The City of New York is upgrading its current (FMS) Financial Management
System from mainframe to a web-based platform and the project is called
FMS3. FMS/2 is New York City's current Financial Management System and
FMS/3 is New York City's future Financial Management System. The FMS/3
implementation is delivered in three preliminary phases that include PIP
(Payment Information Portal), OTPS (Other Than Personal Services) initially
affecting only DOE (Department of Education) and IFA (Interfund Agreement)
eventually replacing FMS/2 as the accounting system of record. This project

provides budget, accounting procurement, revenue, expenditure, etc.
