. Served as a performance consultant and instructional designer for the

U.S. Coast Guard, a multi-mission, international organization of over

40,000 personnel.

. Developed and implemented an electronic performance support system (e-

WQS) for the USCG Guard that reduced shipboard technical personnel's time-

to-job-qualification by 50% with equal or greater on-the-job proficiency

than the previous, paper-based system.

. Served as Project Officer for a major staffing, training evaluation, and

process redesign initiative for the USCG Aids to Navigation fleet.

Achieved 1600% financial ROI, improved training completion by 20% at no

cost, and achieved a 26% increase in staffing levels at no cost.

. Served as Project Officer for the $140M, design-and-build acquisition of

a unique, high-tech heavy icebreaker for the U.S. Great Lakes with total

responsibility for researching and justifying staffing levels, front-end

analyses and training plans, maintenance support strategies, and

operating budget. Wrote three persuasive resource proposals that

achieved Congressional approval for unit funding at unprecedented levels.

Acquisition was accomplished on-time and under budget, and the new ship

far exceeds project performance requirements.

. Served as a performance analyst for a global workload/manpower study for

the Defense Security Cooperation Agency, leading analyst's visits and

operations audits at U.S. Embassy's in South America and the Pacific Rim.

Made performance recommendations for 138 offices with 1,400 personnel

. Key advisor to Deputy Assistant Secretary for Mission Integration,

advising on DHS component training programs and training ROI. Introduced

DHS Intelligence to HPT concepts.

Project Officer, Great Lakes Ice Breaker Acquisition, USCG HQ Acquisitions,

(2004-2006).

. Sole responsibility for staffing levels, training, operations budgets,

logistics planning, and operations policy for a unique, $140M, high-tech

heavy icebreaker for the US Great Lakes.

. Completed a comprehensive front-end analysis for all shipboard and

support personnel, developed and implemented an effective Electronic

Watch Qualification System (eWQS).

. Coordinated the development of the first on-board simulators in the USCG

fleet.

. Served as key member of an Integrated Product Team that developed a

unique, performance-based maintenance strategy for each of the ship's

five major engineering systems.

. Along with foreign suppliers ABB and Kongsberg, developed just-in-time

electronic Maintenance Support Tools (eMSTs) for all critical maintenance

procedures.

. Developed a comprehensive Operational Test and Evaluation Plan and served

as Operational Test Director, supervising a ten-person team over a six-

month multi-mission evaluation period.

. Maintained Senior Watch Officer qualifications and served on USCG HQ

Command Center's Incident Management Team during hurricanes Katrina and

Rita, coordinating the nation-wide USCG operational response.

Project Officer, Buoy Tender System Study, USCG HQ Operations, (2001-2004).

. Single-handedly administered $2M project budget and implemented

recommended organizational changes aboard five prototype cutters.

. Developed a comprehensive measurement plan, measured key performance

indicators for 30 ships and 25 engineering support units, compared

prototype metrics with the baseline fleet, and reported findings to

senior CG leadership on a quarterly basis.

. Coordinated the transition from regional maintenance teams to unit-owned

Cutter Support Teams for improved operational availability and safety,

enhanced responsiveness and accountability, and improved crew training

completion, job satisfaction, and retention.

. Drafted operational and support policy documents to support the revised

organizational structure and a phased transition throughout the fleet.

Ship Transfer Training Officer, USCG HQ International Affairs (1999-2001).

. Successfully coordinated 24 "hot" transfers of fully-operational,

recently decommissioned USCG ships to the sea services of 12 developing

nations. Responsible for all aspects of transfer planning, standardized

course for each class of ship, and budgets up to $1.2M/project.
