allocation studies including all support studies such as transformer
studies, line extensions, likelihood of deficiency, marginal losses, etc.
Supervise electric and gas rates presented to the Public Service Commission
in rate case proceedings. Present exhibits and written and oral testimony.
Design rates that fulfill marketing objectives such as dusk-to-dawn
lighting, time-of-use, real-time pricing, critical peak pricing, back-up &
supplemental, buy-back, Long Island Choice, LED traffic lighting,
conservation, rebates, etc.
. Provide support to Electric Marketing Departments on complex rate
matters associated with negotiated contracts, Power-for-Jobs,
electric and natural gas vehicles, co-generation, pole attachments,
etc.

Reviewed electric, gas and water company filings. Conducted cost of
service and depreciation studies. Determined appropriate class rate
increases, rate design and contracts. Issued summary of findings,
presented oral and written testimony.
Other Non-Utility Experience
Prior to my experience at the Public Utilities Commission, I was employed
as an Industrial Engineer performing cost accounting, budget preparation,
cost reduction and capital equipment justification.
SIGNIFICANT ACHIEVEMENTS
Created a real time pricing program that enabled participants to realize
significant annual bill savings (15%), at no disadvantage to the company,
since the savings were designed to be equivalent to the company's avoided
costs.
Determined appropriate Economic Development Zone (EDZ) discounts for
Calverton by studying business risks associated with the threats of co-
generation, retail choice, and merchant plant operations. Determined net
present value of the cash flow and revenue requirements, recognizing T&D
investments, zone discounts, fuel and generation capacity costs.

SIGNIFICANT ACHIEVEMENTS (continued)
. Designed an integrated rate model that inputs cost of service
results to design cost based rates for full service and retail
access. The project entailed a significant effort to combine
unbundling with cost of service, revenue and rate impacts all in
one model.
. Unbundled LIPA rates into power supply and delivery components for
all rates including economic development, Long Island Choice,
buyback and standby service. Recommend IT procedures that meet the
reformatting goals using efficient programming methods. Coordinate
billing with ad hoc billing groups (Special Billing, Distributed
Resource Management, etc.) to explain reformatted rates affect
reporting and billing. Rebase special contracts to comply with
changes.
. Designed rates for new, full cut-off dusk-to-dawn lighting fixtures
and determined the profitability for existing fixtures, using cost-
of-service, depreciation and rate design expertise.
. Authored a white paper on electric rate disincentives against the
promotion of renewable technologies and distributed generation.
The white paper addressed Con Ed and LIPA delivery rates, the
impact of those rates on distributed generation, grid-connected vs.
isolated operations, caveats and hurdles to co-generation
development and favorable market applications and rate structures.
. Designed the Long Island Choice retail access rate program. Rate
features include Bill Credit Adjustments (BCA) to reconcile day-
ahead LBMP prices to the bill credits received by customers and the
application of the fuel adjustment clause (FPPCA) to the ESCOs to
ensure a competitive level playing field between LIPA and ESCO
power supplies.
. Designed a Green Choice Fixed Price program to promote renewable
energy by locking in a long-term fixed price with a renewable
surcharge which would replace the current non-renewable fuel
surcharge on customer bills.
