> Directed and provided value-add oversight for optimizing USAA's Mail
Channel. Through cross-functional collaboration with multiple business
partners and key stakeholders, executed various process and analytical
methods related to establishing a mail channel optimization team,
implementing dashboard and metrics, delivering volume and expense
forecast models, streamlining reports that provided greater visibility
and business intelligence into expense drivers. Results: Mail channel
expense decreased by 7.5% (from $120M to $111M).
> Consolidated workforce job descriptions in collaboration with seven
other operational areas. Results: Reduced number of job descriptions
from 15 to 7, improved lateral career movement for employees,
strengthened salaries by widening compensation ranges.
> Proactively developed an augmented staffing model to provide flexible
alternatives that support future business
strategies/Developed/Implemented staffing mitigation plan. Results:
Over 3 years successfully augmented 60% of existing workforce,
executed contract with two 3rd party supplier's valued at a combined
$38M.
> Oversaw administration and labor relations of vendor contract valued
at $29M as Contract Liaison/Monitored contract and legal
compliance/Communicated changes. Results: Avoided a potential co-
employment lawsuit associated to work related expenses with a
potential impact of $1M+ yielding $424K in cost avoidance of
forecasted costs throughout the remaining term of the contract,
supplier's collectively refunded $99K to legally settle the matter.
> Reorganized safety program to ensure compliance with OSHA workforce
requirements. In partnership with Safety and Environmental Affairs
Officer, reviewed existing safety program and, directed the creation
of compliance safety program and the development of a daily shift
inspection report. Results: Identified 9 OSHA infractions, corrected
OSHA infractions avoiding fines of $13K per claim ($117K, based on
nine possible infractions), outperformed industry average for safety
(2007/2008 recorded 1 injury against 5 for the industry).
> Led efforts to outsource non-core business operations. Provided
leadership and guidance in defining requirements for RFP, SOW and
terms and conditions. Results: Master Services Agreement executed with
vendor, 5 year ROI approximately $13.5M.
> Restructured business/Volunteered to lead an Operations Division
recently right-sized and potentially outsourced due to operational
inefficiencies. Results: Dramatically improved quality and
responsiveness of business operations by executing change management
techniques, implemented new business model, developed organizational
training plan & evaluation matrix, lowered labor expenses $4.5M by
eliminating 20% of the workforce (71 professional positions) over 24
months.
> Delivered Operational Excellence by consolidating multiple business
divisions into single process centric organization/Developed
productivity & compliance standards. Results: Eliminated 60 day
backlog; achieved 40% lift in workflow productivity & 95% compliance
against target of 90%, increased customer satisfaction 66% (2.2 to 3.6
on survey scale of 5).
> Improved Profitability, trimmed operational expenses from $11M budget.
Results: Effectively closed expense and revenue leaks, elevated
revenue growth contribution from ($446K) to $575K which resulted in a
$1M financial turn-around, reduced expenses 3%, held overtime to 2.6%
against a 10% goal. Managed budget within 1% allowable variance.
> Spearheaded renegotiation of 3rd party supplier contract. Results:
Reduced exposure to 3rd party workforce liabilities, lowered labor
rates from $20.00 to $16.00 per hour, decreased annual spend $2M,
created a more fluid 3rd party labor force.
> Improved/Increased/Revitalized support delivered by Corporate and
Website support helpdesks. Results: Increased service level objective
from 38% to 90%, reduced personnel expenses 10% against $4.3M budget,
boosted productivity from 70% to 80%.
United States Air Force
Feb/1985 to June/1995
Supervised the implementation of a $3.5M mainframe-based Services
Information Management System (SIMS)/Coordinated energy and safety
requirements with civil and federal authorities/Developed curriculum,
provided training to approx. 600 military and civilian personnel.
Results: Project finished 2 weeks ahead of time and $600K under
budget, successfully automated the manual and stand-alone operations
of 12 dining facilities, 6 lodging operations, 4 fitness centers, and
back-office administrations.
