As acting Director of Enterprise Data Services reporting to the Division

Insurance Carrier covering 16 sixteen states, my responsibility and
accomplishments include:
. Defined and established the Enterprise Data Management function
overseeing the management of an
$1.8m dollar operating budget, a $2.3m dollar capital budget and a staff
of 15 data professionals.
. Working with the Common Business Services Group, defined, established and
deployed the Data Governance/ Data Stewardship process providing
priorities, oversight and direction for data quality activities across
the enterprise.
. Managed the development and production deployment of the Data Quality
Common Service (invoked via batch & online methods) across the
enterprise.
. Directed a staff supporting the development and production support
activities of Data Architecture, Data Quality, Data Stewardship,
Electronic Data Interchange (EDI), Reporting Governance, Enterprise
Consulting for ETL, Data Analytics, Metadata Administration and
Enterprise Data Archiving.
As the interim Data Warehouse (EDW) Manager, worked with the Director of
Information Systems to provide the following:
. Oversaw the development, implementation and successful deployment of
several EDW product/ releases using internal staff and third party
vendors
. Provided coordination of EDW production support and associated staff
including database administrators, ETL support and enterprise reporting
resources.
. Provided guidance, planning and recommendations for the upgrading and
maintenance of the EDW development and production environments.
. Consulted with the Business Units to identify areas of improvement for

As Senior Manager for Enterprise Data Management Services my
responsibilities included oversight and coordination for development and
production support of Database Services, ETL Middleware Services, Data
Quality Management, Data Modeling/ Architecture Services, Decision Support
Services (the enterprise data warehouse/ marts) and Enterprise Reporting
Services. This included the management of a $10.5m dollar operating budget
directing a staff of 40 professionals (in multiple locations) supporting
CICS based Legacy Systems, Enterprise Security Systems, Web-Portal Systems,
Data Warehouse/ Data Mart activities, ERP and CRM based systems, EDI
applications and Common Data Extract (CDE) services for ASP based and in-
house applications. Accomplishments include:
. As a member of the BSC IT Strategic Planning Executive Team co-
authored and successfully implemented the Enterprise ETL common
data layer for In-house and external applications (not part of
the data warehouse/ mart and reporting systems), resulting in a
cost avoidance/ savings of $200k in development costs alone for
the first year.
. As part of the Enterprise Data Warehouse Governance Team
developed the data warehouse $25m budgets, defined and
established data warehouse project teams and installed the
project support organization
. Provided a Data Management operational budget savings of over
$220k per year by replacing out-sourced technical staff with
full-time employees.
. Provided an IT Operational Budget cost savings of over $180k a
year by moving legacy ETL processes from the mainframe to the
midrange platform.
. Directed the successful implementation of Crystal Reports for
phase I of the Enterprise Roll-out.
. As a Member of the IT Senior Management team provided guidance/
consulting for establishing the Corporate Portfolio for IT Applications,
IT Operational Metrics and Enterprise Service Level Agreements for IT
Vendors.
. Led development of a proof-of-concept enterprise data warehouse: vendor
selection, project proposal, budget and resource plans and provided data
management oversight of vendor.
. Directed project to design a consolidated operations and reporting
structure for Performance Measurement, a group responsible for regulatory
and Association reporting at BSC. The design to consolidate 25 Access
databases and 80 data feeds into an Oracle operations database and a data
mart was completed on time.
. Improved management and integration of outsourced operational reporting
and maintenance functions, resulting in a 75% reduction in maintenance
rework, 89% reduction of maintenance backlog, and 25% reduction in
operational staff allocated to maintenance and enhancement.
. Developed linkage with business community to assure proper use of data
resources. Under sponsorship of CFO, participated in developing a senior
managers' data strategy group to oversee development of standard
reporting guidelines and act as data steward for financial and health
analytics reporting.
