Ms. Tolle's experience encompasses over 25 years of extensive
technical experience including installation of user designed
Telecommunications equipment, performing electromagnetic compatibility
testing, writing technical Engineering Installation Packages (EIPs), test
and evaluation, operations and management of databases, computer systems,
and office facilities. Ms. Tolle was the Subject Matter Expert (SME) for
rotary wing platforms and responsible for military standards conformance
and interoperability testing, as well as developing cost estimates and
managing the task labor and accounting budget. She has planned major
complex tests to evaluate equipment performance. She has designed and
adapted plans, techniques, and configurations to ensure that equipment was

Northrop Grumman Information Technology/TASC. Joint Interoperability
Test Command (JITC) Fort Huachuca, Arizona (MAR 2002 - FEB 2010)
As a Rotary Wing Test Engineer, assigned to the Force
Application/Force Protection Portfolio, Platforms Branch, Joint
Interoperability Test Command (JITC), Fort Huachuca, AZ, Ms. Tolle was the
Task Leader for rotary wing interoperability communications testing
(UHF/VHF/HQI/HQII/SINCGARS/ SATCOM/DAMA) to include testing of the MH-60R
Seahawk helicopter; the MH-47G Special Operations Chinook helicopter; the
CH-47F Chinook helicopter; the AH-1Z Cobra and UH-1Y Huey helicopters; the
MV/CV-22 Osprey Tilt-Rotorcraft, the UH-60M Black Hawk helicopter, the HH-
60H Utility helicopter, the VH-3D/VH-60N Presidential helicopters, and the
CH-53K Heavy Lift Replacement Program helicopter. Ms. Tolle was also
responsible for conducting testing of the C-130J aircraft, KC-130 F/R/T
aircraft, and MH-60S helicopter, the Multi-Band Multi-Mission Radio
(MBMMR), and the Combat Survivor Evader Locator (CSEL) system. All of
these tasks required extensive involvement in coordinating with the
customer and supporting commands, writing complex test plans, procedures,
reports, and certifications based on MIL-STD's and conducting
interoperability testing of airborne and man-portable communications
systems. Ms. Tolle was responsible for labor and accounting of tasks with
an annual budget of one-half to three-quarter million dollars, task
execution plan preparation, and cost estimates and analysis for all the
rotary wing tasks. Ms. Tolle's accomplishments were rewarded with eleven
of the JITC "Golden Eagle" awards for outstanding performance.

As an Electronics Technician Maintenance III, assigned to the Radio
Frequency Test Facility, Joint Interoperability Test Command (JITC), Fort
Huachuca, AZ, Ms. Tolle was assigned to write the test plans for the Combat
Survivor Evader Locator (CSEL), Tactical Air Control Party-Modernization
(TACP-M), Single Channel Ground Airborne Radio System (SINCGARS) Waveform
Conformance Test Procedures, Digital Modular Radio (DMR), and Fleet Combat
Support, MH-60S Interoperability Testing. Ms. Tolle also participated in
testing of the AN/PRC-117F Radio and Tactor Ruggedized Computer System for
the Air Force TACP's. Ms. Tolle performed as Senior Supervisor for testing
of the Multi-band Multi-mission Radio (MBMMR) overseeing in excess of 37
military and civilian personnel. Her accomplishments were rewarded with
two of the JITC "Golden Eagle" awards for outstanding performance.
Ms. Tolle performed as the lead installer involved in a major
installation project for the United States Air Force SCOPE Command located
at the JITC. Her responsibilities included installation of all
telecommunication and electronic components to include: Cisco Hubs and
Routers, Line Conditioning Units, Orderwires, Processors, Operator Control
Panel Units, Interfacing Patch Panels, Multiplexers, and Modems. Also
responsible for fabrication, testing, and termination of CAT5 cables (AMP
50 pin, DB-9/15/25/50, RJ-45/11), wire-wrapping of all cross connects in
the main distribution frame, and testing and verification of operation of
all systems.
Automation Research Systems. Sierra Vista, Arizona (AUG 1997 - OCT
1999)
As an Information Mission Area Technician, Ms. Tolle was responsible
for writing engineering installation packages (EIP) to upgrade the United
States Army Forces Defense Information System Network-Europe (DISN-E)
existing wireless digital communications (microwave) radio and fiber optic
(FO) systems. Her responsibilities included verifying the Major Item Bill
of Materials (MIBOM) and Installation Bill of Materials (IBOM) for seven
different install sites spread out over Europe were inventoried, delivered
and received at these sites in an expeditious manner. Ms. Tolle conducted
electromagnetic compatibility testing utilizing the Army Signal Command's
FMS-101 software at various sites worldwide. Ms. Tolle is qualified to
install and test the following equipment: ADC Digital Signal Cross-Connect
patch panels (DSX-1 and 3), AT&T D4 Channel Bank (24 and 12 channel), Fiber
Optic Interface patch panels, Main and Combined Distribution Frames, Echo
Canceller. Ms. Tolle is familiar with soldering and wire wrap techniques,
proper safety techniques, and is accustomed with the execution of
grounding, bonding, and shielding practices relating to Direct Current (DC)
and Alternating Current (AC) power panels and cabling up to and including
250 MCM.

As a Licensed Realtor specializing in residential and ranch
properties, Ms. Tolle also served on the Board of Directors for the Silver
City/Grant County Board of Realtors.
Automation Research Systems. Sierra Vista, Arizona (JAN 1992 - OCT
1993)
As a Junior Information Mission Area Technician, Ms. Tolle was the
Task Leader for the Propagation Engineering Support project for the United
States Army Information Systems Engineering Command (USAISEC). Her duties
included loading Defense Mapping Agency (DMA) data into the USAISEC
topographic database, and conducting computer runs to verify data for
accuracy. She created topographic data in VAX/VMS format and PC format for
customers using the Army Frequency Engineering Software (AFES). Ms.
Tolle's major responsibilities included preparing man-hour/cost estimates,
work-plans, technical reports and estimates to completion for the project.
She was responsible for operating and maintaining the ARS management
database using Dbase IV for all ARS personnel assigned to the ISEC-IMA
contract
DynCorp. Sierra Vista, Arizona (JUN 1989 - JAN 1992)
As a Class A Technician, Ms. Tolle performed data compilation and
analysis for the Army's Joint Tactical Information Distribution System
(JTIDS) project. Ms. Tolle provided computer graphics and flowcharts using
JTIDS system data provided. She was responsible for system operation to
include decoding JTIDS messages in TADILJ and IJMS languages. She was
responsible for preparing test plans, reports, and schedules.
Bell Technical Operations/DynCorp. Sierra Vista, Arizona (JUL 1987 -
JUN 1989)
As the Office Manager, Ms. Tolle supervised the secretarial staff and
provided administrative requirements of 11 Division Engineers. Her duties
included preparing documents, test plans, reports, and time and cost
estimates. Ms. Tolle was also responsible for document review and editing
for final publication and personnel time card administration.

As the Purchasing Manager, Ms. Tolle reviewed and audited Bills of
Material (BOM) for electronic parts and equipment and formalized and issued
requests for quotations to qualified vendors for communications systems.

was responsible for maintenance and distribution of accounts payable and

As an Inventory Management Specialist, Ms. Tolle managed records of

Brunswick, Ms. Tolle performed scheduled and emergency maintenance of
