Sachse City Municipal Complex, R-DELTA ENGINEERS INC.

CHALLENGE: Develop proposed design project for a $38 million bond program

initiative to construct a 30,000 square foot city hall building, a 33,000

sf. 2-story public safety building and renovations to the existing public

library and older buildings on a 15 acre track in Sachse, TX to serve a

growing population up to 30,000.

ACTION: Executed key portions of a $100,000 project to design plans to

support entire complex build out by using AutoCAD Land Desktop while

supervising, mentoring and guiding 1 CADD technician. Plans prepared

included:

. Site Plan: Defined drives, parking spaces, building locations, traffic

aisles, landscape areas and the limits of the various attendant campus

improvements.

. Paving Plans: Detailed on-site paving, surface parking facilities,

sidewalks, barrier free ramps, accessible routes and drive approaches.

. Dimension Control Plan: Created sufficient detail to indicate the

horizontal location of proposed improvements.

. Grading Plans: Defined site grading requirements by showing proposed

surface contours at a one-foot interval, building finished floor

elevations, amphitheater grading and proposed grades at accessible routes

and other areas.

. Drainage Area Map and Storm Sewer Plans: Developed a site drainage area

map to define surface runoff and proposed drainage patterns. Completed

detailed drainage analysis, hydraulic computations, plans and details for

an on-site storm water drainage system including inlets, storm sewer

mains, discharge structures, and discharge erosion protection.

. Storm water Retention Ponds: Provided grading plans and inlet/outlet

details to construct 2 storm water retention ponds, integrated into the

site as aesthetic amenities to retain water and detain storm water to

limit the peak discharge from the site.

. Water and Sanitary Sewer Plans: Designed on-site water and sanitary sewer

improvements including water and sewer mains, manholes, cleanouts, fire

hydrants, water taps/meters for building and landscape irrigation service

lines, and building water and sanitary sewer services.

. Erosion Control Plan: Created Erosion Control Plan in accordance with

TCEQ and City of Sachse requirements which included required erosion

control physical measures and narrative information.

RESULT: Created complete plans to support growth, with proper space to

increase employee base from 130 to 200 employees. Proposed a campus style

complex with walkways, courtyards, 260 parking spaces and an outdoor

recreation amphitheater to provide recreation and family events hosted by

the city and meet increased demands for the city's municipal services.

Arapaho Road Alignment Study Custer Road to Hampshire Lane for City of

Richardson, TX, R-DELTA ENGINEERS INC.

CHALLENGE: Develop proposed mitigation for increase in accidents on the

existing horizontal curves in Arapaho Road between Custer Road and

Hampshire Lane in Richardson, TX in the 3 years following an asphaltic

overlay placed over the existing roadway paving.

ACTION: Investigated and evaluated roadway geometry to determine root cause

of accidents. Based on investigation developed three alternatives for

roadway reconstruction to resolve issues found:

. Increase the centerline curve radii to 1,000 feet with normal roadway

cross slope.

. Increase the centerline radii with moderate super elevation.

. Reconstruct of the roadway at the existing horizontal alignment with

maximum super elevation while holding the existing vertical alignment of

the outside curbs with cross slope modifications towards the roadway

centerline.

For each proposed alternative, prepared Right-of-Way Mapping showing

existing right-of-way and approximate limits and square footage of required

additional right-of-way and easements; Demolition Plans showing limits of

removal of existing improvements within the limits of proposed new right-of-

way and easements to accommodate the proposed roadway realignments; Roadway

Schematic Plans showing proposed paving limits, right-of-way/easement

limits, roadway horizontal and vertical alignments, super elevation rates

and run outs where applicable and storm sewer inlet relocations; and

Typical Roadway Sections.

Wrote a Narrative Report with Opinions of Probable Construction Cost for

each realignment alternative by using AutoCAD Land Desktop to make

drawings.

RESULT: Delivered $25,000 study for situation which detailed viable

solutions to reduce high number of accidents on a Richardson road while

increasing the speed 10 MPH: Lauded by city officials for thorough research

and presentation skills.

Electrical Duct Line across Belt Line Road East of Jupiter Road for Garland

Power & Light, R-DELTA ENGINEERS INC.

CHALLENGE: Provide engineering and surveying services to install a bored

electrical duct line across Belt Line Road east of Jupiter Road to

establish a new connection point between proposed feeders, as part of

another project rebuild a several mile transmission line.

ACTION: Incorporated crossing angle of proposed duct line into proposed

design based on discussions with the City of Garland Engineering

Department. Produced Plan-Profile drawing showing the horizontal and

vertical alignment for the proposed directionally bored conduit system,

including all identified existing utility crossings and callouts for risers

and associated hardware. Addressed Garland Power & Light reviewer's

comments. Accurately identified utility crossings by coordinating with

survey crew and reviewing old construction and as-built drawings. Used

AutoCAD Land Desktop to make drawings.

RESULT: Completed $5,000 project to satisfaction of client, which allowed

the proposed distribution under build on the Lawler to Jupiter transmission

line to be omitted through the tract of land owned by the Northeast Corner

Belt Line Jupiter Joint Venture.

Proposed Electrical Duct Line Bore for Garland Power & Light, R-DELTA

ENGINEERS INC.

CHALLENGE: Develop design to relocate an existing distribution feeder line

underground to accommodate the proposed Texas Department of Transportation

(TxDOT) paving improvements at the intersection of Northwest Highway and

the IH635 Northbound Frontage Road (NBFR) in Garland, TX.

ACTION: Reviewed the complete roadway paving design plans proposed by

another company and co-ordinate with Garland Power & Light to propose

length and depth for duct line. Delineated existing right-of-way line

locations by reviewing the other company's CAD files and verifying them

through field surveying. Coordinated utility contractor field locates for

existing franchise utilities along the proposed duct line route.

Supervised, guided and mentored 1 CADD Technician

Coordinated existing utility crossing excavation areas with Garland Power &

Light. Addressed Garland Power & Light reviewer's comments. Mapped existing

utilities along the proposed duct line route based on utility contractor's

field locates and available public records. Accurately identified utility

crossings by coordinating with survey crew, meeting with City of Garland

personnel to get information on existing utility crossings, and reviewing

old construction and as-built drawings. Used AutoCAD Land Desktop to make

drawings.

Produced Plan-Profile drawings showing horizontal and vertical alignment of

the proposed directionally bored duct line system and existing utility

crossings by using R-Delta right-of-way and topographic survey mapping

overlaid with paving design company's planimetric CADD files showing the

proposed roadway paving improvements location.

Miller Road Substation Reconstruction for Garland Power & Light, R-DELTA

ENGINEERS INC.

CHALLENGE: Develop plan to reconstruct an existing electric substation on

an expanded site approximately 3 acres.

ACTION: Executed key portions of a $200,000 project by designing key plans

including site boundary and topographic surveying, subdivision platting,

foundation layouts and details, steel structure plans and details, civil

site engineering plans and details, screening wall and entrance gate

layouts and details, landscape/irrigation plans and details, Spill

Prevention Control and Countermeasure (SPCC) Plan, geotechnical

investigation and an artist's rendering of the proposed substation by using

AutoCAD Land Desktop while supervising, mentoring and guiding 1 CADD

technician. Plans prepared included:

. Demolition Plan and Associated Erosion Control Plans: Showed removal and

disposal of all existing site improvements. Developed Erosion Control

Plans and Details for the site demolition operations and a Final

Stabilization Plan.

. Civil Site Design: Created plans including paving, grading, drainage,

water utility (landscape irrigation service), and Erosion Control Plans

for the proposed substation in accordance with City of Garland

Engineering Department requirements. Created plans including subgrade

stabilization, a reinforced concrete driveway approach from adjacent main

road to the substation perimeter wall limits, and gravel paving within

the substation. Designed a Grading Plan showing finished surface contours

and spot elevations in sufficient quantity to define the site grading

requirements; layout of retaining walls; site drainage design consisting

of a Drainage Area Map and storm sewer facility. Designed a water utility

plan showing location and details for a water service line for the site

landscape irrigation system.

. Project Bid Documents & Specifications: Created package for bidding of

materials and construction.

Improvements on Collins Road Bridge over US 75 Central Expressway, R-DELTA

ENGINEERS INC.

CHALLENGE: Develop proposal for improvements to improve rideability.

ACTION: Executed key portions of a $70,000 project by designing key plans,

including grouting at the abutment Mechanically Stabilized Earth (MSE)

retaining walls to improve lateral stability; subgrade remediation and

reconstruction of roadway paving at the east and west bridge approaches;

reconstruction of sidewalk paving at the east and west bridge approaches;

resetting or replacement of median concrete traffic barrier at the bridge

ends; painting of median concrete traffic barrier for full length;

replacement of all existing metal beam guard fence at bridge approach

roadways with concrete traffic railing founded on drilled shafts (high and

medium height embankment) and footings (low embankment); and re-grading of

roadway shoulder to accommodate roadway railing installation. Used AutoCAD

Land Desktop while supervising, mentoring and guiding 1 CADD technician.

Plans prepared included:

. Permeation: Created plans, details, and specifications for permeation

grouting of the backfill area.

. Layout: Developed plans including a layout showing injection port

locations, injection depths, and injection rates for the application of

Hayward Baker Gellock B and miscellaneous details for the permeation

grouting improvements.

. Embankment Riprap and Shoulder Drain Reconstruction: Created plans and

details showing removal of existing bridge embankment riprap at bridge

abutments, restoration of embankment grades adjacent to the abutments,

and replacement of shoulder drains adjacent to the existing MSE retaining

walls at both abutments.

. Approach Roadway Paving and Barrier Reconstruction: Designed plans and

details showing the removal and replacement of settled roadway pavement

and center concrete traffic barrier adjacent to the east and west ends of

the Collins Bridge as required to improve pavement rideability, including

demolition limits, proposed paving line and grade, resetting of concrete

traffic barriers, details for subgrade rehabilitation and inlet/lateral

reconstruction.

. Approach Roadway Sidewalk Paving and Railing Replacement: Created plans

and details showing improvements to the bridge approach roadways

including replacement of displaced sidewalk paving and replacement of

existing metal beam guard fence with a concrete traffic railing system,

including demolition limits, railing and sidewalk layouts, typical

sidewalk paving sections, railing details, and detailed cross sections at

50 foot intervals showing embankment grading, existing top of curb

elevations, sidewalk cross slope, and railing elevation.

. Erosion Control Plans: Designed plans including silt fencing limits and

inlet protection locations to be installed during

rail/sidewalk/embankment reconstruction.

RESULT: Completed to satisfaction of client. Project improved rideability

with roadway paving reconstruction at bridge approaches and subgrade

remediation. Improved permeation grouting at abutment. The MSE walls

improved lateral stability; improved aesthetics; and improved pedestrian

accessibility with the sidewalk reconstruction.

Civil Engineering and Surveying Services Salmon Park, City of Sachse, TX, R-

DELTA ENGINEERS INC.

CHALLENGE: Review plan prepared by another company to ensure conformance to

City of Sachse standards.

ACTION: Executed key portions of a $30,000 project, including included

review of grading, drainage design, utility design, project detail review,

and erosion control plans previously prepared, with production of

additional engineering drawings by using AutoCAD Land Desktop as necessary.

Conducted a study to update the existing floodplain models and ensure no

adverse floodplain impacts associated with the proposed Salmon Park

improvements. Actions included:

. Grading Plan: Reviewed and commented on the grading plan prepared by the

other company.

. Drainage Area Map and Runoff Calculations: Based on the proposed grading

design, prepared a Drainage Area Map and runoff calculations in

accordance with City of Sachse design criteria, later used to design

storm sewer systems.

. Storm Sewer System Design: Used the other company's storm sewer plans as

much as possible to prepare a hydraulic design for the storm sewer

systems in accordance with City of Sachse design criteria. Created a Plan-

Profile sheet for each storm sewer system which included horizontal

alignment, pipe size, inlets, storm sewer appurtenances, profiles,

hydraulic information, headwalls, junction structures, and discharge

armoring as necessary.

. Water and Sewer Plan: Designed a Water and Sanitary Sewer Plan to bring

new water and sewer services to the snack bar building by coordinate d

the design with City of Sachse personnel and either tie to existing

onsite services or bring the services from existing mains adjacent to the

site at locations specified by City of Sachse.

. Erosion Control Plan: Reviewed and commented the Erosion Control Plans

prepared by the other company for compliance with Texas Commission on

Environmental Quality (TCEQ) and City of Sachse requirements.

RESULT: Revised plans created by the other company to conform with City of

Sachse standards and codes.

Garland Water Utilities Complex - Phase III, City of Garland, TX, R-DELTA

ENGINEERS INC.

CHALLENGE: Develop plans to improve complex, including a new building, a

loading dock, approximately 18,300 square yards of new concrete site paving

including approximately 28 new parking spaces, new water mains and fire

hydrants, new water and sanitary sewer services for the proposed building,

a storm sewer system and a storm water detention pond.

ACTION: Executed key portions of a $100,000 project by designing key plans

by using AutoCAD Land Desktop. Plans prepared included:

. Dimensional Control Plan: Created plan which included sufficient

dimensions and coordinate data for layout of all proposed paving and

civil site improvements.

. Paving Plan: Ensured plans showed proposed paving limits, paving

thicknesses, paving joint locations and associated details, based on City

of Garland minimum standards with handicapped accessibility was in

conformance withTexas Accessibility Standards.

. Site Grading Plans: Designed plans showing existing grades, proposed

surface contours and spot elevation, proposed building finished floor

elevations, and proposed grades at entrances, handicap access ramps, the

proposed loading dock, and other areas necessary to define the site

grading requirements.

. Drainage Area Map and Runoff Calculations: Defined surface storm water

drainage patterns and associated runoff flow rates with a Drainage Area

Map identifying on and offsite drainage boundaries and subareas and

Route 28 Corridor Improvements, Virginia Department of Transportation

(VDOT), DEWBERRY & DAVIS INC.

CHALLENGE: Support company's $5 million subcontract to provide civil

engineering design services for upgrades to six Route 28 interchanges,

including Route 606, Route 625 and Sterling Boulevard in Loudoun County,

and Air and Space Museum Parkway (formerly Barnsfield Road), Westfields

Boulevard and McLearen Road in Fairfax County.

ACTION: Executed key portions of the project. Designed and developed

location map, right-of-way plans; maintenance of traffic/sequence of

construction plans; typical sections; barrier profile sheets;

grading/drainage/paving plans for Route 28 and interchange ramps; profile

sheets and cross-section sheets by using MicroStation and conferring with

the geotechnical consultant.

RESULT: Completed project to satisfaction of Project Manager.

Underground Utility Alignment for Dominion Power; VA, DEWBERRY & DAVIS INC.

CHALLENGE: Design underground duct line for Dominion power in Virginia.

ACTION: Executed key portions of the $1 million project. Designed and laid

out the duct line and prepared the plan and profile sheets by using

widening of the I-95/I-495 mainline roadway section, roadway

reconstruction, bridge reconstruction, intersection improvements and

utility relocation

ACTION: Executed key portions of the project. Designed and developed site

plan, paving plan, grading plan, storm plans and geotechnical improvements

drawings by using MicroStation and conferring with the geotechnical

consultant.

RESULT: Completed project to satisfaction of Project Manager.
