Work History
Last employed with G4S Justice Services, Inc. from 12/1/07 to 1/1/2010 as a Supervision
Specialist. This was a contract position with ICE deportations to manage undocumented
aliens not deemed to be dangerous in order to free bed space at the El Paso Immigration
Detention Facility. I supervised up to 95 undocumented aliens with monthly home and office
visits in the El Paso Texas, Las Cruces New Mexico area. I also installed GPS ankle
bracelets on offenders and monitored their daily movements. I
Intelligence Analyst for US Investigations Service of Falls Church Virginia. April 2004 to
August 2006:
I was assigned to the Border Patrol in El Paso. I prepared monthly analysis Mexico, Central
America, Mexican Drug Cartels and their enforcers. Most of our analysis was from open
sources.
Firearms instructor for the Security and Public Safety Academy on a contract basis for 6
months, from January to June, 2003. The academy furnishes the three levels of training to
persons wanting to become a licensed Texas security guard. The academy is located at 6455
Hiller, #A 12, in El Paso.
US Border Patrol, 10/14/1974 to 9/30/2002
After a four month long training academy in Los Fresnos Texas where I learned Immigration
Law, Spanish, firearms marksmanship and first aid, I was sent to El Paso Texas to perform
the following Border Patrol Agent duties.
Patrolling the international border, apprehending illegal border crossers.
Checking citizenship of commercial transport passengers at El Paso bus and train
stations and airport.
Checking citizenship of workers in El Paso factories, housing construction and farm labor
sites.
Manning checkpoints on highways leaving El Paso to check immigration status on all
travelers.
Inspecting El Paso railroad freight yards to apprehend illegal aliens boarding freight trains.
Sign cutting operations in conjunction with Border Patrol aircraft to apprehend illegal
aliens walking through the desert areas west of El Paso.
Inspecting people coming from Mexico at El Paso Ports of Entry.
Walking foot patrols in downtown El Paso areas adjacent to the international border with
El Paso police Officers.
Undercover operations to apprehend drug and alien smugglers in the El Paso area.
Sector Firearms Qualifications Officer
In 1989 I was promoted to the El Paso Sector Intelligence Office as an Intelligence Agent. I
performed the following duties:
Daily, weekly, monthly and annual statistic compilations of alien apprehensions and
contraband seizures in the El Paso Sector.
Prepare and present Intelligence briefings to El Paso Sector Staff and official visitors.
Analyze, investigate and disseminate information obtained from El Paso Sector agents in
the field.
Coordinate and assist other local, state, federal and out of state law enforcement
agencies.
Initiate and maintain contacts with Mexican military and police agencies in Mexico.
Locate and obtain copies of Mexican documents and criminal records to be used in
Sector alien prosecution cases.
Cultivate and control paid informants.
Inventory and control contraband seized by El Paso Sector Agents.
Fill in for Sector Asset Forfeiture/Vehicle Seizure Officer in his absence.
I maintained extensive contacts with Mexican law enforcement agencies, and was able to
assist apprehending criminals that had fled across the border to avoid prosecution in the U.S.
or Mexico, and get them returned to their home country for prosecution. As a result of this
liaison work I and other Sector Agents performed on the southern border, HQ Border Patrol
in Washington DC instituted a national Mexico Liaison Unit in each sector along the southern
border in 1989. I was promoted to the El Paso Sector Mexico Liaison Unit and remained in
that office until I retired on 2002.
I have received computer training, and use Microsoft Word, Excel, and Power Point
programs. I am also familiar with the Internet, laptops, scanners and digital cameras. I had
an Official Government Passport with current Mexican Visa. I had a Top Secret Government
Clearance. I am fluent in speaking, reading and writing Spanish.

I was trained as an anti-tank assault crewman with the 106-mm. recoiless rifle.
I went to Viet Nam in October 1965 with 1st. Bn. 1st Marines. I rotated from there in October
of 1966, and was assigned to Lake Mead Base, Las Vegas Nevada, a top-secret weapons
facility. I served as Corporal and Sgt. of the Guard. I was re-assigned to Viet Nam in
December of 1968, serving with 2bn. 26th Marines. I was received an honorable discharge
as a sergeant E-5 on 2/20/69.
