Professional Experience
Independence Blue Cross - Philadelphia, PA 1997 to 2010
Software Systems Engineer 2004 to 2010
Sr. Systems Analyst/PS
2001 to 2004
Sr. Systems Analyst 1999 to 2001
Systems Analyst
1997 to 1999
In short period of time migrated to the UNIX platform. Acquired knowledge
in the areas of new languages/technology and advanced to Software Systems
Engineer position while working on critical pieces of various projects,
including large-scale enterprise migration projects, systems conversions,
performance tuning and monitoring of applications/systems.
Utilized Unix OS, Windows OS, Oracle Database, C++, PL/SQL, Java, Unix
shell, CGI and JavaScript, Perl programming and Tuxedo knowledge to work on
the major projects, provide technical direction, diagnosis of day to day
maintenance and short term goals, evaluate system performance, detect and
correct discrepancies, problems and weaknesses in the applications, system,
integration and performance testing. Strong Oracle SQL development skills
and years of hands on PL/SQL Development experience.
Experienced in creating, executing and debugging automated testware
including home grown tools and off the shelf tools (HP service Desk 4.5,
Mercury). Hands-on ability to physically assemble and troubleshoot tools.
Helped set long-range technical direction and capacity plans. Provided
support and guidance to coworkers for resolving technical and business
issues. Worked closely with the business users for understanding and
implementing various business rules and requirements.
Key Results:
Worked on critical pieces of the conversion of Legacy based claims
processing application to the Client/Server platform. New system featured
faster processing and helped IBC to avoid monthly penalties from $12,000 to
$50,000 per month because of meeting BCBSA standards.
o Participated in the database redesign.
o Analyzed requirements, designed and developed data and ETL for
institutional and professional claims utilizing C++ code with
embedded SQL, Unix shell scripting, Perl and awk.
o Set up reporting process by creating complex SQL queries and
transferring them to mainframe for customer service to review.
Participated in above system upgrade from PowerBuilder to Thin Client GUI
front-end (Java). This reduced support costs by $200K per year and
simplified desktops support.
Created a series of tools for automated data archiving, file systems and
database cleanups, memory usage monitoring, Tuxedo and Oracle Performance
monitoring and Disaster Recovery Exercise.
Created a backend for the browser-based report solution for providers that
reduced provider support telephone calls by 45%.
Performed numerous infrastructure upgrades and servers migrations (Tuxedo,
Oracle, Solaris, DB2 client, OpenClient, Sybase).
Participated in the installation/implementation of program change
management system (PVCS) which enabled developers to control versions of
their software with minimal exposure to errors due to the multiple changes.
This created a safer environment for department's distributed processing
systems.
Gathered and assessed needs from internal business units; created custom
solutions to resolve issues (system slowdowns, memory shortage and process
bottlenecks); developed functional specifications and detail design
documentation for numerous projects.
Automated previously manual processes of installation new applications
software by creating a sophisticated web based tool to work in conjunction
with PVCS for the promotion and tracking of the source code movement (GUI
interface utilizing HTML, CGI, Perl and JavaScript on the Unix Solaris OS).
Supported Production/QA systems and resolved various issues in time without
affecting schedule. Worked additional hours if needed to investigate
problems and followed up with ideas and solutions to avoid future
occurrences. Performed 24/7 support on the rotating basis.
Interacted with end users to gather requirements and scope the systems.
Participated in unit, integration, and system test procedures. Documented
final programs and developed user instructions, software/hardware
requirements, programmed input/outputs and execution/installation steps.
AJILON SERVICES, Inc - Conchohoken, PA 1996 to 1997
Consultant
Assignment at Independence Blue Cross led to the offer of permanent
employment by the company.
Key Results:
Modifications and enhancements to CICS/DB2 online and batch systems for
various business requirements.
Performance tuning of DB2 applications and conversion programs for
restartability using Quikstart.
Created series of subroutines for accessing ITS Formats Database (VSAM).
