Operations Manager July

International Management Assistance Corporation (IMAC)
Provide IMAC clients with professional advice and services regarding Labor
Disputes, Logistical Support, Risk Mitigation, Disaster Preparation,
Temporary Workforce, Security Services, Executive Protection, and Crisis
Management.
Advised several Caribbean Nations (Airport, Port Authority and Customs) on
cargo and passenger screening technology - specifically Smith's Detection
Equipment. Procured numerous systems to include, HCV series (container
scanner, CBRNE, Narcotics, Explosives, weapons, human cargo), Integrated
Military Inspection, Millimeter Wave Inspection, Metal Detection, Radiation
Detection, Security Checkpoint Solutions, Sensor Management Solutions, and
X-ray Inspection. Provided initial inspection and assessment of facilities,
power generation and reliability, and power redundancy. Instituted "train
the trainer" programs and controls to ensure the Operators were properly
certified in the utilization and basic maintenance of the equipment.
Contractually provided advice and solutions to several Caribbean nations in
counter-terrorism operations and self-management systems in order to
respond to incidents and maintain control until established status of
forces agreement assets arrive.
Instituted Intelligence and counter-narcotics protocols for several
Caribbean nations for an ongoing joint counter-narcotics operation. I
provided technical assistance in remote intelligence gathering, vessel
tracking (GPS/CDMA/GSM), disinformation, supply-chain disruption, and
innovative/critical intelligence gathering techniques.
Presented advice, procurement, training (certification), and issuance of
Less-than-Lethal weapons for several Caribbean nations to include, Taser
(hand held/shot-gun variants), Pepper-ball products, 37mm and 40mm
launchers, and RAP4 systems.
Provided a comprehensive security strategy for an American manufacturing
(copper) corporation in Mexico. Created policy for kidnap for ransom, cargo
hijacking, asset monitoring (GPS/CDMA/GSM), surveillance/counter-
surveillance, and logistics solutions - secure asset movement.
Generated Crisis Management & Disaster response plans for State Governments
in the SE USA (Gulf Coast States) in dealing with natural and man made
disasters to include, CIKR (critical infrastructure/key resources)
protection, hurricane preparedness/response/recovery, data redundancy &
secure storage of information technology, Base Camps (250 - 2000+
personnel) FEMA scale, and logistics (supply-chain) during and after a
disaster.
Commanded 500 temporary Security Guards for a labor dispute involving
30,000 Union workers and more than 1000 properties. Provided physical
evidence to the State Attorney General and private counsel in accordance
with the National Labor Relations Act for injunction processes.
Responded to Haiti for Crisis Management, Disaster Recovery, and
Humanitarian Relief operations.
Produce Vulnerability Assessments, Business Continuity Proposals, and
Continuity of Operation Plans for multi-national corporations.

Created policy and procedure for private corporations governing Emergency
Action Plans (EAP), Continuity of Operational Plans (COOP), Critical
Infrastructure Protection (CIP), and Offsite Data Redundancy (ODR).
Designed custom models for small corporations based on the DHS Risk
Analysis and Management for Critical Asset Protection Program that
quantifies the key variables that represent risk to (their involvement) in
Critical Infrastructure/Key Resources in a high-risk infrastructure cluster
environment.
Provided advice, education, and preventative measures regarding personal
protective posture, kidnap and ransom, fire safety, computer intrusion
protection, and child/spouse protection awareness.
Established protocols for workplace violence intervention, high-risk
terminations, and developed a Total Quality Management model for
identifying managers from within an organization to maximize employee
retention and reduce recruiting costs.
I possess a wealth of knowledge and experience in all aspects of the
investigative process from having the most advance technology available to
law enforcement to having no support at all in underdeveloped nations, all
the while producing valid results in pursuit of accuracy in the
investigation. Using human intelligence, cyber-intelligence gathering
techniques, communication interception, counter-intelligence, confidential
informants, deception and disinformation to back-trail the investigation,
routine fact finding, financial review, spousal interview, acquaintance
interview, social networking site review, local driving records, local
criminal records checks, insurance investigations, crime scene
investigation, recreation and SAP, forecasting, Delphi modeling, and
statistics.
Director of Presidential Security Operations September 1998 - January 2003
The Steele Foundation Port-au-Prince,
Haiti
Responsible for the personal protection of two foreign national Presidents
and their families.
Managed a 23-man U.S./British/Australian/Danish protection operation, which
consisted of a close-in protection detail, Counter Assault Team, and the
Presidential Security Training Unit.
Supervised, mentored, and trained more than 100 Haitian Secret Service
Agents (U.S.P.), 40 Counter Assault Team members (C.A.T.), and 200
Uniformed Presidential Palace Guards (U.S.G.P.N.).
Accountable for a large discretionary fund for escape and evasion, managing
paid informants, creating a local intelligence network, and other requisite
operations for mission success.
Managed the contract as primary liaison to the Government of Haiti.
Created policy and operational oversight in accordance with corporate
parameters.
Investigated weapons discharges, justified officer-suspect engagements,
suspected Coup d' tats, insurance fraud, traffic accidents, and a host of
other criminal infractions.
Military Policeman September 1992 - October 1998
U.S. Army MD, FL, and the Republic of Panama
Created security vulnerability assessments to DOD, FBI, CIA, USSS, and
other agencies in the closure of US military bases in Panama. I directed
security operations for the new command building for US Southern Command in
Miami, Fl. I selected the residence for the Commander-in-Chief, USSOUTHCOM
and the Deputy C-in-C when they moved to Miami and obtained full
cooperation with Miami-Dade Special Reaction Team and practiced numerous
hostage rescue missions prior to move-in of the official families.
I provided US Southern Command the vulnerability assessment for operations
in Miami, Florida when the command relocated in 1997 from Panama, I also
conducted Personal Vulnerability Assessments for local housing for more
than 4000 military family members which provided security information to
the Miami Dade police department and the FBI's uniform crime report.
Provided personal protection to four Commander-in-Chief's, U.S. Southern
Command, Republic of Panama, and Miami, FL, facilitating all aspects of a
protection operation as part of a protective team in North, Central, South
America, and the Caribbean Islands.
Operated on the SOUTHCOM team as armored limousine driver, follow vehicle
driver, counter-sniper, machine-gunner, improvised explosive device
detection specialist, training NCO, follow boat driver, EMT (as certified
by the US National Registry), shift leader, and Personal Security Officer.
Investigated criminal activities, civil disputes, and testified in Federal
Court.
Member of a Special Reaction Team conducting operations for high risk
warrants, barricaded criminals, mentally disturbed individuals, and hostage
situations.
Performed duties as a hostage negotiator.
I have back channeled disinformation to locate successive chains of
compromised informants and succeeded in the location and subsequent capture
of members of the FARC that had located a classified US Embassy safe house
for an intelligence platform in Colombia.
I have conducted Anti-Terrorism/Counter-Terrorism operations in the Dari n
Gap (Panama), Colombia, Ecuador, Peru, and Brazil.
I have run sources domestically and internationally and was instrumental in
the elimination of a high-ranking drug organizer in South America in 1996
during a joint DEA, US Special Operations Command, and Colombian
Operations.
I assisted the Royal Bahamian Defensive Forces, Dominican Coast Guard, and
Haitian Coast Guard in counter-narcotics and drug interdiction.
