My present Supervisory HR Specialist position services both Puerto
Rico Army and Air National Guard (PRNG) full-time Federal civilian
personnel (Technicians). I serve as a supervisor of HR Specialists
and HR Assistants. I have supervised four major HR segments;
Recruitment and Placement, Budget, Personnel Systems Management,
Employee Relations and served as HR advisor and technical specialist
in the Classification area. During my career I have earned 7
Sustained Superior awards for excellence in the performance of my
duties.
Among my responsibilities, I Provide management advisory services to
all levels of management regarding HR (HR) Issues. I oversee the
development and administration of PRNG rules and procedures adapted
from policies prescribed by the National Guard Bureau and the U.S.
Office of Personnel Management. I am responsible for the HR
management of over 500 employees within the PRNG, engaged in a
variety of jobs under the Federal Wage and General Schedule pay
systems, as well as military and state pay schedules.
I have also performed as technical Specialist in various areas within
the HRO, among them, the Recruitment and Placement, Budget, Employee
Relations, Classification and Personnel Systems sections on which I
had the following responsibilities:
Position Management and Classification program:
This program is designed to support and sustain the combat readiness
of the PRNG force federal personnel structure through the effective
use of the full-time support workforce. Among my duties I:
Served as a HR advisor and technical specialist for position
classification, workforce management, manpower analysis, and
compensation related areas (i.e. Environmental Differential Pay
(EDP), Hazardous Duty Pay (HDP), Supervisory Pay Differentials, Wage
Surveys, Grade and Pay Retention, etc.). I also managed the full-time
manpower requirements, which included Active Guard Reserve (AGR)
requirements; I also provided manpower advisory services for all
levels of command, determined position requirements for PRNG
structures and supervised the management of ARNG technician
appropriations and disbursements. During the period from FY-03 to
FY-09 my constant negotiations and communications with the NGB staff
resulted in a steady growth of the PRNG man-year authorizations from
318 in FY-03 to 513 in FY-09.
HR Specialist (Employee Benefits)
The primary purpose of this position is to serve as the statewide
functional expert and point of contact with management, supervisors
and employees in the administration of the employee benefits program.
I Managed and administered a variety of personnel programs, advised
management and counseled employees on such programs as health
{Humana, SSS, Blue Cross) and life insurance (NGAUS, leave, Thrift
Saving Plan (TSP), physical capability requirements and the Federal
Employees Compensation Act (FECA). Managed, administered and
provided advice and assistance on compensation/pay programs including
hours of duty, premium pay, and technician security clearances.
Conducted program analysis to determine activity trends and
compliance with program requirements. Advised management on
potential program problems such as organizational patterns of leave
usage or potential FECA abuse. Managed the leave donor program and
approved requests for advance leave. Provided interpretation of
Office of Personnel Management (OPM) and National Guard Bureau (NGB)
regulations on political activity and standards of conduct.
Managed and administered a variety of extremely complex ANG/ARNG HR
management programs that are highly dynamic in nature. Advised
management and counseled employees on technical services that
involved a wide variety of programs such as physical capability
requirements and the Federal Employees Compensation Act (FECA).
Administered and provided advice on the performance management
system, incentive awards and suggestion programs. Developed new or
modified local procedures to improve the various programs
effectiveness for managers and supervisors in support of the PRNG
goals. Reviewed performance standards and appraisals for regulatory
compliance and analyses for trends and problem issues such as
disciplinary, impact on employee morale, supervisor/managers'
responsibilities and legal implications. Provided coaching and

I Served as the senior HR Specialist (Information Systems) in
planning, operating and administering the operation of the DOD
Enterprise-Wide Automated HR System known as Modern Defense Civilian
Personnel Data System (DCPDS).
I exercised technical responsibility for DCPDS and applied data
systems skills and practical HR management expertise to effect smooth
operation of the system. I also provided technical advice and
guidance to HR Officer (HRO), functional chiefs, other HR
Specialists, and clerical staff in operation and maintenance and on
capabilities available in DCPDS. I provided assistance to HR staff on
day-to-day decisions and to help them obtain maximum utilization of
the automated system. Maintained higher headquarters advised of
system problems and operations. Provided technical advice to the HRO
staff and serviced organization officials to ensure timely
implementation of new subsystems and/or enhancements to existing
systems. Prepared and coordinated operating instructions in the form
of training and memorandums of Instructions (MOI) relative to
operation of the HR information system.
Provided management advisory services of the DCPDS system requiring
knowledge of each specialized HR area. Interpreted system
requirements and changes as they impact HR administration policies
and procedures, and recommended appropriate action to functional
chiefs. Elicited support and cooperation of other HR specialists to
implement system requirements and resolve conflicts pertaining to
ownership of the data for building and maintaining accurate database
files. Provided advice on the use of data for compiling personnel and
statistical reports and preparing personnel action documents. Applied

The Recruitment and Placement Section:
Supervised the establishment of manpower policies and directed their
implementation within NGB policies and authorization. Ensured
implementation of procedures for the administration of the merit
placement and promotion plan and other employment tools to include
key staff policy and procedures for recruitment, placement,
evaluation, and pay determinations. Implemented and supervised
special emphasis staffing programs.
Provided recommendations to managers and supervisors relative to ways
to reduce turnover, prevent job dilution, facilitate career

I successfully managed the classification, Personnel System Management and
