Policy Specialist Consultant 9/00 - Present Corrigan Consulting
Corp, Johns Creek, GA
As a human service and eligibility consultant, I work with different
business partners to provide consultative services on eligibility
application systems and processing of needy family or individuals medical,
food and/or cash assistance requests.
3/10 - 6/10 Business Analyst (FAMIS)
Contracted to Beacon Analytics to identify business requirements and define
use case designs for business functions. This involved creating use case
design standards, and use case review processes to ensure consistent and
complete requirement capture. Created class diagrams to support the data
model design and development. Developed system-testing scenarios to
exercise all the use case alternate paths and extensions. Worked with the
client to create a user acceptance plan (UAT) and schedules.
3/09 - 10/09 Business Analyst (VIP)
Worked with Affiliated Computer Systems (ACS) to gather business
requirements for the benefit issuance and benefit recovery subsystems for
the Tennessee VIP Project. This involved conducting JAD sessions,
identifying business requirements, documenting business workflows and
creating a design for a new automated system; and submitting deliverables
for customer approval.
9/00 - 3/09 Application Design Coordinator (CBMS)
Contracted to Electronic Data Systems (EDS) to identify and document
business requirements and establish the business needs for the Colorado
Business Management System (CBMS) Project. This involved working with the
Customer and the technical design team to develop business requirements,
establishment of a detail design and testing the working solutions. Other
duties involved establishment and evaluation of project scope change
requests, general project problem solving, working with training staff to
establish training material, and working with the testing staff to create
test scenarios for system integration testing. Responsible for working
closely with development staff to ensure business requirements meet the
proposed design. Serve as technical and historical resource for EDS
development staff regarding design decisions and requirements.
7/08 - 3/09 Business Analyst (CALWIN)
Contracted to Electronic Data Systems (EDS) to support the development of
the CALWIN test plan and test scripts and the testing of system change
requests. This involved reviewing the system change requests, gaining an
understanding of the impacted functional areas, developing testing
scenarios to trigger the affected changes and recording test results.
Overall execution of the test included creating data necessary to support
the different scenarios, recording each test step, capturing the results of
the test and preparing a reviewable document for the client.
Senior Consultant 12/96 - 8/00 Logic House, Denver,
CO
Contracted to the State for Colorado Human Services and Health Care Policy
and Finance Departments to help define and develop the Colorado Business
Management System (CBMS) Project. The CBMS project is a fully integrated
and automated welfare system capable of full eligibility cycle processing
from standard filing determination to benefit issuance. CBMS once fully
implemented will capture and process information for programs such as TANF,
Food Stamps, Medicaid, Title XX programs (day care) Work Programs and other
cash and in-kind programs.
As a Senior Consultant for Logic House, I performed the following tasks:
8/98 - 9/00 Enhanced Detail Design (CBMS)
Worked with state staff to enhance and further develop the detail design
for CBMS. This included reconciling different functional areas of CBMS
(such as provider, client and third party liability (TPL) data collection
necessary for the Medicaid Management Information System's interfaces) and
updating the various sections of the design to reflect the CBMS workflow.
The updates were in the form of changes to the data model, decision tables,
process descriptions, and screens; and updates to conversion detail data
and identifying new conversion rules.
9/97 - 7/98 Detail Design (CBMS)
Worked closely with the client to define business and technical
requirements for the development of a new client-server system. I was
responsible for the conceptual design and detail design team leadership for
the Data Conversion, Benefit Issuance and Benefit Recovery Processing
Design. This entailed developing a baseline design, conducting joint
application design (JAD) sessions with the state, documenting the design in
the CASE tool, and creating a design document. The design document became
the basis for the request for proposal (RFP) to vendors for the CBMS
project. Responsible for the detail conversion rules for more than six
Legacy systems containing over 10,000 data elements and mapping those
elements with conversion rules to the new relational database system.
7/98 - 9/98 Quality Assurance (LA LEADER)
Quality Assurance for conversion on the California Los Angeles LEADER
project. This job entailed review and walkthroughs of conversion
specifications, data crosswalks, and code. The primary goal of these
reviews was to verify that the developer deliverables met or exceeded the
requirements in the proposal or other customer agreements. In addition,
general code reviews were completed for all functional areas to verify
coding standards were followed.
4/97 - 7/97 Feasibility Study (CBMS)
Responsible for preparing a feasibility study for the state of Colorado to
determine the benefits of creating an integrated eligibility system for
cash, medical and Food Stamp assistance. The feasibility study included
potential technological solutions, sizing of the systems, and collection of
costing information for a benefit management system.
12/96 - 4/97 Information Technology Study (CBMS)
Responsible for development of an Information Technology Study (ITS) for
the state of Colorado's Department of Human Services and Department of
Health Care Policy and Finance. The ITS reviewed the state's current
technology, systems hardware, current software applications, and processes
supporting state and county workers. The study also reviewed sizing and
growth expectations for the existing systems.
Team Leader 5/94 - 12/96 Unisys Corporation Okemos, MI
Responsible for leading and directing the system internal specification
phase of the Data Management component, for the State of Michigan's
Department of Social Service's eligibility system. This was a very large
client-server application using thin client development approach. This
included development of 200 processes, including over 150 data collection
screens for the statewide eligibility system. The data collect team
operated in a JAD type environment to work with the customer to develop and
design the user requirements and external specifications. This methodology
involved taking external specifications, defining them in the Excelerator
CASE tool, driving them into structure charts, functions, and detailed
specifications, and then using code generation tools (APS) to complete
programs. Responsible for the Data Management team's communication and
coordination with 13 other functional teams, involving over 140 people.
Managed a team of System Analysts by providing direction, leadership, and
scheduling guidance. Other responsibilities included development of phase
standards, project scheduling, timeline development, metric development and
monitoring, and methodology training.
Project Team Leader 10/92 - 5/94 Douglas & Lomason,
Farmington Hills, MI
Worked with a business process re-engineering team to analyze the needs of
a Corporate Bill of Material system. Utilized the Holland Systems
Development Methodology and Excelerator CASE tools to design and implement
a corporate wide Bill of Materials installed in 22 plants and offices.
This project included re-design of the Engineering Charge Management
Process and definition of a corporate data warehouse in Oracle. Project
efforts consisted of Defining Project Scope, Defining User requirements,
Evaluating Design Alternatives, Developing Functional Design, Reconcile
Application and Data Models, and Prepare Functional Design Specification.
Lead Programmer Analyst 8/87 - 10/92 Third Party Marketing (3PM),
Livonia, MI
Designed and installed the (EDI) McKesson Transportation System. This
service system brings together customers with thousands of carriers
offering audited freight bills, carrier payments, and monthly activity
reports. Other responsibilities included coordinating new development of
enhancements for corporate accounting systems including accounts payable
and accounts receivable systems, maintained the system Point of Sale
database files, and evaluated future programming requests for feasibility
and time estimates.

Contracted with McLouth Steel to analyze, design, and code financial and
