Construction Project Management Consultant
JMBirks LLC 05/09 to Present - Consultant to local contractors and owners.
Successful in assisting a local GC in securing a new USACE project;
assisted a biotech company with validating a new facility; reviewed 2 CM's
government contractor safety program and assisted them with the
implementation of new procedures to comply with the military's concerns;
developed the CQC procedure for a GC to comply with COE procedures. These
projects were located in North Carolina and New York.
Projects Director
O'Neal Incorporated 11/07 to 05/09 - Directed the D-B, CM, GC and EPC
projects in the Pharmaceutical, Commercial, Laboratories, Offices,
Classrooms, and Industrial market place valued between $100,000 to $12M in
NC, SC & FL.
Directed multiple simultaneous project teams in each phase of the project
including design, permitting, construction, purchasing, estimating,
contracts, billings, and warranty services. Hired, trained, and developed
five staff employees. Held P&L responsibility for all CM, EPC, D-B
projects out of the Raleigh office.

Alutiiq LLC, 03/05 to 11/07 - Managed D-B, GC and CM of Military Facilities
valued from $50M to $125M, projects were located in North Carolina, South
Carolina, Texas and Kentucky.
Senior Site Manager with profit and lost accountably for the design and
construction of over 1 million sq. ft. of military facilities. Managed
multiple and single story barracks, dining, laundry, storage, and command
buildings with project scope including all infrastructures, such as
clearing, grading, landscaping, bridges, roads, parking, water/sewer, power
distribution, data, lighting, and security. The Ft. Knox, KY project
included a geothermal heating and cooling system. The 136-acre Ft. Bragg
project included wet lands on over 30% of the site.
. Supervised designers, engineers, field construction staff, CQC team, and
subcontractors. Managed staff of up to 50 engineers/designers/CQC staff,
and 1,500 construction and subcontractor personnel on a single project.
. Assigned to the Ft. Knox project when it was 6 weeks behind schedule.
Developed an approach and recovery schedule, resulting in 6-week schedule
recovery, putting the project back on track in 8 months.
. Directly produced an additional 10 percent ($2 million) profit above the
bid profit on these two installations.
. Won multiple Safety and Quality Awards from the US Army Corp of
Engineers; Savanna District "Contractor of the Year"
. Developed and approved all safety plans, CQC plans, environmental
permitting, best practices, engineering deliverables, estimates, budgets,

The Haskell Company, 06/2001 to 03/2005 - Managed D-B, EPC and GC work for
Commercial, Laboratories, Warehouses, Biotech, Offices, Hospitals, and
Pharmaceutical projects from $1M to $22M in Florida and North Carolina.
Managed project managers, designers, field construction, inspection (CQC)
and subcontract personnel on projects including: New bio-tech facility and
upgrades to existing building in Largo, FL - $9 million; Fire station,
offices and 100,000 sf warehouse in Kinston, NC - $7 million.
. Secured a $9 million contract without being the lowest qualified bidder
by building the case for being the best-qualified Design-Build Team.
Self preformed work non-union included concrete, rough carpentry and
masonry.
. Achieved estimated savings of $400,000 by implementing project safety
plans for all work.
. Developed and approved project best practices, safety plans, quality
plans (cGMP)engineering deliverables, environmental and building permits,

Jacobs Construction, 07/1997 to 06/2001 - Supervised EPC, GC, CM, CMAR, and
Cost Plus Fixed Fee work for Industrial, Laboratories, Pharmaceutical, Oil
& Gas, Petrochemical, Chemical, and Commercial facilities from $50,000 to
$50M in Texas, California, Ohio, Iowa, Virginia, Florida, Louisiana,
Alabama and Maryland.
Supervised the execution of construction projects. Developed and managed
operating budgets based on forecasted workload. Supervised and allocated
field construction, inspectors and office staff to commercial,
pharmaceutical and laboratory projects. Selected and approved
subcontractors and vendors for use on construction sites.
. Recovered a cost savings of $3M to the client and one month on the
"schedule-to-market" for their product by developing a detailed turnover
and validation schedule for use in completing a project by the
construction and validation teams.
. Managed self preformed work with union and non-union craftsmen for all
CSI divisions.
. Successfully removed and reinstalled pre-cast panels in an operating
pharmaceutical facility, enabling equipment to be installed without
affecting validated production operations.
. Approved payments, staffing, subcontractor plans, billings, purchasing,
