. Coordinates daily with construction and contractor representatives,
subcontractors, and regulatory personnel on permit and compliance issues.
. Performs Phase I/II/III environmental site assessments (ASTM E 1527-05
and 1528-06) of Florida commercial properties for lending institutions,
mortgage lenders, municipal agencies and private clients.
. Conducts and oversees mold and asbestos surveys, lead-based paint surveys
and abatement of residential housing (HUD, etc.), soil-gas surveys, soil
and groundwater sampling/testing & laboratory analysis.
. Conducted sinkhole inspections in the Tarpon Springs, Florida area to
assess damages to improvements and land areas. Supervised sinkhole repair
("57" stone, sand, etc.) by subcontractors.
. For a client in Tampa, Florida, performed a Submerged Aquatic Vegetation
(SAV) survey of the South Anclote River in Tarpon Springs, Florida, to
assist the City of Tarpon Springs in obtaining dredging permits from the
Florida Department of Environmental Protection (FDEP), the Army Corps of
Engineers (USACE) and the Pinellas County Department of Environmental
Management (PCDEM).
. Seamlessly coordinated a 24/7 - 58,000 cubic yard dredging project for
the City of Tarpon Springs, interfacing between regulatory agencies,
USACE, FDEP, PCDEM and dredging contractors. Dredged material was
transported to upland spoil area via 18-inch pipeline crossing City ROW,
easements and residential land areas. Coordinated mobilization of
environmental and cultural resource survey crews. Pipeline inspections
ran continuously 24/7.
. In support of the FDEP petroleum cleanup program, conducted environmental
site assessments and construction oversight for numerous site remediation
projects (e.g., gas stations) throughout Florida and the U.S.A. These
sites involved installation of groundwater recovery wells, and multi-phase
extraction (MPE) remediation systems. Writes and reviews Remedial Action
Plans (RAPs), and Corrective Action Reports (CARs).
. Provided construction oversight for a multi-million dollar groundwater
treatment system in Tampa, Florida for a private client. This involved
close supervision of subcontractors installing Rayox reactors, tanks,
piping, valves, pumps, stripping towers, and groundwater recovery wells
installed in the surficial and Floridan treatment systems.
. Manages and conducts underground storage tank (UST) removal and Closure
Reports.
. Successfully bid and then awarded numerous commercial and residential
building demolition projects. Prior to building demolition, recycled
hazardous materials/wastes in buildings, tanks, drums, etc. Prior to
obtaining demolition permits, subcontracts with Licensed Asbestos
Consultants and asbestos abatement companies to ensure safe disposal of
asbestos-containing materials.

nearly every major category of industrial, manufacturing and waste

. Developed and wrote a health & safety manual and training course for the
EPA to instruct field personnel on the accidental injury exposures
associated with the detection, testing, closure and removal of underground
storage tanks (USTs).

. Oceanographer (GS-7) with the U.S. Naval Postgraduate School, Monterey,
CA. Participated in numerous oceanographic studies at-sea, in the surf
zone and in the laboratory. Conducted classified research cruises for
graduate students as oceanographer for biological, chemical, physical and
geological investigations using a variety of oceanographic equipment and
instrumentation.
. Operated surficial seafloor sampling devices, including grab buckets and
drag dredge sediment recovery samplers. Obtained core samples with
gravity coring units. Operated current meters, bathythermographs (XBT and
MBT), drouges, sea water temperature monitoring devices/systems (quartz
thermometer, radiation thermometer, injection thermometer), and precise
navigation positioning systems (Loran A and C sets). Operated Nassen
bottles, oceanographic winches, turbidity measuring devices, plankton
nets, induction salinometers, minicomputers and water analysis
instrumentation for titrations.
. Supervised preventive maintenance and overhaul of all oceanographic
equipment in the shore laboratory and aboard 126 ft. research vessel, R/V
ACANIA.
. Responsible for technical management and engineering support to U.S. Navy
and commercial accounts. Key customer interface with OPNAV, NAVSEA,
NAVFAC and NAVAIR and their support organizations.

salvage/towing vessels; wrote assessment reports and published

. Provided procurement and documentation supporting DOD's U.S. Navy's Fleet

moorings.
. Extended mooring life to 10-15 year overhaul cycle by developing new and
modifying existing corrosion prevention techniques and cathodic protection
systems used on the buoy, riser assembly and ground tackle.
. Developed and wrote a Purchase Description and specifications for
procurement of zinc anodes to be used on all worldwide fleet moorings.
. Prepared guidelines and facts of spill prevention in transportation,
transfer, bulk storage, and processing of oil and liquid chemicals.
Researched industrial plant security and developed engineering system
recommendations to reduce vulnerability from sabotage. This research
culminated in a published book entitled, "Spill Prevention and Fail-Safe
Engineering for Petroleum and Related Products", 1983.
. Conducted an engineering study of combustion as an oil spill mitigation
method as a response in adverse weather conditions by destroying petroleum
cargoes in a stricken tanker, or on the water after escape from the
vessel. This study was published in a DOE report.
