EXPERIENCE
Project Engineer, Structural Materials Representative, MACTEC Engineering
and Consulting, Inc, San Diego, California, June 2006 - July 2010.
Provide materials engineering expertise to the California Department of
Transportation (CALTRANS.) Assist Office Manager in supervising the efforts
of five materials engineers, and ten materials quality assurance
inspectors. Achieved quick mastery of the CALTRANS structural materials
quality assurance and source inspection procedures. Managed structural
materials engineering and testing for more than 150 bridge, roadway and
building projects throughout San Bernardino, Riverside, Inyo and Mono
Counties. Developed and cultivated fruitful working relationships with
Resident Engineers and Structure Construction Engineers in 15 offices
located throughout large portions of Southern California. Assisted the Los
Angeles Area Manager for the CALTRANS project in daily management of the
office's manpower utilization and duty assignments. Performed exhaustive
research of complex structural material issues, ranging from welding and
non-destructive testing to precast and prestressed concrete.

Assisted the Executive Vice President, Railcar Assets in planning and
execution stages of a $7 million yearly maintenance program, for nearly
1,850 "double-stack" railcars and more than 6,000 freight platforms.
Completed execution of the FY04 Preventive Maintenance program, involving
323 railcars, destined to two separate maintenance shops, clearing a logjam
of more than 100 railcars in less than 3 months. Coordinated maintenance
requirements with all Class-I railroads in North America, including the
Union Pacific, Burlington Northern-Santa Fe, Norfolk Southern, and CSX.
Arranged for expedited delivery to shops of more than 70 21-year old
railcars for urgent modifications as part of preventive maintenance.
Researched billing records for cars suspected of receiving unneeded or
incorrect repairs, in order to process counter-billing against the
responsible shops. Prepared daily status and location reports for all
railcars in the preventive maintenance program, 7 days a week. Prepared
daily reports detailing railcars identified to have high-risk wheels by
automated trackside equipment. Prepared monthly reports on railcar fleet
health and enroute failure analysis for the Federal Railroad Administration
and the Association of American Railroads.
Aircraft Maintenance and Munitions Officer, United States Air Force,

Provide leadership in planning, organizing and executing training and daily
production efforts of units composed of highly-skilled aircraft and
munitions maintenance technicians, ranging in size from 7 to over 250
persons. Researched and developed solutions to logistical issues related to
parts availability and deployment schedules of assigned personnel. Managed
valuable National Defense training and warfighting assets valued from $119M
to over $16B. Solely responsible for user input, construction inspection
and final acceptance of Whiteman AFB's Munitions Processing Center, a $25M
state-of-the-art conventional munitions inspection and assembly facility
for the B-2 Advanced Technology Bomber. Integral team member providing
user input, construction inspection and final acceptance of Whiteman AFB's
Hangar 9 and Fuel Systems Maintenance Facility, a $40M complete remodel of
two 40-year old maintenance facilities, for the B-2 Advanced Technology
Bomber. Provided final user inspections for acceptance of six B-2
Maintenance Docks, each a $5M self-contained and self-sufficient facility.
Responsible for development and implementation of unit Environmental
Compliance and Management Programs that were selected "Best on Base" twice.
