PROFESSIONAL EXPERIENCE
UNISYS CORPORATION, Malvern, PA
Director, Engineering Operations & Planning (1998 - 2009)
Defined/directed strategic and day-to-day operations, policies, procedures
and guidelines for large engineering organization of 1100+, managing an
operational budget of $100M.
. Directed operational systems and applications, processes and policies
supporting all corporate world-wide engineering, including C-level
reporting, information flow and strategic, product and operational
business plans.
. Provided senior executive team with plans supporting corporate R&D annual
budgets from $300M to $800M. Defined and deployed tools and procedures
for engineering-wide product portfolio, which aligned with corporate
goals and strategies, and consistently delivered on-time and low cost
computer products and solutions.
. Developed tooling, procedures and metrics for defining and measuring
deliverable commitments by the organization. Increased overall
organizational performance by 25%+.
. Developed, tracked and maintained extensive employee skills database
(with HR). This ensured that specific skills were available for all
projects. It also improved management analysis of skill capabilities and
development planning, by redirecting training plans to meet skill
requirements and staffing needs.
. Identified opportunity for engineering to provide outside services (such
as custom development for special client configurations and system
performance analysis), to other business units and external clients,
without impacting internal commitments, off-setting annual R&D expenses
between $3M and $17M annually.
. Collaborated with engineering executives to identify development work
that could be performed offshore in India and China. Established
migration plans and targets to shift efforts and track progress. Over 2
year period, offshore staffing grew from 10 to 350FTEs, reducing onshore
development costs by $18M.
UNISYS CORPORATION, Blue Bell, PA
Senior Staff Engineer, Engineering Operations ( 1990-1997)
Supported engineering executive staff to guide transition of diverse
engineering organizations and geographical locations into a cohesive
operation. Provided ad hoc data summarized analysis and reports to senior
executives.
PHILIP G. LEHMAN
. Formed/led a specialized cross-functional team that consolidated
dispersed/independent computer engineering disciplines, practices,
policies, concepts and supporting tools across corporation. Eliminated
redundancies, closed 7 manufacturing plants and enabled sharing of all
activities, resulting in costs savings of $500M annually.
. Developed a common set of commodity codes for the corporation and
executed a transition plan for all organizations to reduce parts inventory
and multiple suppliers/vendors. Worked with all engineering,
manufacturing and procurement functions resulting in a 50% reduction in
vendors and $100M in costs.
. Led a team from engineering, manufacturing and Corporate IT organizations
to define, design and develop a centralized engineering database for the
corporation. This enabled various disciplines to globally share
information regarding the common design of components, systems and
manufactured modules.
. Defined, designed and deployed planning tool to assist senior engineering
management in R&D planning and tracking. Was 1st in-house development of
client/server architecture utilizing PC/Windows/MS Office client
communicating with Unix/Oracle database server over LANs/WANs. Eventually
migrated to distributed database architecture to reduce performance
issues. System globally collected, formatted and summarized information
and presented real time the R&D financial investment, schedules, content
and roadmaps of all engineering platforms and programs within a $1.2
billion R&D budget, creating a complete annual product portfolio.

. Guided entire systems integration/test of Unisys Series 1100/2200
computer hardware and system software and release of qualified system
software to manufacturing for distribution to customers. Eliminated
errors in system configuration management, reducing customer complaints
by 25%.

duplication of effort, reducing number of test modules by 50% for each
new computer system and development test time by 30%, as well as
reducing programming errors by 20%.
. Led team to define software development and product lifecycle (SDLC)
methodologies, unifying the development process and improving accuracy
and metrics, thereby decreasing user problem reports by more than 50% in
1st year.
