Procured commodities for use by all City of Jacksonville departments, such as routine and specialized
vehicles, Fire/Rescue platforms, police cruisers, fixed and rotary wing aircraft, and industrial/heavy
equipment. As Federal Contracts Specialist, instrumental in soliciting sealed bids, awarding and
administering thirty two contracts under FAR regulations Part 14, for Nuclear/Biological/Chemical agent
detection and clean-up gear as administered by FEMA for use by municipal personnel. The FEMA
contracts varied in type from Fixed-Price Contracts with Economic Price Adjustment to Indefinite-Delivery
Contracts as defined by FAR Part 16, and some purchases were governed by Simplified Acquisition
Procedures as outlined in FAR Part 13. Administered FEMA contracts per FAR regulations as outlined in
Part 4, and performed required closeouts as outlined in Subpart 4.804. Performed periodic review of supply
contracts soliciting sealed bids or re-negotiating pricing when market changes or fluctuations in usage
presents better pricing opportunities. Managed contractual procurement of building demolition, design/build
construction projects and renovation/remodeling existing structures. Instrumental in establishing an on-line
requisitioning system for high usage commodities such as office supplies and maintenance equipment. This
system was instituted as a cost savings measure, eliminating the expenses involved in maintaining
warehouses, inventory, and associated personnel. First year savings were calculated at over one million

Provided materials, logistics and financial support for six helicopter squadrons under my administration.
Aided squadron supply officers in finding solutions for difficulties surrounding purchasing issues, suggesting

Established sources capable of producing required parts and materials for a single line manufacturing
operation by reviewing engineering drawings, blueprints, and specifications, collaborating with suppliers to
ensure cost effective production and timely delivery. Established delivery quantity guidelines, scheduling,

environment utilizing a Manufacturing Required Principles (MRP) computer program. Successfully
implemented KANBAN materials replenishment notification system and Just In Time (JIT) delivery schedule.
Studied trading and pricing trends on applicable commodities, such as steel, to identify short lived buying
opportunities that provides an advantageous savings opportunity. Such an opportunity on steel was
responsible for a one-time saving of five million dollars for calendar year 1996. Established a system to

Supervised a staff of six in an U.S. Navy aviation maintenance supply office. Directed and trained
personnel on MILSTRIP/MILSTRAP rules, regulations and procedures, proper purchasing, inventory,
requisition and receipt control procedures, as well as expediting and tracking shipments, utilizing the
NALCOMIS III system. Procured aeronautical/avionics repair components under DFAR regulations, with
specific emphasis on Part 213, Small Purchase and Simplified Purchasing Procedures, Subpart 217.75
Acquisition of replenishment parts, Part 206 Competition Requirements, and Subpart 206.3021 Only One
Responsible Source. Administered control of high cost assets and other materials such as aircraft test
equipment, specialized tools, flight clothing, personal computers and peripherals by directing quarterly
inventories and periodic audits. Controlled the organization’s budget for two fiscal years with one hundred
percent accuracy. Worked closely with the Navy Comptrollers Office to ensure funds were properly
distributed into accounts as required for daily maintenance and flight activities. Set up temporary budgets at
various deployment sites by working directly with local Comptrollers, maintaining access to repair parts and
fuel to support squadron activities from one deployment site to another.

Station Manager
1/2004 – 7/2005 First Coast Energy, Jacksonville, Florida
Manage all aspects of day to day operations of a retail fuel outlet/convenience store, featuring Shell fuels.
Within five months of taking control of the store, increased inside sales 30 percent from the previous year,
while decreasing shrink 3 percent. Directed each employee to assume responsibility for a portion of the
store to ensure that merchandise is always available, and to keep "back stock" to an absolute minimum.
This action cut store back stock from over three thousand retail dollars to zero, and virtually eliminated out
of stock situations. Consistently scored no less than 96 out of 100 points under Shell's Customer Value
Proposition (CVP) quality inspection program. Posted an increase in business of eight percent over the
previous year, where the location posted a net loss in business the previous five years. Kept the store open
to provide valuable fuel resources to the public during hurricanes Charlie and Frances, when all other fuel
retailers in a five-mile radius closed down.
