EXPERIENCE
My career has been in the construction field for over 20 years in project
management, civil plan review, and quality control, inspection and contract
negotiation in both the private and public sectors.
This provided a wide range of experience in all phases of construction,
inspection and design including roads, utilities, site development, and
pile supported structures, high tech facilities, multistory buildings,
renovation and major tenant improvements.
PROFESSIONAL EXPERIENCE
Construction Inspector 2009 -
Present
Magnan Consulting Services, Inc
Provided civil construction inspection and document control for
Seattle Reservoir hard cover placement project at Beacon Hill and West
Seattle as well as the King County Land fill redevelopment project at Bow
Lake and paving inspection for the reconstruction of Meridian Drive in the
Cityy of Edgewood. Prepared daily inspection reports, which included photo
documentation of work preformed. Reviewed and approved contractor
equipment and labor hours for time and material for extra work orders.
Project Engineer 2006-2008
Barghausen Consulting Engineers, Inc.
Work on contract as a Project Engineer for over 2.5 years reviewing
civil plans for residential and commercial projects in Washington and
California. In addition function as a project manager on several
residential subdivisions, and commercial projects. In this capacity my
responsibilities included utility design, liaison with local jurisdictions,
securing entitlements and responded to client and contractor issues during
construction. Provided advice and consultation to a design engineers
regarding the layout of subdivisions.

City of Auburn, Auburn, WA
Hired to manage the 640 acre Lakeland South Master Planned Community
civil plan review. Also manage over 235 civil plan reviews for large-scale
and small developments including plats, commercial and public works
projects. Liaison project manager to Pierce County on design and
construction of the Lake Tapps Parkway and its northern extension.
Organized the Developer, County and dry utility providers to work a
coordinated effort for the installation of all dry utilities within the
Lake Tapps Parkway. Meet with owners, engineers and citizens to discuss
questions concerning the Development Division's procedures and
requirements. Review developer applications for compliance with City
standards and requirements. Interpret plans, specifications, and
scientific studies. Review land use, and construction permit applications
associated with development projects. Perform research and propose
solutions for design and construction problems for design engineers,
building and construction inspectors. Mentor staff engineers on
construction techniques. Critiqued City's design manual details and
specifications. Designed data input pages for new permit tracking system.
Developed a design and standards for storm water detention vault
construction.

City of Woodinville, Woodinville, WA
1996 - 1998
Under contract as Project Manager for the 42 acre Downtown
Woodinville retail project. Performed civil plan and specification review
on projects within the city. Conducted pre-construction and on-site
meetings with owners, consultants, contractors and public agencies.
Inspected and monitored site development and installation of infrastructure
including traffic improvements for private and public works projects.
Evaluated and reviewed special inspection reports for civil and structural
tests. Reviewed project as-builts, enforced performance and maintenance
guarantees and conducted project close outs. Approved the issuance of
Right of Way permits. Reviewed standard civil plan details for safety and
construction conflicts.
Project Engineer 1996 -
1996
General Construction, Seattle, Washington
Project Engineer for the start up of the U.S. Army Corps of Engineers
Ice Harbor Dam Spillway Deflector Project. Hired for the start up and my
knowledge of Corps of Engineers requirements for construction quality
control, environmental controls and general construction procedures.
Prepared Quality Control, Environmental and De-watering Plans; value
engineering proposals and technical submittals. Secured necessary
regulatory permits from the Departments of Ecology and Fish & Wildlife.

Specialist 1995 - 1996
Howard S. Wright Inc., Seattle, Washington
Project Engineer for $18 million, 50,000 square foot Microsoft Canyon
Park Data Center complex. Provided civil, structural and architectural
construction quality control review, and inspections for a $10 million
65,000 square foot multi-story U.S. Naval Physical Fitness and Recreational
Center at Everett Naval Station and $2 million dollar Naval Lodge at the
Smokey Point Naval Complex. Reviewed special inspections reports including
soil compaction, air entrainment, concrete compression tests, bolt torque
tests, structural steel and concrete coring. Reviewed placement of
reinforcing steel and embeds. Oversaw the placement of driven piles and
provided detail logs of the activity. Monitored electrical HVAC and
plumbing installation for conformance with project specifications. Managed
subcontractor and vender relationships.

Under contract to provided day-to-day interface between the ROICC and
general contractors for $26 million in construction contracts including;

I. As owner's representative, reviewed design and construction documents
and resolved civil, structural and architectural design issues. Reviewed
special inspections reports including soil compaction, air entrainment,
concrete compression tests, bolt torque tests, structural steel concrete
coring and pile driving logs. Inspected placement of reinforcing steel and
embeds.

Retired with the rank of Captain. Command, Operational, and staff
