Director of Government and Community Relations

Acting Director of Development, Fundraising & Special Events

Recruited to develop the office of Government Relations at New York Blood

Center, as this was a newly created division. Developed a corporate-wide

legislative agenda based on discussions with senior executives. Cultivated

and managed relationships with federal, state (NY, NJ, & CT) and local

government officials, other organizations and regulatory agencies to

positively affect organization's business process. Reviewed legislative

proposals, wrote briefings outlining their impact on the organization, and

recommended courses of action to the President /CEO, CFO, Counsel and other

senior executives. Established IT systems to track new and pending

legislation as well as foundation, corporate and government grant

opportunities. Cultivated new donor relationships while maintaining existing

donor base.

Accomplishments:

Lobbied the New York City Council and received $185,000 for a mobile

educational vehicle and $13,500 for Precise Match program.

Successfully lobbied NYS legislature to provide all workers in New York State

three hours off for blood donations. Requested and received over $100,000 in

member items from NYS Senate & Assembly members.

Successfully lobbied to change the Federal Stimulus Bill in congress to

include "blood centers" as an organization eligible for funding. Lobbied

federal, state and local government officials to introduce legislation (four

bills pending and one bill passed in Albany, two bills pending and one passed

in D.C. and one bill pending and one passed in NYC Council) in support of

NYBC initiatives.

Obtained letters of support from government officials for various NYBC

initiatives, including our successful $3 million Starr Foundation grant.

Enlisted various elected officials, including Mayor Bloomberg, to participate

in the filming of Public Service Announcements in support of our

organization. Arranged to have these PSAs filmed at WNYC-TV, at no cost to

our organization.

Assembled and led a team to write and produce the current New York Blood

Center Annual Report.

Applied for and received a $233,065 grant from NYS Department of Health for

our PreciseMatch program for rare blood types in minority communities.

Applied for and received $100,000 in Federal Homeland Security funding

through New York State.

Lobbied for continued HRSA funding ($7.8 million received to date) for NYBC's

National Cord Blood Program, to support its participation in National Cord

Blood Inventory (NCBI).

Prepared grant proposals and received grants from Kirby Foundation, Met Life

Foundation, Starr Foundation, HSBC, Newman's Own Foundation, Met Life,

Bloomberg Foundation, UNESCO, Gates, etc. in excess of $4 million. Also,

expanded efforts to include international grants.

Applied to NYSTEM for $6.5million for stem cell research for three NYBC

laboratories.

NYC DEPT. OF ENVIRONMENTAL PROTECTION (DEP), QUEENS, NY

8/1996 - 5/2008

Senior Advisor to the Commissioner

Assisted in the day-to-day management of operations of the Department (Water

Supply, Water & Sewer, Wastewater, Air & Noise and Administration). Often

represented the Commissioner, First Deputy Commissioner and the Mayor's

Office at meetings, public events and official functions. Also represented

the Commissioner at meetings at City Hall with the Deputy Mayor for

Operations. Served as DEP liaison to the City Council, elected officials and

other government agencies. Prepared presentations, usually in PowerPoint,

and created the first DEP PowerPoint library for executive staff. In a

highly unionized environment, worked on numerous reorganization projects

during transitions between administrations, often advising and updating the

new Commissioner. Supervised and monitored the implementation and progress

of key programs and initiatives for the Executive Office. Restructured and

reorganized the agency's failing 311-call system by collaborating with the

Commissioner's office at DoITT, establishing DEP as a model for other

agencies.

Accomplishments:

As head of the Department's anti-terrorism task force, coordinated activities

with the FBI and Army Corps of Engineers on watershed and system security.

Chaired meetings with FBI agents, their science teams, our laboratory staff,

DEP police, and Army Corps of Engineers, to develop anti-terrorist plans and

activities to protect the New York City and Westchester County water supply

systems.

Provided oversight on efforts to keep DEP in compliance with the Federal

Clean Water Act and requirements outlined in the Federal Consent Decree.

Also worked to resolve issues and concerns of the Federal Monitor to expedite

DEP's compliance. Worked closely with watershed staff and monitored upstate

programs such as the Land Acquisition, Stream Management, Watershed

Agricultural Program, Watershed Use Permits, Watershed Security (along with

reorganization of the DEP Police) and Putnam / Westchester Wastewater

Diversion plans.

Reorganized and managed DEP's Emergency Response Division and IT systems to

adapt to the new 311-call system process.

Coordinated the restoration of water and sewer service to lower Manhattan

after the collapse of the World Trade Center towers ruptured water and sewer

lines within a three block radius.

NYC DEPT. OF BUILDINGS, NEW YORK, NY

1/1989 - 8/1996

Computer Specialist

In a leadership role as part of a team, responsible for the design and

implementation of the Building Information System (BIS), which tracks all

construction in the City of New York and maintains a history of every

building. It also allows architects and engineers to obtain information, file

plans and obtain approvals through the internet for all structures in New

York City. Redesigned and standardized all NYC Department of Buildings'

forms. Recruited by the Executive Office to work for the Commissioner and

Deputy Commissioner of Administration.

Senior Advisor to the Commissioner

Supervised the management of the Department's budget, payroll/personnel,

management information systems, accounts payable, billing, contract

management, financial reporting and regulatory compliance divisions. Wrote,

and/or reviewed, all administrative policy and procedure notices for

consistency with existing procedures and goals. Attended and conducted

meetings on behalf of the Commissioner. Worked on Mayoral initiatives,

coordinating with the Deputy Mayor's Office, when necessary. Transferred by

Mayor Giuliani, with the Commissioner, to the Department of Environmental

Protection.

Accomplishments:

Wrote the NYC Department of Buildings Construction Handbook.

Designed a system to offer the NYC Building Code, Zoning Resolution,

Electrical Code, Construction Handbook and Policy and Procedures on the

Internet.

Appointed by the Mayor's office to a team assembled to create the New York

City Department of Design and Construction (DDC), which now handles all of

New York City's construction. The job required consideration of contractual

obligations, unfair labor practices, grievances and labor/management

relations.

Downtown Alliance Exceptional Service Award -

Presented to me by Mayor Bloomberg in recognition of my work coordinating
