Pacific West closed their development entity.

Vice President, Civil Engineering Division
Civil Engineering firm specializing in all aspects of Civil Engineering.
From 1983 to 1988, developed skills as a Staff Engineer specializing in
residential subdivisions, multi-family, commercial, industrial, public
works and roadway projects. Promoted to Project Manager in 1988, and for
the next 5 years developed engineering skills as well as people and
management skills. In 1993, was promoted to Vice President and from that
point on, managed the Civil Engineering division of Summit Engineering.

Constructed four custom homes over the last 12 years as an owner-builder,
including one during the past year after leaving Pacific West.
