Manage business office accounting, purchasing, human resources, budget preparation
and reporting, laboratory safety, grant accounting, travel, information technology,
housekeeping and library services.
Acquired new IT accounting system, adapting IT Works to HPL use with programming
modifications.
Continued objective of bringing further education to the business office and
maintenance by an all day
Saturday program at Environmental Education, biannual all day seminars on working
with others,
inviting a principal investigator to present a half hour summary of their research
activities once a month.
Reorganized business office to take advantage of new computer modules, employee
strengths and to react to new regulations.
Planned for and solicited funds to establish a business incubator at the laboratory.
Renovated Marsh House from business office to fully operational residence in ten days
to meet a housing need.
Reduced amounts of equipment in storage by more than half with a concentrated
program of working with each researcher.
Supervised renovation of Coastal Sciences Building including painting, ceiling tile
replacement, new carpet, office furniture purchase and installation.
Responsible for numerous special projects such as resolving installation problems with
IT clusters, hosting SBIR conference, writing emergency response plan for HPL,
writing proposals for technology incubator construction, representing HPL at
Chesapeake Bay Technical Center of Excellence Board of Directors meetings, hosting
high school science teachers from Ohio for one week at HPL, organizing faculty
participation in TEDCO’s Technology Showcase at Salisbury University.
Assistant Director
In 2002, adjusted the annual budget to reflect a $381,000 cut in State support without
lay-offs or furloughs as necessary at several other colleges of the University.
Took over management of the maintenance department mid-year. Reduced maintenance
expenditures to $47,000 below budget when prior year’s expenses were $100,000 over
the same budget figure.
Took over management of completion of a new research building which doubled
laboratory square footage. Responsible for completing purchasing laboratory capital
equipment and office furniture. Led the decision to build laboratory equipment at a cost
of about $2000 in materials rather than to purchase at a price near $20,000.
Developed new inventory process, greatly simplifying annual inventory.
Took over management of the Information Technology department. Created second
Interactive television teaching center while remaining within budget.
Renegotiated standing maintenance contracts with vendors saving $50,000 per year.
Managed accounting of government and private grants, funds produced by business
activities and State of Maryland accounts to the satisfaction of staff and faculty.
Created new “revolving funds” to insure that boat fleets, research joint ventures with
private industry, disposal of radioactive wastes from research performed by grants
become and remain self-supporting.
Managed to refrain from touching $ 660,000 in overhead return for current expenses,
allowing the Director to use this fund to support new faculty or other new projects.

Systematically reviewed vendor relationships, saving $100,000 per year.
Planned and executed $146,000 in renovations of elevator system including fire
safety; replaced $200,000 chiller unit at a cost of only $40,000 to organization;
upgraded interior lighting efficiency.
Completed program to bring ten employee-centered services to staff including credit
union, four-day work week option and employee assistance plan.
Updated orientation programs for new employees and rewrote the personnel policies
manual.
Directed analysis of information system needs, submission of RFP to vendors,
selection of vendor and obtained from Board $1.2 million investment in new
computer system.
Oversee investments of $80 million and have led selection of a new money manager
firm.
Achieved very successful audits and managed the preparation of operating budgets
for three corporations totaling over $17 million. Created three monthly statements
and analysis letters.

A midwestern regional bank of $12 billion in assets.

Responsible for one-time projects of significant bottom line impact.
Devised strategic plan for conversion of $100MM of real estate assets to banking
assets.
Finalized sale of 700,000 square feet of headquarter buildings following analysis of
six varied proposals.
Achieved 25 year flat rent lease and final approval rights on building features for 60
floor new office tower.
Wrote performance specifications for tenant space including HVAC, electrical,
communications, structural, shipping and receiving, elevator performance, and floor
plate size.
Represented Ameritrust as major tenant at monthly meetings in New York City with
technical consultants involved in base building construction and design.
Achieved buyer's return of 8% in sale/leaseback of 60 branch bank facilities.
Created joint venture for development of a 1,000,000 square foot office park
providing 20 years of low rent beginning at $6.50/square foot and generating $6.7
million per year income to offset headquarters occupancy costs.
Strategic projects mergers, acquisitions, positioning the insurance business and
selection of an information system for the legal department.

Appointed Director of Industry Emergency Supply Response Team of the International Energy
Agency, Paris, France
As Director of Emergency Response Team, served as member of six member
committee of government (Sweden, Switzerland, U.S.), and Industry (Exxon, ENI).
Committee wrote handbook governing reaction to a crisis of severity requiring
allocation of crude oil supplies in compliance with the treaty of International Energy
Agency.
Wrote manual and trained team of 18 oil industry international supply experts in
International Energy Agency allocation. Team remained on call for 2 years for
emergency alert.
Managed all allocation decisions, receipt of data, data processing, supply planning,
and communications between 21 governments and 43 oil companies throughout three
month mock crisis.
Senior Project Manager 1981 -1984
Responsible for issues cutting across more than one business line (oil, coal, chemicals,
manufactured products, etc).
Developed strategy for Alaskan natural gas liquids usage after considering options of
chemical plants in Alaska, export to Asia, sale as fuel in U.S. Gulf coast market, and
building a trans-Canadian pipeline.
Created corporate strategy for response to proposed state unitary tax legislation throughout
national system for all lines of business.
Devised relative profitability measure for marketing and refining business and competitor
marketers and refiners. Measure was later used by company to fix magnitude of managerial
bonus awards.
Manager of International Operations 1977-1981
Managed scheduling of $16 million per day in foreign crude oil shipments.
Managed several million dollars per day on crude oil trades to achieve characteristics
desired in fluctuating quality requirements and to minimize costs of raw materials.
Created crude loss control program including work with law enforcement, cargo
inspection firms, claim settlement negotiations and training of on-site personnel.
Directed solutions to logistical problems arising in worldwide in-transit system due
to weather problems, civil unrest and refinery breakdown in order to maintain 100%
refinery performance at all times.
