management activities; spend analyses; market research; developed
project requirements and specifications; competitive solicitations
(RFP/RFI/RFQ); price/cost analyses; and source selection for regional
projects and services. Drafted and negotiated contracts, statements of
work and work authorizations for construction; facilities maintenance;
security; and professional services related to operations, revenue

GSA Schedule portfolio (IT 70 & MOBIS) by providing contracting
advice, acquisition management, strategic planning, process
improvement and subject matter expertise regarding OIG audits,
compliance monitoring and the development of internal controls and
processes. Developed an enterprise-wide GSA Schedule consolidation and
integration plan to streamline administration and improve portfolio
competitiveness and profitability.
Short-Term Staff Augmentation (W-2):
PROSYNC TECHNOLOGY GROUP, LLC, Ellicott City, MD-Contract Manager
and Legal Consultant (2007): Directed contract management services
for a $10 million dollar portfolio consisting of government and
commercial IT outsourcing contracts. Provided legal counsel; Drafted
and negotiated all contract documents; assisted with proposal
preparation; recommended operational improvements; and performed
monthly contract spend and financial analysis.
NORTHROP GRUMMAN INFORMATION TECHNOLOGY, Fairfax, VA-Contract Manager
(2006-2007): Supported a $400 million dollar biometrics software
development and service level agreement for England, Wales and
Scotland commercial contracting and business management activities.
