General Overview
I have twelve years of experience in managing engineering projects,
engineering design, construction management and drafting in both public and
private sectors. My experience ranges from military projects, multi-unit
family residential, environmental site remediation, groundwater treatment,
public buildings, mixed-use, oil and gas, retail/commercial, safety
engineering, wastewater and water resources management.
I have acquired broad experience in the US over the last nine years. I am
also a registered Professional Engineer in Mexico with excellent
relationships with public agencies in Mexicali and the State Government of

In this position, I have management and oversight responsibilities for the
Capital Improvement Business Line (CIP) within the NAVFAC SW division.
Each phase of the project is developed to government standards from writing
the Scope of Work through final construction. My responsibilities include
site visits, scope development & validation, RFP development, design review
and assessments for military projects. I am currently performing this role

North Mainside Infrastrure
(Project cost: $115M)
Marine Corps Air Ground Combat Center, 29 Palms, CA
As project leader for this project, which is primarily a civil engineering
job, I am responsible for coordinating the design review, supervise the
contractor and prepare in-house schedule. The design review includes
drainage, grading, roads, sewer, water, erosion control, signing and
stripping, basis of design, specifications, and schedule.
Combat Vehicle Repair Facility
(Project cost: $22M)
Marine Corps Logistics Base, Barstow, CA
I am the project manager for this project. This includes preparation of
the Scope of Work, supervision of the contractor and team members (10
people) from different engineering disciplines, addressing plan check
comments for the RFP including grading, drainage, drainage structures,
slope protection, Storm Water Pollution Prevention Plan (SWPPP), erosion
control, cost estimate, schedule, budget, and technical issues within the
different engineering disciplines. My role often includes negotiation of
the Scope of Work.
Special Operations Training Group (SOTG) Battle Course
(Project cost: $22M)
Marine Corps Base, Camp Pendleton, CA
I manage the civil engineering component of this project. This includes
preparation of the Scope of Work, supervision of the contractor, addressing
plan check comments for the RFP including grading, drainage, drainage
structures, slope protection, Storm Water Pollution Prevention Plan
(SWPPP), erosion control, cost estimate, and schedule. My role often
includes negotiation of the Scope of Work.

Marine Corps Recruit Depot (MCRD), San Diego, CA
As project leader for this project, which is primarily a civil engineering
job, I am responsible for coordination of all aspects of the job. I
prepared the Scope of Work, supervise the contractor, prepared the in-house
schedule and cost estimate. I am in charge of managing, developing, and
addressing plan check comments for the RFP that include field
investigation, potholing, reference drawings update, hydraulic model,

tract infrastructure including street improvement plans, rough grading
plans, precise grading plans, horizontal control plans, domestic and
reclaimed water plans, sewer plans, storm drain plans, site plans, vertical
and horizontal alignments, earthwork quantities, erosion control, drainage,
retaining walls, cross sections, cost estimates, curb return design and
construction details.
Spring Mountain Ranch
Hemet, California
On this 650-acre project, I was responsible for preparing, drafting,
designing and addressing plan check comments from public agencies for the
in-tract and backbone infrastructure that includes street improvement
plans, rough grading plans, domestic and reclaimed water plans, storm drain
plans, site plans, vertical and horizontal alignments, earthwork
quantities, erosion control, cross sections, cost estimates, curb return
design, construction details, and 3D terrain model for the entire site.
Parcel "B" and Parcel "C"
Otay, California
This project consisted of two parcels, one 320 acres and the other 340
acres requiring diverse land uses such as industrial, community parks,
commercial, single family and schools. I was responsible for preparing,
drafting and designing the grading, grading alternatives, earthwork
quantities, existing reservoir study, cost estimate for several on-site and
off-site areas, streets, slope analysis, pad grades, vertical and
horizontal alignments, drainage study, and cross sections. I also designed
a 3D model to enhance our understanding of site conditions.
Rancho Diamante
Hemet, California
For this single-family residential development, I was responsible for
preparing, drafting, designing and addressing plan check comments from
public agencies for the backbone infrastructure that included storm drain
plans, street improvement plans, sewer improvements, water improvements and
grading plans.
Benson Property
Brawley, California
I was responsible for preparing a due diligence study for this 1,000-acre
site that included a site study, existing features, cost estimate for
upgrades on water and sewer treatment plants, cost estimate for
undergrounding canals around the site, cost estimate for upgrading power
station and identifying major issues for parcel development.

Fort Carson Military Base
Fort Carson, Colorado
This project was for The Department of Energy (DOE) and Second Line of
Defense (SLD). This was a Homeland Security Project and the main objective
was to install Radiation Detection Monitoring Systems on Major Access
Entries for pedestrians, vehicles, railroads, and loading trucks within the
Military Base. I was in charge of preparing and processing engineering
design documents, construction support, project coordination, and
addressing plan check comments from public agencies.

Responsible for drafting construction drawings, profiles, cross sections,
fence diagrams to interpolate soil layers and survey plans.
Remedial Design and Implementation Work Plan for Installation Restoration
Site 22 Landfill
Moffett Federal Airfield, Moffett Field, California
This was a golf course built on top of a capped landfill. The main
objective of this project was to redesign the landfill cap due to gas
emissions and water infiltration into the landfill which was contaminating
the groundwater. Once the biotic barrier was complete, we redesigned the
golf course (tees, fairways, sand traps, cart path, greens) keeping the
same field of play. This work included grading, earthwork quantities, cross
sections, drainage, irrigation, site plans, cost estimates, construction
management, topography, SWPPP, and installing and programming pressure
transducers at groundwater monitoring well locations within the site.

Moffett Field, California
In charge of drafting geological cross-sections for various site locations.
Other Military Base projects include Calpine-Sacramento, Gilroy,
California, Pendleton Marine Base, Pendleton, California, Alameda Air Base
San Francisco, California, and Hunters Point Naval Shipyard, Hunters Point
Shipyard, California. All these projects required miscellaneous drawings
in support of the reports required by Southwest Division Naval Facilities
Engineering Command.
Interim Action Work Plan for Hangar 1, Moffett Federal Airfield
Moffett Field, California
The main objective of this work plan was to present the action plan for
interim activities to ultimately remediate the source of lead, asbestos,
and PCB contaminants. I was in charge of preparing documents, construction
support, and addressing plan check comments from public agencies.

East Mesa Detention Facility
Otay, California
This is a 5,000 inmate detention facility with a projected future expansion
for an additional 3,000
inmates. As project engineer, my role was to perform a water study
(domestic, reclaimed, and fire) for the existing and future water demand.
Once the study was complete, I designed a booster pressure pump system to
alleviate the low pressure within the system (3 parallel variable speed
pumps). I also designed the sewer system, parking lot and access road for
this facility.
Project Engineer
Mexicali Water Department (CESPM), Mexicali, B.C. Mexico 07/1998-
10/2000
I was involved with this Sewer and Water design from conception to
completion including plan checking, approvals, and construction management.
This project was part of the city's master plan. My range of duties covered
research analysis, planning, scheduling, cost estimating, construction
inspection, quality control, pump design, water and wastewater treatment
plans (operations and design), water and sewer studies, hydraulic
calculations and public relations. Also, while working with this public
agency, I designed a sewer system for a 2,400 lot community and upsized the
wastewater treatment plant in San Felipe, Baja California. The city of San
Felipe, located three hours south of Mexicali along the Sea of Cortez, is
under the jurisdiction of Mexicali public agencies.
Project Engineer
City of Mexicali, Mexicali, B.C, Mexico 01/1998-
07/1998
I supervised sewer manhole inspectors, surveyors and CAD operators. This
was a GIS project for the City of Mexicali. The purpose was to update the
sewer system plans and to establish the physical conditions of the sewer
system (over 25,000 man-holes inspected).

Dennis Engineering, Mexicali, B.C, Mexico
01/1997- 01/1998
In charge of drafting and designing the industrial and domestic
distribution gas main lines for the city. This included natural gas
distribution lines, drafting, plan checking, profiles, volume calculations,
cost estimate, scheduling, special devices (tees, elbows, meter stations,
valves, etc), surveying, and construction inspection. I also was assigned
to Design a 48" sanitary sewer main line in the city which was
rehabilitated by using slip-lining.
