I serve as incumbent Senior EO Compliance Officer with over 20 years of
experience in overseeing the regulated compliance functions pertaining to
equal employment opportunity/affirmative action for state and federal
regulatory agencies. I am current with the developments regarding state and
federal equal employment opportunity and human resources governance
policies and procedures. I have implemented in areas relative to compliance
education, training, community outreach and workforce analysis pertaining

Maryland Transportation Authority December 2005-
Present
EO/MBE Field Compliance Officer
. Served as liaison between the Division of Minority Business, Project
Engineers and Contractors who performs work on highway construction
employment initiatives and implementations;
. Monitor monetary contract solicitation and transactions with
experience to finalize payments reports;
. Attend and present Pre-Bid and Pre-Construction requirements to
include taking attendance and meeting minutes;
. Communicate with awarded contractors and subcontractors to include
facilitation of crucial regulatory information and requirements;
. Conduct desk and field compliance audits via correspondence of
letters, emails and facilmile transactions;
. Telephone resource center of operation of issues and concerns
pertaining to employment opportunity/affirmative action and minority
business enterprises complaints;
. Administer corrective and implementation action to achieving goal in
the utilization of minority and small businesses and regulatory
actions;
. Act as representative for agency in administering initiatives for

Title VI External Contractor Compliance Officer
. Reviewed and conducted desk/field contract compliance reviews on prime
contractors and subcontractors pertaining to EO/AA policies and
procedures regulated by state and federal agencies;
. Conducted monthly and quarterly meetings with seven (7) District EEO
Officers to ensure state and federal regulations and procedures are in
accordance with Code of Maryland Regulations, 49 and 23 Code of
Federal Regulation along with Office of Federal Contract Compliance
EEO/AA requirements;
. Monitor and evaluate state and federal Workforce Analysis and
Statistics with database formulated charts and graphs for
presentations, to ensure metrics are measureable tools for auditing
and capturing activities of personnel;
. Interviewed Prime Contractor and Subcontractor for any complaints of
discrimination;
. Reviewed all compliance reviews submitted by District EEO Officers for
any discrepancies or omitted information needed to approve substances
of complying with all state and federal laws and provisions;
. Reflected field activities performed by each EEO Officer relevant to
recruitment and hiring practices within their facility Human Resource
Department;
. Responsible for the submission of a 5-year Work Plan of External
Contract Compliance planning of implementing organizational
structures, activities performed by personnel and recent and future
accomplishing initiatives;
. Suggest any recommendations to contractors if discrepancies are
discovered during field reviews or submitted reports;
. Reviewed and approved On-the-Job Training applications submitted by
the assigned District EEO Officers and provided recommendations of
additional training;
. Attend and communicate MBE/DBE Program requirements at Public
Hearings, Pre-Bid and Pre-Construction meetings to ensure all
respondents are aware of the agency's EEO/AA policy, regulations and
procedures;
. Prepared Letters of Interest and findings to send to the appropriate
agencies and Department Heads for approval status;
