. Technical Lead, Systems Analyst and Programmer for the Drivers License
project on an IMS mainframe legacy system written in COBOL, providing
support for Legislative changes and ongoing maintenance. Proficient
in coding with COBOL and in the use of Xpeditor, FileAid, JCL and
AbendAid.
. Some noted accomplishments include:
o Applying Federal mandates that came about due to the USA Patriot
Act. These included adding the Hazmat Endorsement approval from
the TSA Federal Agency, along with the MCSIA Act that required
stiffer penalties for convictions on commercial drivers.
o Implementing Digital Image Exchange functionality. KY was one
of the first states to implement Digital Image Exchange software
which allowed image sharing between the states for transfer
drivers. This gave the ability to provide visual verification
that the image retrieved matched the photograph on the
surrendered driver's license.
o Automated the FTA (Failed to Appear) process statewide between
the KY Courts and the Drivers License systems.
o Coded and implemented the Social Security Online Verification
linkup between Drivers License and Social Security
Administration. This link gives Drivers License the capability
to verify the SSN of every issued License and ID document holder
that resides in the system to prevent fraudulent use of another
person's SSN.
o Designed, coded and implemented several interfaces for Web
development projects being utilized by the State of Kentucky,
most recently was the interface that allowed drivers to enroll
in State Traffic School via the Web.

. Project Manager for the Drivers License system in 2002 and 2003.
Provided support for Legislative changes and ongoing maintenance to a
legacy IBM mainframe system running on an IMS platform.
Responsibilities include the management of two Systems Analysts and
three Programmers, along with the assignment of tasks, providing cost
estimates to the user and providing technical support on an ongoing
basis. Implemented various changes for Homeland Security that
included utilizing technology to create a new digitized drivers
license along with capturing INS information on non citizens prior to
issuance of a licensed document. Felt the need to become the
Technical Lead for Drivers License support that better utilized my
skills and longevity with the system.
. Part of a design team for the new Kentucky Vehicle Information System
(KVIS) from October 2000 to April 2001. KVIS was to replace the
current Automated Vehicle Information System (AVIS) which is an IMS
mainframe legacy system that has been around since the 1970s. Received
training in JAVA, Web Sphere and HTML for the KVIS system. Performed
data cleanup duties on the legacy system utilizing Oracle for Windows
and SQL Plus 8.0. Also provided design and programming support for
License Plate lookup via the Web. Transferred back to Drivers License
system after Legislature and lack of funding canceled KVIS.
. Systems Analyst and Programmer for the State Police mainframe systems
from 1996 to 2000. System was coded in COBOL and ran on the IMS and
DB2 platforms, interfacing with a RS6000 system for Kentucky State
Police. Was responsible for meeting with State Police personnel to
interpret Legislative changes and FBI mandates and to provide the
programming support for those changes. The State Police data is
stored on an IBM Mainframe on an IMS and DB2 platform. This data is
inquired upon by State Police, FBI and other Law Enforcement Agencies
inside and outside of Kentucky by use of a Law Information Network
system residing on a RS6000 box. Also provided support for the lookup
capabilities against the Drivers License and Motor Vehicle agencies.
. Provided support for the Drivers Licensing system from 1991 to 1992
and again from 1994 to 1996. Key responsibility was for Analysis and
Programming required for creating a new combined Drivers License and
Commercial Drivers License (CDL) system that would comply with Federal
Mandates for CDL issuance and State Legislation requirements.
Additional changes to the system included writing an interface with
the Motor Voter system to allow drivers the ability to register to
vote while renewing their license, and implementing the Problem Driver
Pointer System and Drivers License Reciprocity System that allowed the
Drivers License system the capability of sharing driver information
with other states.
. Worked at Federal Express in Memphis in 1990 and again in 1993 on
various systems in IMS and DB2 environments in COBOL. Implemented an
automated Service Awards system that interfaced with an outside vendor
in supplying and tracking awards to be given to employees after years
of service. Also installed the Payroll and Accounting online package
from MSA on to the test system for user reviewing.

Worked on an IBM mainframe system in an IMS DB/DC environment. Various
assignments included work in the Membership and Billing system along with
the Claims Processing system. Created an online automation of the benefit
change system that allowed automatic rate adjustments to be made without
requiring further programming changes. Created a random test data
generator for the Claims Processing system.
