technology systems. Strengths include exceptional leadership of small and

large teams and employment of cross-cutting collaboration among diverse

communities.

CORE COMPETENCIES

SYSTEMS ENGINEERING AND PROJECT LEADERSHIP

. Annually, coordinated 40+ person acquisition and engineering team to

deliver an average of 15 new technologies and improved processes in Air

Force advanced joint war fighting experiments. These involved 85+ live

fly and hundreds of constructive (simulated) aircraft and unmanned sensor

platforms.

. Ensured combat operations specialists and network and software engineers

were providing most-effective capabilities for 500+ planners at

8+nationally-distributed facilities in a multi-level secure environment.

. Designed, installed, and configured joint forces intelligence center in

Southwest Asia, successfully meeting extremely-tight time constraints.

Provided on-site engineering leadership in the Kingdom of Saudi Arabia.

UNDERSTANDING THE CUSTOMER'S NEEDS

. 3 years intensive coordination with US Air Force Electronic Systems

Center (ESC) and Air Force Research Laboratory (AFRL) meeting urgent

operational needs supporting deployed war fighters. Identified over $40

million in new opportunities for world's third-largest defense

contractor.

. Recognized as an engineering, acquisition, and operations expert and

"interpreter" of operational requirements, allowing rapid transition of

innovative, practical, and cost-effective engineering solutions.

COLLABORATION AND CONSENSUS BUILDING

. 10+ years working closely with Army, Navy, Marine Corps, and Air Force

customers, as well as national intelligence agencies and allied coalition

members, to develop and demonstrate cross-cutting, multi-level secure

planning, command-control, and intelligence center capabilities.

. Convinced diverse business area project leads within 5 separate lines of

business to pursue numerous multi-dimensional engineering pursuits.

STRONG AND RAPID TECHNICAL GRASP OF COMPLEX ENGINEERING CONCEPTS

. Worked with esteemed members of the medical community to provide concept

of breakthrough technologies for early and precise identification and

treatment of pandemic diseases. Adapted quickly to complex and

innovative technical concepts, determining multiple ways to overcome

difficult challenges.

. Developed sequence of events to provide early Internet Protocol (IP)

capture and transmission of airborne command-control system data

supporting both garrisoned and forward-deployed forces. This

significantly increased amount of decision time available for the

airborne commanders tasking tactical strike aircraft.

INNOVATIVE AND DISRUPTIVE TECHNOLOGY THINKING

. Conceived and managed a medical imaging concept for renowned Harvard

Medical School clinicians and major corporation innovation executive that

redefines diagnosis and clinical methodologies for a devastating

blindness-causing condition.

. Combined available 3-dimensional imagery analysis and full-motion video

capture to provide rapid targeting of hostile threats by combat

operations personnel in a relevant operational wartime environment.

CAREER HIGHLIGHTS

BAE Systems, Inc., Nashua NH, San Diego CA, and Burlington MA

1993-2010

Manager, Air Force Systems & Requirements (2008-2010)

Managed new and enhanced business opportunities for all Air Force

Electronic Systems Center (ESC) and Air Force Research Laboratory (AFRL)

projects, identifying $40+ million new opportunities annually. This

supported all cyber, unmanned aerial vehicle platforms and sensors, and

command-control(C2) and Intelligence-Surveillance-Reconnaissance (ISR)

business across multiple lines of business and business areas.

Chief Engineer / Lead Engineer for Joint Expeditionary Force Experiments

(JEFX) (2002-2008)

Scoped, designed and managed enhanced command-control-communications-

computer (C4) architectures for the joint war fighters. This included

multi-level secure collaboration systems, top secret intelligence

capabilities, airborne networking, time critical targeting, and cyber

warfare leading-edge technology innovation initiatives while supporting the

644th Electronics Systems Squadron at Hanscom AFB MA and Nellis AFB NV.

Leveraged, coordinated, and directed the complex systems engineering

efforts of 40+ government, federally-funded research development center

(FFRDC), and defense industry contractor staff working within strict

funding and time-constrained conditions, during the 10-year series of bi-

annual $70 million experiments, interspersed with smaller advanced

technology process experiments (APTX). These provided more effective and

responsive mission functions for joint and coalition war fighters,

culminating in many 70-120 aircraft live fly, combat ground operations, and

virtual-constructive exercises at Nellis Test & Training Range (NTTR) and

other sites-all in operationally-relevant environments. Mentored dozens of

young acquisition officers at ESC.

Chief Engineer, Joint Task Force Southwest Asia (JTF-SWA) Joint

Intelligence Center (JIC), Prince Sultan Air Base (PSAB), Kingdom of Saudi

Arabia and United States Central Command (CENTCOM) Air Forces (CENTAF)

Headquarters, 9th Air Force, Shaw AFB SC (2000-2001)

Led the design, installation, and configuration of the 300+ person JTF-SWA

JIC and Coalition Air & Space Operations Center (CAOC), a top secret UK-US

coalition intelligence facility at PSAB. This provided a fast and safe

relocation for US, UK, and France coalition forces that were, at the time,

supporting 9th Air Force (CENTAF) operations from Eskan Village in Riyadh.

Senior/Lead Engineer, Airborne Network Systems and Initiatives Integration

Branch, Joint Expeditionary Force Experiment (JEFX), Hanscom AFB MA (off-

site from GDE Systems Inc., San Diego, CA) (1997-2000)

Provided lead engineering services in support of Expeditionary Force

Experiment (EFX 98), JEFX, and Advanced Process Technology Experiments for

USAF. As key team member, delivered initial demonstrations of internet

protocol (IP) communications/routing between combat aircraft. This enabled

constant contact and command-control of assigned airborne and ground combat

forces while proceeding enroute from main bases to forward locations.

Senior Systems Engineer / Site Lead / Facility Security Officer, GDE
