Fidelity Investments, Durham, NC

2007 - 2009

Senior Project Manager

Managed the web development of Fidelity.com. This included the deployment

of 33 projects in one year. The budget for these projects was $24M. The

management of this work included project management, analysis, development,

QA, release engineering and production support. Development was typically

completed using Java, JavaScript and HTML with an Oracle backend. Defined

and implemented the business estimation process to provide internal

Fidelity business partners with the costs of their proposed projects.

Developed estimation templates using historical data from Mercury ITG (now

HP PPM) which was used in all phases of the projects. Implemented a

resource planning and monitoring process for the web development team.

Maintained and reported on the department budget on a monthly basis.

Adapted Agile development methods to existing waterfall processes to

shorten the software development lifecycle.

The Nielsen Company, Oldsmar, FL 1999 -

2007

Senior IT Manager

Managed the software development of one of the largest application sets

(over 6000 function points and 1.6 million lines of code) that Nielsen had

developed. This system is the key component of the Nielsen TV rating data

collection system. Accepted the leadership of this project during the

first of three major releases that were needed to bring the system into

full production monitoring 3500+ analog, digital and network stations.

Adapted Agile development methods to existing waterfall processes to

shorten the software development lifecycle. The Agile methods used include

prioritized product backlog, simple design, refactoring, coding standards,

co-location and regular releases to a User Acceptance Test (UAT)

environment. The scheduling tasks for this project were accomplished using

MS Project Server. Led this project from requirements analysis,

development, prototype, QA, production implementation and production

support (SDLC). The QA of this system included the verification that the

new system performed the same or better as the legacy system it replaced.

The validation of this product occurred in the UAT environment with the

data being compared to live production data. The average annual budget for

this project was $2.4M. Technologies used included .NET, Java, C++, SOAP,

XML, embedded Red Hat Linux, Solaris and Sybase.

Led a telecommunications cost savings project which saved $2.2M over 3

years. The project involved coordinating the efforts of 28 project teams

involving over 200 employees, contractors and consultants. This project,

while simple in concept, required the retooling of a significant amount of

legacy systems and the introduction of new systems in order to use cellular

modems in addition to existing conventional land lines for the 31,000 home

national sample.

Product Manager for the Engineering and Technology (E&T) effort to build a

1st generation system for Out-of-Home (OOH) TV measurement. Participated

in focus groups to determine Voice of the Customer requirements. Directed

business analysts to document the system requirements, process flows and

use cases in collaboration with the project teams. Created financial plans

for hardware, staff and operational costs. Worked with the Nielsen

Executive Committee to determine the required scope of the technology

tests. Created project schedules and facilitated weekly status reviews

which coordinated the efforts between R&D teams, Software Development

teams, Quality Assurance teams, Finance, Procurement staff, Statistical

Research departments, Field Training, and external vendors including

Verizon and AT&T.

Drove the development of these devices which are used to provide TV viewing

measurement in the 31,000 home national Nielsen panel. Leveraged QA

resources to enhance the product development lifecycle. Directed QA staff

to setup a lab environment to validate the software meters on cell phones.

Interviewed and hired additional staff as required by the project teams.

Established a change control system for software changes. OOH viewing is

estimated to be a 7%-15% increment to Nielsen's current in-home TV

measurement. The 2007 budget for this project was $10M.

2002

Principal Software Developer

Project Manager for team to re-engineer the core software modules of the

Reference Data collection system used in the Media Monitoring System (MMS)

project. Developed a highly efficient parser to ingest the bit stream in

real time for digital over the air broadcasts which complied with the ATSC

standard. Software development in a Sun/Unix C++ environment. Developed

requirements for Qualified Reference Data (QRD) initiative. Implemented

first phase of QRD to measure the amount of data collected from television

broadcasts for over 300 sites around the United States. Created software

coding standard for use by the developers.

Vela Corporation, Clearwater, FL

1998 - 1999

Senior Software Engineer

Lead Engineer for DirectShow implementation of MPEG software/hardware

decoders. The Microsoft DirectShow framework was used to adapt Vela

decoders to streaming audio and video technologies. Vela decoders are part

of a family of broadcast quality commercial products. Decoders are

multithreaded applications implemented using Visual C++ and the DirectX

SDK. Implemented COM objects for video tape recorder control, as part of a

system for encoding and decoding broadcast quality MPEG files for the

commercial broadcast industry.

1996 - 1998

Lead Engineer

Lead Engineer on Microsoft Windows 95/NT software project using Visual C++

and the Microsoft Foundation Classes (MFC). $110M contract with the FAA.

CMMI Level 3 software process used for development effort. Performed

object-oriented analysis and design using Rational Rose/UML. Database

development using Microsoft Data Access Objects. Configuration Management

maintained using ClearCase. Performed object-oriented analysis, design and

programming for Harris Fingerprint IR&D. Software developed using C++ on

Sun/Solaris. Adapted image processing software to Livescan fingerprint

hardware.
