BACKGROUND
Two years experience as a member of a Border Patrol Task Force, working in
both East Palo Alto, California, and San Diego, California. During my
employment as a Police Sergeant in East Palo Alto, California, I was
assigned to a Task Force which worked to secure, apprehend and monitor the
border between Tijuana Mexico and San Diego. As a part of the "Red Task
Force," I worked in San Diego County where I worked to secure the borders
by night when most illegal persons tried to cross the border, and to
monitor border traffic during the daytime. I also periodically worked the
highway border stations monitoring vehicle entry. While in East Palo Alto,
which was a hub for illegal immigrants, (similar to Santa Ana, California),
I was also involved with apprehension of illegal persons and the
confiscation of fraudulent documents and undercover operations to eradicate
businesses which sold counterfeit immigration documents, licenses, etc. As
a Police Sergeant in East Palo Alto, I was in charge of intervention and
investigation of illegal persons, and my team partnered with the INS to
investigate human trafficking operations in the city of East Palo Alto.
I successfully completed a one-year" Civpol "mission in Iraq as an
International Police Instructor and Security Specialist, as well as a two-
year "Unpol "mission in Haiti with the United Nations. During the Iraq
Mission, I was assigned as a Mentor and Trainer for the Newly Formed Iraqi
Security Forces. Additionally, I established and instructed a V.I.P. Close
Protection Training School for the Iraqi Security Forces. Currently, I am
also a licensed private investigator. My experience includes a 23 year
police career, including: 3 years as a California State Correctional
Officer in Tracy, California. 3 years as a Sacramento County Deputy
Sheriff; over 15 years as a Municipal Police Officer/Sergeant in the City
of East Palo Alto California, 1 year as a deputy sheriff, San Francisco,
California, and 1 year working as an Arizona Police Officer for two Native
American Indian Tribes. Additionally, I have six years experience as a
California State Licensed Psychiatric Technician. .
. Border Patrol Experience: 2+ years working with INS in East Palo Alto

deporting illegal aliens back to Mexico and South America; 1 year
patrolling the Native American Indian Reservation borders detecting and
apprehending illegal poachers; 5 months working with the US Army in

United Nations Peace Keeping Mission-Haiti December 2005-

Deployed into Port au Prince. In addition, redeployed to: Port de
Paix, Jacmel. Assignments included: Instructional and Operational
Expert with Haitian Police SWAT Teams and Haitian Close Protection
Teams. Trainer for firearms, unarmed self-defense techniques, riot
control and SWAT, and smuggling techniques of drugs, firearms, and
weapons. Was assigned to the protection teams safeguarding the
Haitian President Rene Preval, the Director General of Haitian Police
Mario Andresol, and the Haitian Chief of Elections. I assisted Swat
Police in conducting patrol operations into extreme remote areas along
the Haiti/Dominican Republic border to prevent cross border escapes of
Haitian gang members and criminals fleeing prosecution. I coordinate
border patrols with the Haiti Police, the Dominican Army and the
United Nations Personnel.

Suleymaniyah. Assignments included: Assisting Movement Control Teams
in moving personnel through the city of Baghdad; Assisted in
configuring and establishing the new Dyncorp camp in Tikrit; Conducted
Police Foot Patrols and Field Training for numerous Iraqi Police
Personnel in Kirkuk; Trained Specialized Iraqi-Riot Police in
preparation for the first democratic elections held in the town of
Samara; Established, coordinated, and instructed a PSD (Personal
Security Detail) course in Suleymaniyah; Conducted Street Survival
Line-up Training and Foot Patrol techniques in various towns and
villages in Northern Iraq, Suleymaniyah Province. Worked with the US
Army in Northern Iraq patrolling and assisting to secure the Iraq/Iran

Duties as a Deputy Sheriff include: courtroom security during criminal
trials, transporting prisoners and monitoring and supervising their
daily activities and conduct, extensive experience and knowledge of
firearms training and weaponless defense tactics and techniques.
Further duties include maintaining the safety and security of key
personnel within the correctional facilities. I specialized in
training staff on riot control, smuggling techniques, and improvised
weapons that can be created by inmates. Additionally, I was
responsible for identifying gang members and intervening when they
posed a threat to others. On a daily basis, I conduct searches of
entering and exiting vehicles, and I confiscate deadly weapons and
contraband found on prisoners.

Duties as a Senior Police Sergeant included: supervision of
approximately 5 patrol officers, in conjunction with Special Patrol
operations with over 50+ patrol personnel. Duties as a Detective

Was responsible for the follow-up investigations of serious crimes
that were forwarded from the Patrol Division that included, but were
not limited to, homicides, assaults, kidnappings, sex crimes, domestic
violence, and property crimes. Worked with Immigration Naturalization
Service (INS) for over 2 years to locate, identify, apprehend, and
deport illegal aliens back to Mexico and other South American
countries. Utilized my exceptional oral and written communication
skills to prepare cases for criminal prosecution and presented them to
the District Attorney's Office, and subsequently, testified in the
court proceedings as these cases were brought to trial. Commended for

Operations that included: undercover prostitution stings; plain
