SUMMARY
Electrical Engineer with 23 years of experience in project management.
JULY 2008 to PRESENT - LEADING ALL ELECTRICAL WORKS
IN THE INSTALLATION OF A 28 MW EXPANSION TO
EXISTING 38 MW POWER PLANT IN PIMENTEL,
DOMINICAN REPUBLIC, 2 MILLIONS
Leading the electrical team in all installation and
construction job
which include PLC, 13.8 kv switchgear, 480 volt switchgear, and
plant extension buildings electrification. Additional
responsibility
included the qualification, selection, and supervision of local
contractors.
2007 TO JUNE 2008 - PROJECT ENGINEER TO LE$$ (LEAN
ENERGY SOLUTION SYSTEMS) A CERTIFIED
AFFILIATE OF EASI,INC.
Responsible of plant top surveys to correlate electrical invoices
and justified savings commitment. Conduct engineering study
and design custom energy conservation sytems to reduce energy
consumption and lower electricity bills. As a turn key project
engineer installation, measurement, and verification are
activities
under our management responsabilities.
2006 - LEADING ALL ELECTRICAL WORKS IN THE
INSTALLATION OF A NEW 38 MW POWER PLANT IN
PIMENTEL, DOMINICAN REPUBLIC, 2 MILLIONS
Effective coordination of three electrical contractors resulted
in complying to a very tight schedule to complete the job in six
months as committed with the Compania Dominicana de
Electricidad. A 50 crew in 70 hrs per week schedule made all
electrical construction and wiring(control, instrumentation,
power, 13.8 KV transmission cables, and site electrification)
to integrate four 9.2 MW Generators, a Fuel treatment Plant, a
Heat Recovery Unit, Middle Voltage Switgear, 480 volts Load
Centers, 9 PLC based controllers(Modicon), and a 4
workstation control center.
2005 - INSTALLATION OF TWO STATIC EXCITATION
SYSTEM FOR TWO 216 MW GENERATORS AT
PALO SECO STEAM PLANT, 2.5 MILLIONS
Three major components integrated mechanically and electrically
were the ECS2100( microprocessor based controller), 600 KVA
Power Potential Transformer, and a
collector assembly coupled to the generator rotor.
Field engineering and all electrical protection and control
interfaces were developed by our local resources; rotor
machining and collector assembly balancing were supervised and
performed by Siemens with the support of our personnel.
The complete installation installation was ready for start up
two weeks ahead fron the schedule.
2003-2004 - INSTALLATION, START UP AND COMISSIONING OF
TWO BOILER CONTROL SYSTEMS FOR TWO 85 MW
UNITS AT GUAYANILLA STEAM PLANT, 2.6 MILLIONS
A 100% retrofit to the boiler control system to replace the
original
pneumatic control system with microprocessor based distributed
control system including all field instrumentation, actuators,
and valves. Field engineering, start up,validation and
commissioning were performed by our team in a dynamic
interaction with the customer.
2001-2002 PRODUCT SUPPORT ENGINEER IN A LOCAL
MANUFACTURE REPRESENTATIVE
Technical support to sales and field engineers as well
as to customers in process related problems. Conducting
load studies to determine the need of power improvement
devices.
1984-1999 PROJECT ENGINEER, AND GENERAL MANAGER
OF ENGINEERING PROJECTS AND CONTRACTS
IN THE MAINTENANCE DIVISION OF THE ELECTRICAL
SYSTEM, PUERTO RICO ELECTRIC POWER AUTHORITY
Leading the Electric / Instrumentation Department in charge of
developing technical specifications, bid analysis and contract
awarding recommendation, contract management as well as
project supervision and acceptance. Major retrofitting of
control systems for all PREPA power stations have been
succesfully completed, updating the power generating units
with digital microprocessor based control systems and
equipments.
1990. Project Manager in charge Instrumentation and Controls in the
Electrical / Instrumentation Department.
1984. Head of the Electronic Instrumentation Section at the South Coast
Thermoelectric Power Plant, Guayanilla. In charge of maintenance
of electrical / electronic instrumentation systems in the plant.
1972-1977 Maintenance Engineer in the Electronic Instrumentation Section of
South Coast Thermoelectric Plant, Guayanilla, Puerto Rico.
1969-1972 Electronic Engineer at the Tele-Comunications Department of the
Atlantic Fleet Weapons Range Development Department in
Roosevelt Roads Navy Base, Ceiba, Puerto Rico.
1967-1969 Engineer / Scientist at Douglas Aircraft Manufacturing Plant in
Long Beach California.
