SUMMARY: Mr. Woodruff has been held increasingly responsible positions
involving marketing, business development, program
management, direct client support, developing client
relationships, and proposal writing on programs with
Defense clients in all US Services. His direct experience
includes support for the Army's PEO STRI, the Naval Air
Warfare Center, the Army Aviation Missile Command, the Air
Force Material Command, Army National Guard, the Air
Force's Air Mobility Command, Air Combat Command, and
Material Command. His professional experience encompasses
program/project management, acquisition, simulation and
training, systems development, distance learning, business
operations, business development, and strategic analysis.
Mr. Woodruff has over 30 years of experience in DoD
operations, simulation, training and support, including 20
years as an Air Force Officer. He has proven ability to
advise and assist senior military and civilian officials in
both active and reserve components. He has extensive
experience with acquisition programs, planning, operational
systems, training, staffing and product development with
all US Armed Services. He served as Chairman of the
Florida High Technology Council's Simulation and Training
Sub Committee. He is presently completing the dissertation
for a Doctorate in Organizational Change.
FUNCTIONAL EXPERTISE:
Military Program Management:
As the B-52 Weapon System Trainer Program Manager at Wright Patterson AFB,
Mr. Woodruff was responsible for all program areas: engineering,
configuration control, logistics, manufacturing, testing and integrating
with the using command. He directed a $20 million software upgrade to this
major US Air Force simulation program and in doing so his team cleared
numerous technical discrepancies that had plagued the program for years.
He initiated the transition of all program elements to the Air Force
Logistics Command, and integrated a major Engineering Change Proposal into
the software baseline. This was a major program that was divided between
two major Air Force organizations at the time, and Mr. Woodruff worked
closely with his counterparts at Hill AFB to ensure overall program
success.
Mr. Woodruff served as a Program Manager for a Command and Control system
used by all DoD branches; the Air Defense Systems Integrator. In this
capacity, he coordinated efforts of engineers, software designers, training
specialists, subject matter experts and production staff - he consistently
delivered products early and under cost. In addition, he supervised
training curriculum development and implementation for a Joint Services
command and control system and authored the training manual. He organized
and wrote a sole-source justification that was key to winning a major
Command and Control contract with the Army, and developed and won two major
Command and Control proposal efforts with the Army, resulting in over $1M
in new business. He supported Air Defense exercises with the Army's
Tactical Air Operations Center, and directed a major system upgrade.
At the Naval Air Warfare Center and the US Army's PEO STRI in Orlando, FL,
he coordinated numerous inter-service simulation acquisition, development,
support and research efforts for all US services, resulting in improved
communication and streamlined procedures for the government clients. He
developed, organized, managed and instructed in US Navy simulator-based
aircrew training research scenarios, used innovations in simulation
technology to achieve effective results at low cost, and briefed senior
leaders on the results. He planned, organized and implemented effective
procedures for NAVAIR to benefit from experience gained from similar
efforts in the other services; he insured that senior managers and leaders
from multiple services were involved in all steps of this process
Marketing and Business Development/ Program Implementation and Innovation:
As a Business Development Manager working in the simulation and training
field, Mr. Woodruff found a $400M opportunity for an Information Technology
project, and was a key player and coordinator in the proposal effort. He
also originated the concept and was the key developer of an innovative
computer-based aircraft recognition-training program for the US Air Force.
This was a rapid response to an immediate need from the Secretary of
Defense. This was the most successful program in the company's history,
producing over one million dollars in revenue and setting the stage for
other highly profitable projects. As a Program Manager, he employed
principles of Knowledge Management and Instructional Systems Design on all
training programs the company was involved with; this enabled lessons
learned to be incorporated in all subsequent programs. Mr. Woodruff
researched, organized, wrote, and won a Small Business Innovative Research
proposal concerning flight simulation and aircrew coordination training for
the Naval Air Systems Command. This produced over $800K in revenue and set
the framework for additional projects in this field.
He directed company resources and personnel in developing a C-130 aircraft
simulator upgrade for the Naval Air Systems Command; this was delivered
early and under cost. He initiated a project involving hi-tech training
for the disabled with a local College and the National Center for
Simulation.
Simulation and Training
Mr. Woodruff directed company resources and personnel in developing a C-130
aircraft simulator upgrade for the Naval Air Systems Command. This project
was delivered ahead of schedule and under budget. He was a key player in
all aspects of a major Navy aircrew coordination training program,
involving three different companies, and five different aircraft training
programs at three training bases: T-34, T-44, TH-57, T-45 and T-2. The
result was an effective program delivered on time and under budget. He
successfully originated a major program for the Singapore Air Force
involving the aircraft recognition training program he developed; this was
the first venture into this overseas market for the company.
Mr. Woodruff was requested to serve as the Chairman of the Florida High
Technology Council's Simulation and Training subcommittee; in this role he
planned and directed two $1.5M proposal evaluations involving innovations
in simulation from engineering departments at Florida universities. In
addition, he organized and directed a training program for the Egyptian Air
Force and produced the training plan two months early. This involved
integrating diverse systems, multiple training agencies and five training
tracks into one cohesive effort. The result was effective training with
savings of $150,000 to the customer.
As a C-130 Curriculum Manager/Instructor, he developed new courseware
material for classroom and simulation instruction; planned, developed and
validated simulator-based training scenarios for both high and low level
tactical C-130 operations. Mr. Woodruff developed unit training
requirements received from HQ Military Airlift Command for the DoD C-130
training program, and participated in numerous C-130 exercises and
deployments in the US and around the world.
Organizational Change/Direct Support to Clients
Mr. Woodruff has been involved in the management of a major Information
Technology program with the Army National Guard. For eight years he served
as a Regional Manager for a large, $500M+ Distance Learning program. In
this role he led a group of experienced, highly independent National Guard
Change Agents in 20 states while providing expert assistance for a major
change management activity. This activity involved introducing effective
distance learning technology, programs, innovations and the associated
logistics requirements into a structured military environment. He has
always met the program's rigorous reporting requirements, and collaborates
every month with the other Regional Managers in crafting a comprehensive
report covering all activities nationwide. During the course of this
program, Mr. Woodruff has consistently insured that the National Guard
Change Agents applied the same overall program standards in executing this
program, even though the programs were structured somewhat different from
state to state.
He implemented actions to bring states' Distance Learning Programs up to
the National Guard standards for an effective program, and has been
directly responsible for each state's success. He initiated a pro-active
effort to travel to each state and site on a regular basis for oversight
and coordination; he obtained and documented each Change Agent's progress
so that he could present a realistic picture to senior leadership. He
identified positive actions that forward-looking states were making in this
rapidly-evolving program, and insured that applicable lessons learned were
applied to the programs in all states in his territory.
Mr. Woodruff has interacted directly with senior leaders at the State and
National levels, and provided effective, focused direction, consultation,
communication and program information concerning the progress of this major
change initiative and the most effective ways to implement it. He was
consistently praised by his clients in the states; a frequent client
comment on Booz Allen assessments is that the clients indicated that they
could not do their jobs without the support provided, particularly in
regards to effectively working with this major change initiative.
Mr. Woodruff earned a Professional Certificate in Organizational Change in
2005; he is now completing the dissertation for a PhD in this area. In
addition, he has taught an on-line course for the Hawaii Pacific University
Master's Degree in Organizational Change
Strategic Planning
Mr. Woodruff was a key senior management player in proposal development and
strategic planning for future work - he developed the company's Strengths,
Weaknesses, Opportunities and Threats analysis. He was a driving force
behind a strategic initiative that allowed the company to develop business
in a totally new area; Air Combat Range operations and training. He made
significant contributions on two wining proposals in this field, and
organized and directed a Foreign Military Sales training program in this
area.
Representing Government Agencies
Mr. Woodruff is currently filling a key and much-needed role as the Air and
Space Natural Environment Modeling and Simulation Executive Agent (ASNE
MSEA) Liaison to Team Orlando. This is a DoD agency based in the DC Area,
and Mr. Woodruff is a support contractor. He was selected for this
position because of his extensive knowledge and experience with modeling
and simulation. For the past 21 years he has worked in the simulation
business in Orlando, FL. He is very well known and greatly respected in
the Modeling and Simulation community, having worked in a variety of
positions, both with Government and Industry. He quickly began to
facilitate the implementation of DoD ASNE MSEA policy and procedures with
the Government, Industry and Academic agencies in Orlando. He has quickly
become an integral member of Team Orlando, and it has been recognized as
such. He is a member of Team Orlando, and represents the ASNE MSEA office.
He facilitates the implementation of DoD ASNE MSEA policy and procedures
encompassing, but not limited to, planning, programming, research,
development, requirements management, and other activities of common
interest to Team Orlando. He is proactively seeking effective ways to
enhance environmental representation into DoD M&S.
