* Managed the completion of a $3.5 MM High End Condominium Building Complex
in less than one year, with $600 K. in savings. Extensive roofing and
siding project was completed six months ahead of schedule. Negotiated $250
K. in cost savings for defective product supply.
* Contract Administrator for $300 MM "Big Dig" Marine/Remediation Contract.
Negotiated over $7 MM in change order savings through cost estimates and
analyses.
* Contract Manager for Post 911 Pennsylvania RR Tunnel Electrical &
Mechanical and Structural Rehabilitation contracts. Discovered foundation
and developed cost estimates resulting in reduction of a $1.8 MM delay
claim against AMTRAK to $400 K and 2.5 MM in design overcharges and
contract invoicing.
* Restructured failing project and then managed the erection of a 30
Building (180 Units) Condominium complex that was seriously behind
schedule. Project was ompleted ahead of schedule within a year after
assuming control. Responsible for relocation of this construction crew and
equipment for the erection of a 15 story hotel that was the first building
over three stories in the state of Florida whose frame was constructed
entirely of pre-stressed and precast members.
* Authored WANG Specification of Standards for Construction of Worldwide
Manufacturing Facilities.
* Managed the design-build construction of the largest (800 KSF) WANG
Manufacturing Facility. Completed in 18 months. Managed the fit-up and
relocation of 5,000 employees to this facility. Complete financial cost and
signoff responsibility.

Provided construction claim dispute analyses regarding a $2.8 MM
development/delay costs for a multi-level luxury condominium. Reduced claim
costs against potential buyer to $400 K. Authored 155 page Expert Report in
support of client's claim. Claim was ultimately dismissed. (2008-2009)
Multiple Bridge Projects, Eastern, United States
Consultant
Provided review and analyses of fifteen bridge projects, including the Tri-
borough, Manhattan, Francis Scott Key, and the Ben Franklin. Determined
appropriate cost calculations for each project, including assessment of
responsibility for delays and costs incurred due to project delays.

C09B2 Ted Williams Tunnel/Central Artery, Boston, MA
Consultant
Provided review and analyses of construction documentation associated with
the collapse of a suspended pre-cast ceiling in a "Big Dig" tunnel that
resulted in an automobile fatality. Analyses provided evidentiary support
that led to a practical dismissal of claims against the general
contractor's liability. (2006-2008)
Phoenix, AZ Consultant
Provided construction project management and claim estimating services to
private and commercial clients in the Phoenix metropolitan area.
Successfully completed field surveys and estimates ($4 MM) for the major
rehabilitation of the San Carlos and White Mountain reservations of the
Apache Nation. Estimates were utilized for the establishment of tax credits
for project financing. (2006-2007)
City of Lawrence, MA, Consultant
Provided schedule components and manpower analyses for the Mullaney ($22M)
and Lorentz Middle Schools ($25 MM). Performed analyses of concrete
productivity and manpower loading. Disproved acceleration claims by CM.
Offered testimony at Mediation sessions on behalf of the City, that was
recognized by the Panel as being the key element in eliminating the claims
against the City and the settlement of the dispute. (2005)
The National Railroad (AMTRAK), New York, NY,
Contracts Manager
Post 911 Contract and Claims Management for construction programs that
included the Renovation/Electrification/Ventilation of Pennsylvania Station
(URS) and the Structural Rehabilitation of the New York Railroad Tunnels
(STV). Primarily responsible for construction claim negotiations,
prequalification of contractors/engineers, and cost analyses. Developed
analyses and negotiation strategy that led to a reduction of a $1.8 MM
delay claim against AMTRAK to $400 K. Developed foundation and costs for a
$2.5 MM Errors & Omissions claim for design defects and construction delays
against a major transportation design firm. (2001-2003)

Conducted analyses and written responses to Central Artery Tunnel
settlement proposals regarding a $25 MM unforeseen conditions claim for
slurry wall excavations. Developed claim responses for contractually

Performed baseline utility surveys for design and installation of RCN CATV
systems in the Boston metropolitan area. (1999-2000)
Bishop Forest Condominiums ($3.5 MM), Waltham, MA COTW
Complex renovation of a high-end condominium complex. Achieved cost savings
of $400 K. in base contracts. Negotiated the award of 1,972 squares of
shingles from shingle manufacturers, which resulted in an additional $250
K. in contractual cost savings. Completed project 6 months in advance of
completion date. The Project later received acclaim for its management and

C21A2 Spectacle Island ($260 MM), Boston, MA
Contract Administrator
Material Disposal and Recreational Facility Development. A 120-acre
development of Spectacle Island located in Boston Harbor. The island was
restored by barging 6 million tons of material from deep highway tunnel
excavations. Interfaced daily with RE, Contractor, and Bechtel Field
Engineers. Provided review and revision of project specifications, contract
interpretations, change order negotiation, cash flow projections, and
contingency budget management. Cost Analyses reduced claims by over 7 MM.
