Objective:
Obtain a challenging position in engineering/project/construction
management/forensic engineering in metropolitan area which will effectively
use my professional knowledge, experience and skill levels.
Major Accomplishments:
Licensed Professional Engineer/civil/structural/forensic engineer in FL,
GA, NC, PA, OH & NJ: plus NCEES Registration #35090. Accepted as a civil
engineering expert in NJ local courts, Federal Court in Trenton, NJ.
Appointed an engineering expert in drainage in flood plain development in
Union County, NJ. Demonstrated ability to effectively manage large work
forces (100 +) required for construction and/or certification of
multimillion dollar projects: bridges, highways, regional sewerage systems.
Work History
1996-present: Independent consulting engineer/civil/structural/forensic
engineer. Investigated complaints on defective underground utility
construction (sanitary/storm sewers). Wrote reports on alleged construction
deficiencies following detailed investigations. From 2004 to 2008 also
worked full time as an in house structural/forensic construction engineer
evaluating craftsman errors, revisions or design changes to reinforced pcc
foundations/ shipment/installation damages to wood floor truss and light
gage steel floor joist panel systems, wall panels, wood roof truss systems
for single family and townhouse developments. Most recent independent
assignment was to evaluate and distinguish between wind damage and flood
damage in residential and commercial buildings in LA as the result of
Hurricane Gustav.
1982-1996: President of Bergman Engineering Associates, PC consulting
Engineering Firm specializing civil engineering design of infrastructure,
storm and sanitary sewers, pump stations, road/highway design; review of
site development plans for residential and commercial sites including storm
water management. Later emphasis was on forensic evaluation of alleged
defective construction. Testified in local, State and Federal Courts in NJ
as needed.
1976-1982: Vice President of Fellows read and Associates, PC, Toms River,
NJ. Had complete charge of a staff of over 100 inspectors, specialty
inspectors, engineers and clerical staff to mange the inspection and
certification of $200,000,000 of USEPA and DEP funded regional sewerage
projects.

Responsibilities included initiation of change orders (for changed site
conditions); negotiated change orders with contractors and handled change
order administration from initiation of contractor alleged claim to final
approval of USEPA and the owner. Kept cost over-runs to less than 2 % 0f
original bid prices. Began forensic engineering portion of career
representing JCP&L and a defense witness expert in major class action suit
alleging that the JCP&L owned and operated atomic powered electric
generating station increased the temperature of the Barnegat Bay due to the
high demand for cooling water recycled into the Bay. Result, case against
JCP&L was dismissed based on my expert testimony as expert in marine
engineering and construction.
1970-1976: Vice President of John J. Dunn Construction Co., Runnemede NJ.-
Interstate. Complete charge of profit oriented company as manager of bridge
division of the highway and bridge construction contractor. Full
responsibility of bridge division: included estimating, project planning
and scheduling and material supplier negotiations. Made all project
management decisions for day to day field operations for several concurrent
projects worth over $10,000,000/yr worth of bridge construction. Designed,
built and used several unique pieces of construction equipment and concrete
forming systems that provided significant labor cost savings.
1959-1970: Registered professional engineer/superintendent/estimator for
Ole Hansen and Sons Inc., Pleasantville, NJ. Designed, had shop built and
used in the field several pieces of construction equipment that improved
the construction productivity such as mandrel driven composite piles.
Designed production driving head for pre-cast /pre-stressed concrete piles
that had two feet of reinforcing steel protruding from the driving (top)
surface of the pile. This was the beginning of a bridge building career
that covered 18 years and approximately 50 bridges.

BS in Sec Education: Mathematics and Physics, Kutztown University,
Kutztown, PA.
BS in Civil Engineering: Pennsylvania State University, University Park,
PA. Member of Chi Epsilon (Civil Engineering Student Honor Society)
Graduate course in Seismic and Wind Engineering, UCF, Orlando, FL
Military Experience
US Army, AGC: Personnel Management Specialist, overseas duty in Army of
Occupation in Germany.
