Community Hospitals of Central California (d.b.a. Community Medical

Centers). 1998-2010

A Community based not for profit healthcare provider offering a wide

variety of inpatient and outpatient services to the Central Valley.

Director of Financial Planning and Analysis

Reported directly to the Vice President of Finance. Responsible for

directing the work activities of 2 managers and 8 employees in the

Financial Decision Support and Budget Departments. Financial Decision

Support includes cost accounting, payer contract modeling, standard and ad-

hoc financial reporting and analyses, and database administration. Budget

Department responsibilities include the facilitation of the annual capital

and operational budgeting processes, long term financial planning and

forecasting, preparation and reporting of patient statistics and analytical

support for the accounting department.

. Medicaid Disproportionate Share (DSH) subject matter expert.

Knowledge of all calculations and regulations pertaining directly

to the Fresno hospital. Responsible for obtaining in excess of $42

million annually in DSH Supplemental Funding.

. Responsible for tracking proposed legislation at both the State and

Federal levels and reporting the potential financial impact to

hospital management.

. Developed Excel based Proforma Cash flow modeling tool accepted by

upper management and the Board of Directors as the financial tool

for evaluating large projects requiring capital outlay.

for each hospital by patient and payer type.

Director of Finance

Reported directly to the Vice President of Finance. Responsible for

directing the work activities of 10 Managers, 3 Supervisors, and over 40

employees in Accounting, Accounts Payable, Payroll, Treasury, Financial

Decision Support, Budget, Government Reimbursement, Revenue Management,

Corporate Reporting, Medical Decision Support, and Outpatient Coding.

. Oversaw the annual third party audit of financial records including

special audits on Federal Grant Programs.

. Introduced the organization to the concept of Revenue Cycle

Management.

. Worked with the State of California to obtain approval for an

additional $17 million in supplemental funding from the Federal

Government via Intergovernmental Transfers.

. Assumed the Directorship of the Medical Decision Support Department

from Quality Management. Reorganized the department and established

a stable, productive structure that was integrated back into

Quality Management.

. Successfully directed and project managed the installation of a new

Manager of Government Reimbursement

Reported directly to the Director of Finance. Responsible for managing the

work activities of 2 employees and a consulting firm working specifically

on Medicare and Medi-Cal Cost Reports, annual and quarterly Office of

Statewide Health Planning and Development (OSHPD) financial reports, all

government supplemental funding, and associated audits and appeals.

. Individually responsible for Medicaid Disproportionate Share

projections, knowledge of regulations, and keeping abreast of

current and proposed legislation.

. Took responsibility of the Government Reimbursement functions in

1999. Worked closely with outside consultants on preparation of

all cost reports and resolution of all appeal and audit issues.

. Implemented and successfully completed a strategy to return all

Government Reimbursement functions in-house by the year 2002.

Manager of Financial Decision Support

Reported directly to the Director of Finance. Responsible for managing the

work activities of 7 employees with responsibilities in Financial Decision

Support, Government Reimbursement, and Revenue Management.

. Established a higher level and sophistication of analyses for upper

management decision making by training analysts to prepare reports

that conveyed relevant and pertinent information.

. Revamped the level of work done on the Charge Description Master

(CDM) to include more emphasis on compliance, rate setting,

periodic review, and direct involvement with clinical departments.

. Facilitated the replacement of the existing Decision Support System

with newer, more robust, technology.

. Identified system opportunities that improved the accuracy of

managed care expected reimbursement calculations which increased

hospital profits and provided leverage during contract

negotiations.

San Joaquin Valley Rehabilitation Hospital

1994 - 1998

A for profit Rehabilitation and Skilled Nursing Hospital offering

transitional Inpatient and Outpatient services to the Fresno area.

Chief Financial Officer (CFO), Assistant Controller, Staff Accountant

Involved in all financial aspects of the hospital operations in addition to

managing the areas of Medical Records, Data Processing, Cafeteria

Operations, Plant Operations/Maintenance, and Housekeeping.

. As CFO, worked closely with the CEO to establish Fresno's first

combined Outpatient Rehab/Fitness facility (Lifetime Fitness and

Rehabilitation Center). Reviewed and approved all balance sheet

account analyses, journal entries, contractual adjustments, and bad-

debt write offs. Acted as team lead during Joint Commission of

Accreditation of Healthcare Organizations (JCAHO) surveys for

Finance, Plant/Housekeeping, Medical Records, Data Processing and

Cafeteria Operations.

. As Assistant Controller/Staff Accountant - prepared and entered all

required monthly and year end journal entries including

consolidating entries. Prepared and presented all balance sheet

account analyses monthly including bank reconciliations and fixed

asset roll-forward schedules. Prepared and filed Quarterly SEC-10Q

Reports. Prepared and submitted annually all Medicare and Medi-Cal

Cost Report data to the corporate office for timely and accurate

filing. Managed all data processing functions for the hospital,

including system backups and restores, nightly batch processing,

system and software maintenance and upgrades, technical support,

and training.
