PRE-CONSTRUCTION / PURCHASING / PROJECT MANAGEMENT

Procurement / Contract Negotiation & Oversight / Compliance / Pre-

Construction / Vendors

Project Management / Risk Management / Bids & Quotes / Pricing / Dispute

Resolution

With a background in engineering and design, I managed contractor

negotiations and procurement for large commercial, government, multi-unit

residential, and industrial buildings. I led construction projects and

directed engineers, superintendents and contractors for companies like

Turner Construction and Moss & Associates.

I completed pre-construction and purchasing on multiple projects, some

requiring compliance with Small Business Enterprise or Disadvantaged

Business Enterprise program guidelines, often saving millions of dollars

through tough negotiation skills. Providing timely and complete reporting,

I ensured jobs were finished on-time and on-budget, even in fast-turnaround

situations.

o Reviewing building plans and specifications; preparing bidder list

based on document review

o Creating bid submission packages and procuring sub-contractor

proposals

o Reviewing/amending scope packages with identified competitive bidders

o Evaluating, negotiating and finalizing contracts

I have a BS in Civil Engineering from the University of Waterloo, Ontario

where I am a registered professional engineer in Canada. By applying a

hands-on approach to management, I win cooperation from a variety of

professionals and customers. Through precise analysis and planning skills,

I meet competitive timelines.

Selected Accomplishments

Led fast turn-around commercial project. Turner won contract for two

telecom buildings requiring completion within three months. Acted as

project manager for one site and held purchasing responsibilities for both

sites ($19M and $39M). Led team of engineers and superintendents.

Completed on time, winning firm $100K bonus.

Negotiated subcontractor agreements, saving money. Turner had already

obtained quotes from subcontractors for $78M condo project and had "final"

pricing from bidders. Firm wanted better pricing on contracts. Reviewed

scope/plans with selected bidders. Negotiated 3.8% reduction and saved

$2.9M on overall project budget.

Managed preconstruction on five building job. Moss invited to submit

proposal for five customs/immigration projects located in different cities.

Bid submission time was three weeks per building. Assembled all bid

packages. Company won all five building contracts valued at $40M.

Assisted operations in negotiating final subcontracts.

Developed bid package for $80M project. Moss awarded contract to update

the county jail and bid submission was due in six weeks. Tasked with

developing bid packages and soliciting proposals from 140 subcontractors.

Received and scoped bids and created GMP proposal which was submitted to

the county on time.

Acted as interim human resource manager. Turner was unable to find

suitable HR manager despite three hires. Asked to take on position, despite

having no prior experience. Managed function successfully for one year,

providing HR support for 260 employees. Returned to purchasing by choice.
