Biographical Information

Harold K. Timmons is an urban and regional planning professional with

extensive experience in land use matters with a specific

concentration in the development of cellular communication towers.

Mr. Timmons started H. Timmons Consulting after spending many years

working for tower development companies, telecom consultants, legal

firms and local governments.

Mr. Timmons has worked on both sides of the land development business

with experience in areas such as comprehensive and current planning;

zoning ordinance preparation and interpretation; zoning inspection

and enforcement; conditional zoning; the use, preparation and review

of zoning proffers; special uses, provisional uses and variance

requests; and telecommunications site selection, zoning and

consulting. Mr. Timmons has also been responsible for overseeing the

day to day aspects of the zoning process as it relates to maneuvering

through the zoning process and ultimately obtaining approval from the

locality to build a new communication tower. Mr. Timmons broad

range of planning experiences has prepared him with a unique set of

skills to effectively analyze the regulatory and political

environments in which the tower industry and the tower developer must

maneuver successfully. With seven years of experience working

specifically for a tower development company involving sites and

research throughout the Eastern, Midwest and Southern United States,

Mr. Timmons is very familiar with the inner workings of tower

development companies and is well suited to adapt and guide the

zoning process to avoid the pitfalls that cause many tower

development companies to lose valuable time and money as they attempt

to obtain approvals and construct infrastructure for its clients.

MOST RECENT PROJECT:

. Independent Consultant - Pegasus Tower Company - Athens, Ala

o Service Provider - Open Range Communications

o Start July, 2010 to October, 2010. Seeking approval of

new 195' monopole tower in City of Athens.

o Responsible for managing all zoning components of project

involving scheduling of site visits with City Consultants;

attendance at Planning Commission meetings and staff

meetings; responsible for all deliverables related to

zoning application submission to City Consultants;

scheduling balloon tests, preparation of photographic

simulations; meet with landowner to discuss tower

location, site development plans and potential for

relocation; placing of legal advertisements in local

newspapers; representation at City Council meetings and

coordination with Open Range RF Consultants. Act as

primary point of contact for all interaction with the City

of Athens and its consultants on project.

Richlands, Va. Responsible for managing all aspects of new site

development related to zoning evaluation, assessment of

difficulty and representation at public hearings for approval.

Responsible for assessing aspects of zoning difficulty and

determining if additional legal representation is required.

Interview and hire legal representatives as necessary for

for a 180 site project based in Roanoke, Virginia and extending

VA. Responsible for managing all aspects of new tower zoning.

Coordinated submissions for new towers with the various

jurisdictions; assisted in the resolution of site development

issues, tower location issues with site acquisition agents and

analysis related to development of new tower within the City.

Provided lobbying efforts and arranged meetings with all City

Council members to gain support for new towers and technology.

sites in public hearings as required. Assisted site acquisition

in resolving site selection issues as issues related to
