PROFESSIONAL HISTORY

ANDREW GARCIA consulting, Principal 2008 -

Present

Prepared 2 storm water Municipal Permit annual reports and performed storm

water compliance consulting for Los Angeles County Fire Department

(LACoFD). Taught 44 training classes in storm water pollution prevention

and new Aboveground Petroleum Storage Act (APSA) requirements. Conducted 44

audits of each facility's implementation of their storm water pollution

prevention plans (SWPPPs) and compliance with the new APSA regulations.

Manage one rental property. Provided due diligence, site assessment,

regulatory compliance and management consulting for other clients. Have

successfully built a small consulting practice in difficult economic times.

BROWN AND CALDWELL (BC), Principal Engineer/Project Manager 2007 -

2008

. Prepared storm water Municipal Permit annual report, 4 SWPPPs, taught 22

training classes and conducted 22 audits for LACoFD.

. Managed several Phase I, Phase II site assessments (ESAs), and methane

soil gas survey projects for several different developer clients. Managed

Phase III site cleanup project consisting of removing 106 tons of Jet A

impacted soil from a leaking hydrant at Los Angeles International Airport

(LAX). Regulator was CUPA.

. Prepared two SOQs for approximately $500,000 underground storage tank

(UST) projects.

. My position was a new position in a new office. Within 12 months was able

to develop direct sales of over $220,000, generated sole source backlog

of over $280,000, and identified additional sales of $1.3 million. Was

responsible for interfacing with clients; developing each project's scope

of work; preparing cost estimates and project schedules; performing

contract negotiations and preparation; instituting project controls such

as tracking progress against milestones, monitoring project's performance

and profitability, and quality assurance/quality control; preparing

monthly progress reports for review by senior management; reviewing

project accounting (expenditures against revenue generated); reviewing

and approving invoices for submittal to clients; and approving

subcontractor invoices for payment. Selected and hired the

subcontractors for the above projects. Oversaw field activities.

Organized and managed each project team and budget.

PREMIER/PREMO GROUP, Senior Engineer/Project Manager 2005 -

2007

. Supervised 2 field technicians that performed routine operations and

maintenance duties on both a groundwater remediation system and a soil

gas burner.

. Performed 30 environmental due diligence phone surveys and other

assessment reports for AIG. Performed Phase I and II ESAs for 5

commercial properties. Reviewed for buyer site cleanup and remediation

activities performed by seller's environmental contractors.

. Prepared storm water Municipal Permit annual report, taught 17 training

classes and conducted 17 audits.

. Within 15 months was able to develop direct sales of approximately

$190,000 and hired 2 technicians that performed $45,000 per year of

additional billable work. Developed 7 marketing tear sheets for services

offered. As project manager performed similar duties as performed for BC

described above.

MACTEC ENGINEERING, Certified Project Manager/Contract Administrator

2001 - 2005

. Managed 50 Phase I ESAs for proposed telecommunication sites. Prepared

FCC Environmental Compliance Checklist Reports (NEPA) and secured site

clearance from California State Historic Preservation Officer and U.S.

Fish and Wildlife Service. Managed numerous Phase I and Phase II ESAs for

developer clients. Managed numerous Phase III ESA and site clean up

projects. All Phase III sites were cleaned up with minimum disruption to

the client's overall project construction schedule.

. Managed about 15 projects that required South Coast Air Quality

Management District (SCAQMD) Rule 1166 air monitoring during excavation

of volatile organic compound (VOC) soil for various clients.

. Program Manager for 8 UST sites in various stages of removal, site

assessment, clean up and remediation, monitoring, and closure. Provided

both client and regulatory interface. Prepared scope of work, cost

estimates, project schedules, proposals, and work plans. Hired various

subcontractors and managed internal project teams in 3 different Mactec

offices.

. For LACoFD, prepared 17 site-specific SWPPPs. Assist them with the

development of their cost effective storm water compliance program.

Developed training program for their site personnel and taught 9 training

classes.

. Managed projects for (a) removal of 3 undocumented USTs through site

closure, (b) monitoring of existing ground water wells at 2 different

sites, preparation of required monitoring reports and interfaced with

LARWQCB, and (c) subsurface methane gas investigations for 10 sites. The

hazardous materials of concern were gasoline, diesel fuel oil, heavy fuel

oil, VOCs, BTEX, MTBE, pesticides, solvents, PCBs, e-coli bacteria, and

heavy metals.

. Oversaw monitoring of drinking water sources at 4 facilities.

Contaminates of concern were total coliform, e-coli bacteria, and other

drinking water contaminates. Prepared monthly report to Los Angeles

County Department of Health Services. Prepared annual consumer confidence

reports.

. Hired and coordinated activities of in-house staff and subcontractors.

Performed contract administration and business development activities.

Prepared 6 major SOQs and were short-listed for all 6. In 2 years,

developed $750,000 of direct sales and successfully managed these

projects. Supervised 2 technicians. As project manager performed similar

duties as performed for BC described above.

GREENBERG FARROW ARCHITECTURE, Due Diligence Coordinator 2000 - 2001

Responsible for coordinating the due diligence activities associated with

the acquisition of EXPO Design Center (a Home Depot division) building

sites. Prepared RFPs and hired geotechnical, environmental, civil

engineering, political, attorneys, surveyors, and other consultants for the

construction of 8 big box stores. Evaluated due diligence data and proposed

development budgets to determine whether or not the site worked for an EXPO

shopping center. Prepared project development cost estimates. Interfaced

with city planning and building staffs to secure development, building,

environmental, and operating permits. Met with client to develop strategies

for securing entitlements (CEQA) to build these stores. Developed method

for managing development at 6 different sites.

COMPUTER SCIENCES CORPORATION, Environmental Manager 1995 - 1999

. Water Quality and Storage Tank Compliance (1996 - 1999): Responsible for

supervising 3 engineers and their various projects as related to storage

tank compliance, water quality, pollution prevention, NPDES/wastewater

permitting, oil/water separators, contractor surveillance, etc. at

Edwards Air Force Base. Prepared work and budget proposals, scope of work

documents, cost estimates, and project schedules. Developed storage tank

operating instructions, SWPPPs, etc. for implementation of ISO 14000.

Performed 3 compliance audits and oversaw construction projects including

new jet fueling system. Provided chief interface with customer and

trouble shoot various projects (including doing technical analysis and

developing remediation plans, engineering specifications, bid and scope

of work documents, and cost estimates). Directed development of 2

relational Access databases. In 1 year, increased workload to support 3

additional engineers.

. Site Cleanup and Remediation (1995 - 1996): Supervised 10 engineers and

construction scheduler. Duties included: (1) providing technical support

for clean up/remediation (CERCLA) of impacted soils/groundwater, removal

of 100 UST and above ground storage tanks (ASTs), and (2) developing

strategic plans, schedules, narratives (cost estimates and budgets) for a

$20 million annual restoration program, etc.

. As manager was responsible for interfacing with client and performing

similar project management duties as performed for BC described above. As

manager had profit and loss responsibility.

COUNTY OF ALAMEDA, General Services Agency, Environmental Project Manager

1993 - 1995

. Arroyo del Valle Project - $1.5 Million Budget. Managed project

consisting of clean up/remediation (RCRA) of old TB Sanitarium,

demolishing 25 buildings, removing 4 abandoned USTs, removing asbestos

and other toxic substances, conducting in-house Phase I ESA, and

preparing property for sale. Developed recycling program to minimize

solid waste disposal costs. Obtained site closure for 4 UST sites.

. Staples Ranch and UST Removal Projects - $1,300,000 Total Budget. Managed

both projects consisting of removing USTs and ASTs, site clean

up/remediation, installing monitoring wells, etc. Obtained site closure

for 10 UST and AST sites.

. Developed project scope of work, construction cost estimates, budgets,

and schedules plus performed contract administration. Prepared Public Bid

Documents and RFPs. Built teams to accomplish projects in a political

environment. Total project responsibility was $2.8 million. All projects

were completed on time and about $1 million under budget. As project

manager was responsible for interfacing with County management and

performing similar project manager duties as performed for BC described

above.

CHEVRON CORPORATION 1975 - 1993

Chevron Land & Development Company (1989 - 1993): Certified Project Manager

. Hilltop West Project - $3.3 Million Budget. Managed project consisting of

clean up/remediation of old crude oil tank farm, segregating 400,000

cubic yards of clean/impacted soils, installing 35 monitoring wells,

overseeing NPDES permit program, air monitoring, and preparing a large

tract of industrial land for sale.

. 222 Second Street Project - $6.2 Million Budget. Managed project

consisting of design development of 14 story high-rise office building

including project vesting/entitlements (CEQA), asbestos

abatement/demolition of 3 buildings, managing/coordinating site

development activities, developing/implementing mitigation measures to

project approvals (EIS/EIR), Phases I and II ESAs, and clean

up/remediation of a former filling station/photo processing site.

Directed value engineering of building design that resulted in $5 million

saving. Made public presentations before the planning commission.

. Hilltop Parkway Project - $700,000 Budget. Managed project consisting of

excavating impacted soils, disposing of impacted soils under roadway

resulting in $4 million savings, recontouring repositories (solid waste

management), grading roadway, etc.

. Managed 5 commercial office buildings. Responsible for the construction

of tenant improvements and maintenance of said buildings. All projects

(total responsibility $10.5 million) were completed on time and about $2

million under budget. Supervised 2 asset managers and 2 civil engineers.

Prepared Bid Documents and RFPs. Secured and administered required

environmental and construction permits. As project manager was

responsible for interfacing with senior management and performing similar

project management duties as performed for BC described above.

Chevron U.S.A, Inc. (1980 - 1989): Product Supply Manager (Trader)

/Contract Administrator - Performed supply buying/selling/trading for

petroleum products (fuel oil, gasoline, jet, diesel) and crude oils.

Negotiated, prepared and administered 125 contracts per year that resulted

in $5 million per year cost savings.

Chevron Corporation (1978 - 1980): Supervisor - Installation Planning Group

- Supervised 3 computer programmers for development/installation of a $6

million oil field management information system. Coordinated technical

liaison between computer programmers, oil field engineers, and production

accountants.

Chevron Chemical Company (1975 - 1978): Process Chemical Engineer -

Provided technical service to 50,000 pounds per day commercial chemical

manufacturing plant.
