As a Benefit Programs Specialist I represent the entry level in the occupational
group for employees working under close supervision while being trained in
determining eligibility for a variety of social services government assistance
programs. Upon recommendation by the supervisor, approval by the director, and
successful completion of the training program, the employee shall be redefined to
full performance Benefit Programs Specialist II with a corresponding salary
increase as indicated by the local department's compensation plan. Conducts
interviews of persons to determine eligibility for assistance and re determines
their continuing eligibility;
Explains nature of temporary assistance benefit programs and determines
reasons and need for assistance; processes applications for financial assistance
and diversion; explains client responsibilities, rights and program availability;
evaluates consistency and completeness of data secured, and where indicated
substantiates its accuracy; computes assistance plans; determines the need for
and amount of allowances for special circumstance items; evaluates such social
factors as education, work experience, and levels of social functioning; and
evaluates employability of clients and explores potential sources of income.

with clients, service providers, and case managers; examines case files and
various reports to determine if clients have met contract obligations; identifies
benefits and services to be provided to clients from case plans; monitors hours
spent in work and educational activities to verify that clients meet weekly contract
obligations; phones clients with unsatisfactory attendance at required
educational classes or counseling activities in order to inform them of agency
policies and contract requirements; schedules appointments for clients; informs
case managers regarding inadequate client attendance, scheduling problems,
child care, or other non compliance issues.
Enters data into state databases from case plans and supporting documents
regarding client participation in work or educational activities; copies client
information from state databases onto appropriate state approved forms; keys
information from forms into fields on the state databases; compares client
information such as names, addresses, social security numbers, phone numbers,
benefits and services provided, eligibility criteria, and other data against state
databases to ensure accuracy; compares written information from client files
against a list of numeric activity codes to determine which codes to assign;
assigns corresponding numeric activity codes for other databases using code
conversion chart.
Prepares appropriate referral forms for program participants in order to provide
required benefits and services; identifies appropriate referral forms to be
completed for benefits and services provided to clients; enters client information
gathered from case plan and state databases onto referral forms; reviews client
information entered onto referral forms to ensure accuracy; routes all referral
forms to appropriate contract agencies and to clients according to departmental
procedures.
Reviews management reports and case plans to ensure accuracy of client
information in state databases; compares client information in parallel columns of
a comparison report to verify that data is accurate; compares client case files
against database to determine the source of discrepancies in comparison reports;
enters accurate client information into databases to correct errors found in
comparison report; notifies case manager of errors in data entered into the state
database using computer template or paper based communication form; makes
written annotations to comparison reports regarding any corrections made or
notifications sent; compiles monthly error count of all corrections made to
databases.
