Key Accomplishments
. Chosen to manage the construction contracting unit in support of the
Los Angeles Community College District's $6.1 billion Bond Program
effort to modernize its campuses. Personally drafted and administered
over $500,000,000.00 worth of construction contracts including "green"
LEED Certified projects, and $120,000,000.00 worth of professional
services and consulting contracts. Drafted all construction contracts,
resolved protests and disputes for both, construction and professional
services contracts, processed subcontractor substitutions and Freedom
of Information Act requests. Provided procedural and code guidance to
9 Construction Project Management (CPM) firms at the District's 9
campuses. Interpreted contract language for District officials and CPM
firms for professional services, consulting and construction
agreements.
. Instrumental in the negotiation, mitigation and ultimate resolution of
a potential claim for West L.A. College's $54 million dollar Math and
Science Building. Advised and provided the College Project Manager
(Turner Construction) with a strategy that was ultimately successful
in bringing all of the major issues to a timely resolution, as well as
eliminate hostility between the contractor and the CPM staff. This
strategy created an atmosphere that was team and goal oriented, and
the project finished on time, on budget, and the contractor went on to
perform and complete additional large projects on this campus without
incident.
. Successfully resolved 53 formal bid protests which resulted in a total
savings of $89 million to the District. Conducted project bid
solicitations, evaluations for Responsiveness, awards, execution, and
closeouts.
. Drafted RFP and subsequent agreement for the District's re-compete of
its Owner Controlled Insurance Program (OCIP) which resulted in the
successful award to a new Insurance Broker for the 6.1 billion dollar
bond program.
. Put together a strategic political plan in the effort to obtain a
third bond measure for the Los Angeles Community College District's
(Measure J) which was successfully passed in November of 2008. This
plan included the drafting of press pieces to be used by the
District's public relations firm, a community development plan that
included a Senior's Advisory Committee that helped ensure the capture
of that 22% registered voting block, and a fundraising element from
private businesses which resulted in a $200,000 cash fund. Arranged
three Interviews for the Client, which resulted in press pieces with
the Los Angeles Times, The Sentinel and the Korea Times.
. Successfully implemented the Proposition A/AA Bond Assistance Program
for the Los Angeles Community College District (LACCD) resulting in
surety bond assistance to contractors in the amount of $12 million.
. Effectively promoted the City of San Francisco's Bond Assistance
program which has produced more than $176 million in transactions with
zero defaults over a period of eleven years.
. Help to draft key components of San Francisco's 14B Business Ordinance
which replaced the 12D Ordinance in 2004.
. Developed put together a political action committee (PAC) to support
the re-authorization of San Francisco's 12D Contracting Ordinance.
This PAC was made up of local construction firms and businesses who
benefited from the 12D Ordinance, this PAC raised over $90,000 and was
a key component of the support needed by Mayor Willie Brown in
reauthorizing 12D and was invited to the negotiation table.
. Lobbied on behalf of and represented PAC during negotiations for the
reauthorization of 12D. These negotiations included Mayor Willie
Brown, members from the San Francisco Board of Supervisors, and
various community and civic leaders.

Consultant, Currently providing consulting services to construction and

Providing Contract Compliance for Phase 1 of project and implementing new
procedures for the Phase 2 RFP in the areas of Construction Contracts and
DBE Compliance. These responsibilities include working closely with the PM
team and re-writing and standardizing its Contracts process, as well as its
Contractor Outreach process to help make more compliant. In addition, on
behalf of the contractor (Flatiron) I reviewed claims and time impact
analysis and prepared reports and recommendations to the project manager.

Senior Contracts Manager/Senior Advisor to Program Director
Oversee and manage the construction contracting process for the Build-LACCD
Program Management team. Organizing, managing and supervision of the CPM
teams (College Project Manager); these teams include Turner Construction,
Jacobs Facilities, Swinerton Builders, Gateway Science and Engineering, as
well as others. This management also includes oversight and coordination of
the design teams as well; at this level I was responsible for checking and
authorizing the CPM's RFB process and forms, as well as their Supplementary
Conditions and their Specifications. Throughout this entire process I
ensured that the CPM meets the requirements of the California Public
Contract Code, as well as meet the requirements of LACCD's General
Conditions. In addition I also provided claims mitigation and prevention to
the CPM teams to ensure timely delivery of the client's projects and to
avoid litigation. Claims preparation; establishing who is entitled to what,
what the schedule impacts are, and evaluate what the damages are. Claim
analysis; evaluate time impact analysis, standards and duties of care,
provide contractual responsibility analysis, schedule analysis and prepare
recommendations. Claim resolution; negotiation and mediation support to the
CPM staff to avoid litigation and execute a timely resolution of the
issues. My duties also included the evaluation of the design teams plans,
ensuring that DSA process were strictly enforced, have wet seals and that
it is a full and complete bid package. Within this process I provide the
CPM with a time schedule that will take the project from notice and
advertisement, to bid opening, to award and ultimately to the drafting and
execution of a formal contract. Part of my responsibilities included the
evaluation of bids, as well as the timely response and evaluation of bid
protests, I am very familiar with this process and I interpret a strict
reading of the California Public Contract Code, to that end I have handled
53 formal bid protests which have resulted in a direct savings to the
District of $89 million. In addition to construction contracts I also
drafted Request For Proposals and Request For Qualifications (RFP, RFQ) for
professional service contracts for the District.
Senior Advisor to Program Director
In addition to my contracting duties I also advised the Program Director on
key decisions that affect the Program; some of these have legal elements
and some may be personnel related. I meet with the Program Director
Officially once a week and unofficially several times a week; recently the
Program Director has saught my advice on whether or not to make a claim on
a particular contractor's bond on a very large project. Other decisions
have included: Whether or not to terminate a particular staff person for an
egregious offense. Whether or not a very large contractor's bid was in fact
too low as to be impossible to honor. Also, I was given the responsibility
by the Program Director to implement a political strategy which ultimately
helped to obtain a third bond in November, 2008. This strategy implemented
and took advantage of resources that we already had, as well as go after a
segment of the registered voting population here in Los Angeles that
traditionally does not have a stake in the Community College system.

Outreach Coordinator/Contract Compliance
Develop marketing strategies for a $2.2 billion construction program
currently in place, which yielded $8 million in bid, performance, and
payment bonds for contractors bidding on LACCD projects; work closely with
the agency's legal department to implement key elements of the Bond
Assistance Program; utilize DMJM/JGM's General Conditions that are written
in the Program Management Plan (PMP) format to manage project performance
and outcomes; prepare negotiations and planning activities for development
and administration of contracts; develop and review contracts, work
authorizations, contract amendments, errors and omissions to comply with
DMJM/JGM PMP and LACCD standards and requirements; confirm completion of
prime and/or subcontractor work in accordance with project specifications
prior to release of retention; oversee bonding assistance to qualified
contractors seeking to conduct business with LACCD's construction program
across its 9 campuses; conduct key investigations which if deem merited
leads to the denial of illegal substitution of subcontractors by large
primes working on District projects; responsible for bringing about swift
resolution to issues such as complaints of discrimination and harassment on
District projects, prompt payments of funds due to primes/subcontractors,
supervision and discipline of interns to Program Management staff as well
as other investigations; provide technical assistance to successful bidders
requiring surety bonding assistance by securing all required documents and
signatures necessary for Irrevocable Letter of Credit; utilize public
speaking and presentation skills to teach bonding, finance, and public
contract law to IBEW Local 11 contractors on a monthly basis; give
presentations to large groups of 30 contractors or more at facilities
programs such as the Small Business Boot Camp to improve the competitive
capacity of small contractors; train and supervise two interns and write
performance evaluations as well as give direction to and help set their
career goals. Train and Supervise new staff, Outreach Coordinators, Surety
Coordinators as they are hired at the company, manage and help them to
develop their soft skills and public speaking ability. Drafted and reviewed
several contracting and consulting agreements on behalf of the firm, most
notably the consulting agreement between the firm and former Los Angeles
Councilman/turned business consultant Richard Alatoree that resulted in
the firm doing business with the City of Los Angeles.

Unilaterally created, organized, lobbied, and funded a Political Action
Committee (PAC) that was responsible for the launching of the San Francisco-
based Small Business Ordinance 12D which went into law July, 2003;
assembled a committee of small contractors called the Alliance for Economic
Equity to support the re-authorization of the City's Small Business
Ordinance 12D geared to provide businesses access to economic resources;
represented small contractors' Alliance at hearings, public meetings, and
other platforms including lobbying the San Francisco Board of Supervisors
and key political figures resulting in the re-authorization of the
Ordinance which was signed into law by Mayor Willie Brown; under the
direction of a Superior Court Judge, spearheaded and co-drafted Ordinance
14B which is a Small Business Enterprise program that recognizes race and
gender neutrality during the solicitation of contracts with the City of San
Francisco; produced language for a newly established Disadvantaged Business
program Ordinance that clearly defines "most-in-need, most-to-benefit" from
such program by small businesses in the San Francisco area. Negotiated four
different public relations contracts, hired and managed a public relations
firm, as well as help the firm to develop a public relations campaign that
clearly stated the message of the supporters of the 12D Ordinance. Drafted
and executed contracts with public relations firms, consulting agreements
and business agreements on behalf of the firm.

Contract Compliance Officer
Enforced requirements of the City's Minority and Women-owned Business
enterprise Ordinance which benefited more than 1,000 construction firms;
analyzed the City's terms and conditions for acceptability of new and
inconsistent existing terms; certified more than 300 firms, conducted 93
investigations into "Illegal Classification of a Minority Firm," 15
investigations into discrimination/harassment and provided findings to the
appropriate departments as well as the City Attorney; reviewed bank

schedules; worked closely with community groups in dealing with complex
