Initiated and manage numerous self-insurance risk pools. Design, implement

and annual improved safety and loss-control programs leveraging client

employee assistance programs for high risk operations. Designed and managed

workers' compensation, liability and property programs. Direct day-to-day

operations of insurance pools. Evaluated complex insurance contract

requirements, indemnification, set standard procedures and an annual follow-

pools (BAHARMA and CHARMA) and created highly successful safety programs

that reduced risk exposure by up to 35%. Formed Orange County Cities Risk

Management Authority (OCCRMA) placing the first insurance policies.

. Designed a nonprofit mutual insurance company for an Association. The

insurance company is now a leading insurer for nonprofit corporations

nationwide.

. Created annual safety recognition program that rewards safety

achievements for two pools and with presentations at city council

meetings and annual Board meetings. Played a key role in developing

public agency pool accreditation standards for state organization

(CAJPA), the accreditation process is still available today.

. Bought and published highly successful Smart's Insurance Bulletin for 8

years with a subscribership of 2,500, expanding the readership to include

public and corporate risk managers and self-insurance pools.

. Designed a Municipal Fire Insurance Program that the City Council

approved in principle. It was later tabled when major insurance companies

reduced fire and homeowner rates in Marin County. The savings were

estimated at $2M equal to the 1979 budget for the Fire Department.

Work with business unit leaders to reduce risk exposures and upgraded risk

subcontractors as needed. Play key role in delivering employee assistance

program blending safety and management issues. Initiated risk management

alternative funding techniques for property, casualty and workers

compensation insurance. Analyze financial information to include actuarial

studies, P&C claims and pool/agencies exposure data. Reports to Town

Pool 1977 - 2005

Pioneered self-insurance programs as alternative to traditional insurance.

Oversaw public agency's insurance and risk management by identifying,

qualifying, controlling and monitoring insurance related exposures along

with maintaining working relationships with insurance brokers and

underwriters. Negotiated insurance programs, oversaw claims administration,

and protected municipal pools and cities from potential exposure. Maximized

improvements in program based on cost and protection for cities of 800

employees.

. Saved members more than $14M in comparison to traditional insurance

rates. Merged client into a larger pool to reduce rates. Grew pool from 6

to 14 members and created custom programs for fire, police and public

works.

Called upon twice by City Manager, formerly Marin Chairman Insurance Pool,

to step in as Risk Manager until a permanent RM could be found for city of

675 employees. Trained permanent RM and accepted calls for several years as

questions arose.

. Brought in auditors to check liability and workers' compensation program

and actuarial subcontractor to be sure everything was in compliance.

Attended self-insurance pool meetings, worked with insurance broker, and

met regularly with City Attorney, Finance Director and Human Resources

Director.

Pool Administrator / Risk Manager, Fire District Pool 1986 - 2003

In year three retrofitted statewide self-insured workers' compensation

program for fire districts. Developed strategies to mitigate risks and

limit liability. Developed and implemented environmental, occupational,

health and safety program enterprise-wide. Prepared annual municipal pool

insurance budget, self-insurance budget and individual members'

allocations, including workers' compensation, liability and property, and

three-year planning.

. Grew program membership, starting with 20 member agencies and expanded it

to 245 member agencies, going from $500K annual premiums to $7M.

. Provided innovative services, including a hotline for advice on labor

codes and employment law.

. Pioneered pool risk management approach in California, analyzing client

needs and creating innovative safety and risk management programs that

saved $8M for the fire districts over traditional insurance rates.
