City Engineer / Operations Manager
Managed and supervised Department of Public Works’ 5 divisions, with annual operating budget of $20M and 50+ associates.
Directed all design and construction projects; monitored schedules, allocated resources, and managed contracts. Provided
engineering services to various city boards, commissions, and departments.
• Construction of $5M, 50,000 sq. ft. public services garage/office complex was on verge of termination due to poor
management. Assumed role of project manager in addition to previous responsibilities; coordinated activities of 4
contractors working at site simultaneously. Under new leadership, project was completed on time and within budget.
• Proposed and executed plan to prepare specifications and cost estimates for public bid process in-house, which
eliminated need for outside engineering firms and saved considerable design costs.
• Designed and instituted monitoring system to track progress of all ongoing subdivision construction in city; system
improved accuracy and accessibility of critical information among engineers and construction teams .
• Conceived and launched sidewalk repair program that, in one year, reduced work backlog by four years.

Prior to 1997, served as Research Team Member with MIT Center for Construction Research and Education. Supported research

• Constructed $1.5M Presidential-directed railhead upgrade project for removal of chemical warheads.
• Authored 1986 Army in Europe base closure report, which was submitted to and accepted by Secretary of Defense
