supported all cyber, unmanned aerial vehicle platforms and sensors, and
command-control(C2) and Intelligence-Surveillance-Reconnaissance (ISR)
business across multiple lines of business and business areas.
Chief Engineer / Lead Engineer for Joint Expeditionary Force Experiments
(JEFX) (2002-2008)
Scoped, designed and managed enhanced command-control-communications-
computer (C4) architectures for the joint war fighters. This included
multi-level secure collaboration systems, top secret intelligence
capabilities, airborne networking, time critical targeting, and cyber
warfare leading-edge technology innovation initiatives while supporting the
644th Electronics Systems Squadron at Hanscom AFB MA and Nellis AFB NV.
Leveraged, coordinated, and directed the complex systems engineering
efforts of 40+ government, federally-funded research development center
(FFRDC), and defense industry contractor staff working within strict
funding and time-constrained conditions, during the 10-year series of bi-
annual $70 million experiments, interspersed with smaller advanced
technology process experiments (APTX). These provided more effective and
responsive mission functions for joint and coalition war fighters,
culminating in many 70-120 aircraft live fly, combat ground operations, and
virtual-constructive exercises at Nellis Test & Training Range (NTTR) and
other sites-all in operationally-relevant environments. Mentored dozens of
young acquisition officers at ESC.

Led the design, installation, and configuration of the 300+ person JTF-SWA
JIC and Coalition Air & Space Operations Center (CAOC), a top secret UK-US
coalition intelligence facility at PSAB. This provided a fast and safe
relocation for US, UK, and France coalition forces that were, at the time,
supporting 9th Air Force (CENTAF) operations from Eskan Village in Riyadh.

Branch, Joint Expeditionary Force Experiment (JEFX), Hanscom AFB MA (off-
site from GDE Systems Inc., San Diego, CA) (1997-2000)
Led capture efforts on the Command Control Product Lines (CCPL) project.
Provided lead engineering services in support of Expeditionary Force
Experiment (EFX 98), JEFX, and Advanced Process Technology Experiments for
USAF. As key team member, delivered initial demonstrations of internet
protocol (IP) communications/routing between combat aircraft. This enabled
constant contact and command-control of assigned airborne and ground combat
forces while proceeding enroute from main bases to forward locations.
