Contracted by HQA-Austin’s management team to successfully create a comprehensive and sustainable
environmental, health and safety program for their high-precision quartz glass manufacturing and
distribution process for the semi-conductor industry. The work involved auditing and evaluating varied and
complicated tasks of 100+ production, warehouse, and office personnel on finding root cause, hazard
recognition/mitigation, risk analysis/control, inspecting, establishing solid OSHA and EPA compliance
plans including those under process safety, environmental risk management and emergency response. I
established guidelines and procedure for training employees, verifying/stabilizing documentation and
proper recordkeeping; also correlating 5S, lean practices, HazMat & SPCC and ISO-EMS procedures.
The facility’s processes consisted of skilled high hazard critical-emphasis work that includes intense heat,
explosive gases, sharps, super-refrigerated liquids and highly corrosive acids an d toxic chemicals.

Travis County’s Transportation and Natural Resources (TNR) was a very diverse department of
approximately 600 employees that included personnel and operations of office administrative support,
parks and recreation, roads and bridges, park police etc. I was for addressing the risk control and safety
responsibility in the departments/areas of engineering, design, construction, and maintenance of county
roads, drainage and bridges and solid waste management and parks resource conservation/preservation .
It also included fleet services for all county vehicles and equipment, including the county sheriff’s and
emergency response. I trained personnel, conducted audits, coordinated processes, and corrected work
practices; I was also the sole certified safety inspector for the county’s park playgrounds and playscapes.
