Navy - Commander Navy Installations Command, August 2008 - Present, Program
Analyst/Manager/Contracting Officer Representative
Responsible for program management of over twenty-five projects exceeding
$50-80M annually, Contracting Officer Rep (COR) duties. Responsible for
strategic planning, acquisition project management, procurement activities,
logistics management, life cycle management, and financial tracking working
with various Contacting Offices (Navy, SMDC, HR Solutions, Dept. of
Interior) in support of Program Office initiatives. Identifying Task
order/Delivery order requirements, and developing acquisition packages
(SOW/PWS, QASP metrics, historical data, etc.) IAW FAR/DFARS for multiple
contract types (IDIQ, FFP, Cost +, Incentive, etc.). Source selection
board team lead on multiple projects valued over $500M. Knowledge of the

Responsible for developing Army and Navy Acquisition Packages in
coordination with NAVAIR Orlando Contracts and PEO STRI Army Contracts
Departments for government customers including Foreign Military Sales for
multiple contract types (IDIQ, FFP, Cost +, Incentives, etc.). Defined
requirements and procurement strategies culminating in the Statements of
Work/Performance Work Statements. Identified Task order/Delivery order
requirements, identified metrics, strategic plans, conducted program
analysis, established goals, analysis/measurement methodologies, financial
tracking, and proposal evaluation (source selection) process activities.
Knowledge of modeling and simulation principles, techniques, processes,
regulations and policies, and knowledge of billing processes and systems
for providing contractor oversight. Program Management and Subject Matter

JHT, Inc. August 2003 - November 2006, Senior Program Manager
Senior Program Manager for multiple programs that exceeded $70M annually.
Provided life cycle program management and contract management for over 50
programs ranging from military service member initiatives, training
programs, software acquisition, simulations, simulators, training and
instrumentation systems. Developed program plans and budgets for all
programs. Established subcontractor/vendor networks and joint efforts in
order to provide the best service and/or products. Managed resources and
financial requirements, established and maintained effective working
relationships with government leadership, contracting personnel, employees,
subcontractors and corporate staff. Performed financial and budget
tracking and estimates to complete for T&M, FFP and Cost plus fixed fee
contract. Managed employees, consultants and subcontractors/team members

AST, Inc., Aug 1999 - Aug 2003, Program Manager/Facility Director
Integration and Development Lab (IDE)
Established and managed a 30,000 sq. ft. facility for the Integration and
Development Environment Lab (IDE) for the U.S. Army's OneSAF and CTIA
projects to include construction build outs of multiple closed environment
labs. Program supported over 300 software developers on numerous projects
for personnel residing within the IDE as well as remote users. Developed,
implemented and administered facility Standard Operating Procedures (SOPs)
IAW with Army policy and ISO standards. Conducted and attended numerous
Integrated Product Teams (IPTs), and periodic reviews of OneSAF and CTIA
project requirements. Tracked expenditures, program schedules, and
performed project life cycle management. Program requirements for the IDE
included Security (facility and IT network), Facility Management, Computer
Support Services, Help Desk, Network Administration, Configuration
Management and general Administration services for the IDE. Worked
directly with the Orange County building dept and general contractor in the
construction build out. Knowledge of building codes, fire safety codes,
safety, security and EEO regulations, practices and procedures.
Enzian/Future Technologies, Inc. June 1996 - August 1999. Program Manager
Program Manager for Air Force projects in support of Launch Support
Operations at Patrick AFB, and Cape Canaveral AS. Managed a staff of
engineers, configuration and data managers, and subject matter experts.
Monitored and tracked subcontractor performance, expenditures and
schedules. Worked directly with government personnel on the Eastern and
Western Range Launch Operations Commands in support of program
requirements. Conducted periodic technical interchange meetings and design
reviews. Team Lead for ISO standards implementation program, conducted
personnel training/education and internal auditing.
Information Spectrum Inc. June 1988 - June 1996. Program Lead
Managed various projects for the Navy/Marines (V-22, EA-6B, Air Crew
Coordination training, training programs for various school houses).
Managed projects for Veterans Benefits Administration (VBA) for task
analysis for the Rating Specialist position and training development.
