Responsible for the implementation, surveillance and control of Verizon GNI's
long distance network. Responsibilities include: network routing, chronic
analysis, network engineering translations, Data Base and trouble resolution.
Also using network controls to enhance traffic flow and reduce congestion.
Direct Network personal in resolving network failures and expansion.
Determine capacity issues for other groups and run audits for system and
switch issues. Determine least cost routing. Respond to outages, alerts,
MDII's and SS7 issues in DMS, SONUS, Succession and 5ESS switches. Direct the
restoral of transport facilities and DACS including SONET rings. Prepare FCC

Senior Engineering Manager - (2000 - 2002)
Winstar Wireless Telecommunications, Herndon, Virginia
Managed the carrier relations group that interfaced with various Capacity
Access Providers (CAPS) that was use to build Winstar's broadband, voice,
data, and SS7 networks. These companies included Williams Communications,
AT&T CORP. MCI, WorldCom. Sprint, MFN, and local exchange companies like
Verizon, SBC, and Southern Bell etc. Project managed Winstar's switch
installations and fiber network build-out. Resolved installation, acceptance,
performance and accounting problems with each CAP. Managed Winstar's new
product rollout and was responsible for test and turn-up. Subject matter
expert for network design, switching and SS7. Managed the provisioning group
for Winstar's large customer accounts. Developed new managers, and
instructed classes on network design, switching, facilities, testing and
management development. Implemented company disaster recovery protocols and
was the major point of contact for major emergencies. I analyzed data from
20 switches across the country to determine capacity, usage and future needs
of customers and growth needs for Winstar.
Switch Deployment Manager - (1998 - 2000)
Winstar Wireless Telecommunications, Vienna, Virginia
Managed the implementation, deployment, and testing of Winstar's voice and
data switches and associated network elements i.e. Lucent and Tellabs muxes,
Lucent 5ESS switches, and Cisco routers and bridges. Directed the
installation of over 20 complete central offices in 16 states with all
associated equipment and facilities working onsite and remotely with Lucent
installers. Directed network testing and the testing of all customer
services such as operator service, directory assistance, 911, 800 services
and advance 800 service. Directed the testing of facilities with over 30
local access providers from Verizon to Navajo Tel. Developed test plans, and
ordered and tested all SS7 links and route sets. Was the subject matter
expert for implementing new products for Winstar's sales organization.
User Support/Technical Manager - (1996 - 1998)
AT&T CORP., Oakton, Virginia
Responsible for providing technical support and trouble resolution for AT&T's
network and government customers. Managed AT&T's customer care center.
Working with customers to efficiently interface their equipment with AT&T
network. Test and resolve facilities troubles at rates to OC-192. Provided
technical expertise in maintaining AT&T entire government network. Project
Manager for bringing on new customers IRS and Social Security Service.
Resolved provisioning issues to boost on time performance. I was a member of
the Telecommunications Technical Advisory Boards of Internal Revenue Service
and Social Security Administration. One point of contact for implementing new
products and service, enabling new sales revenue. Developed and delivered
training that capture changing technologies in all forms of transmission
media. Worked with Bell Labs in resolving switch troubles and design
problems. Also responsible for process assurance and user requirements.
Customer Care Supervisor - (1993 - 1996)
AT&T CORP., Oakton Virginia
Directed and supervised 17 technicians in the maintenance of AT&T FTS
(Federal Telecommunications System) network. Supervised the call management
and Customer center. Responsible for the resolution of customer and network
troubles. Maintained a MTTR of less than 2 hours for three years.
Implemented new services, set up teams to monitor network results and track
chronic trouble conditions. Headed network optimization teams that saved over
$4M in unused and undocumented facilities. Developed and delivered network
Training for Technicians. Saved over $900K in hotel and travel expenses by
attending off site classes and delivering them onsite for over 80 technicians
and managers. SME for switching and transport services. Field engineer for
bringing new products from Bell Labs to the Sales organization.
Network Manager - (1989 - 1993)

Responsible for the implementation, surveillance and control of the world's
largest private integrated switched network. Responsibilities included:
switch updates, equipment growth, network routing, chronic analysis, network
engineering and trouble resolution. Also using network controls to enhance
traffic flow and reduce congestion. Directed Switch and SSR upgrades.
Working with FEMA, directed the restoration of government communication
during the earthquake in Oakland and Hurricane Andrew in Florida by rerouting
traffic, modifying trunk patterns and directing the installation of new
facilities. Taught switch and network concepts.
Was SME for SS7 and Number upgrades.
