Experience Summary

Twenty seven (27) total years of civil engineering work experience including four (4)

years managing the construction of the U.S. Army Corps of Engineer’s hurricane and flood

control projects. Also, seventeen (17) years designing and managing the construction of

transportation engineering projects.

Supervisory Management (8 years)

Supervised a staff of 2 civil engineers and 3 civil engineering technicians at Engineering

and Construction Management Consultants, Inc. (ECM, Inc.) in preparing engineering plans,

specifications and cost estimates for improvements to sewage lift stations for the Orleans Levee

District and widening and overlaying Lapalco Blvd for the Louisiana Department of

Transportation.

Supervised a staff of 1 civil engineer and 8 civil engineering technicians as resident

engineer in inspecting highway construction projects for the Louisiana Department of

Transportation & Development . Evaluated the performance of the staff. Coordinated the

schedule of the inspectors related to the needs of the construction projects. Prepared plan change

requests including the total dollar amount of the cost increase. Updated as-built plans on a

regular basis.

Supervised a staff of 3 civil engineers and 3 civil engineering technicians in preparing

roadway design plans and bid proposals for the County of San Bernardino, California.

Completed staff performance evaluation reviews. Interviewed and hired staff members. Met a

federal funding deadline for a $2.8 million 6-mile 2-lane county road construction project by

eventually reassigning the staff members full-time to the project.

Project Management (11 years)

Managed the construction of 3 of the projects in the Submerged Roads Program for

HNTB Corporation which involves milling, patching and overlaying streets damaged by

hurricane Katrina in the city of New Orleans. Provided guidance to the construction inspectors to

ensure that the contractor constructs the project per the construction plans and specifications.

Facilitated and documented all construction meetings, negotiated and approvedchange orders and

expedited the response to Requests for Information.

Performed quality assurance services as a project engineer for the U.S. Army Corps of

Engineers (by contract with Arcadis US, Inc.) on the Inner Harbor Navigation Channel Hurricane

Protection project (a $1.5 billion design-build cost-reimbursable contract that includes a 24 foot

floodwall and 3 gates) located between the Gulf Coast Intracoastal Waterway and the Mississippi

River Gulf Outlet. Wrote quality assurance plans for the various features of work. Reviewed

submittals from the contractor to verify that they conform to the plans and specifications.

Performed quality assurance services for the U.S. Army Corps of Engineers (by contract

with ECM Consultants, Inc.) on 2 (two) Southeast Louisiana Urban Flood Control projects under

construction: (1) a $23 million contract to replace 2100 ft. of the existing earthen ‘V’- shape

Soniat Canal under Veterans Blvd. with a concrete ‘U’ - shape channel, and (2) a $1.48 million

contract to replace an existing 4160V electric motor powering pump # 3 at Westwego Pump

Station # 2 with a turbocharged diesel engine and related work.

Reviewed local agency highway design plans, specifications and cost estimates for

accuracy and conformance with Michigan Department of Transportation design standards.

Prepared these bid packages for programming, advertising and letting. Also, participated in grade

inspection meetings,

Coordinated and administered highway construction projects that private engineering

consultants design for the Michigan Department of Transportation. Developed the scope of work

and the project schedule that the consultants followed to design the project. Scheduled milestone

meetings between the consultants, MDOT staff, local agency officials and others. Reviewed

plans, special provisions, special details, quantity estimates and pay items for accuracy.

Monitored the consultant’s work progress, reviewed payment vouchers and recommended

approval of payment to consultants.

Managed the quality control plan on an $11 million US Army Corps of Engineers flood

control structure for the general contractor, Massman Construction, in Greenwood, Missisippi.

Prepared submittals of shop drawings, material samples and compliance certificates. Supervised

and evaluated the testing methods for quality of construction materials. Recommended

engineering design changes when unanticipated field conditions dictated it.

Transportation Engineering Design (6 years)

Prepared design plans and special provisions for Michigan Department of Transportation

highway projects using IGRDS and Microstation software. Prepared the design plans for

rubblizing the existing concrete pavement on a segment of U.S. 27 north of Lansing, Michigan.

Designed the master plan study and final construction plans for a $1.4 billion, 210-mile I-

49 freeway project in Louisiana for HNTB. Plans included plan-profile sheets and typical

sections. Established horizontal and vertical geometry in plan -profile view related to the design

high-water elevation. Designed drainage facilities per La. DOTD and AASHTO standards.
