PROGRAM
MANAGEMENT Program Manager for the Large Aircraft Infrared Countermeasures
(LAIRCM) Modification and Installation
• Program Manager responsible for every aspect of the LAIRCM program at L-3
Communications Crestview Aerospace. Over $100 million in company business acquired
through this program.
• Furnished Single-Point-of Contact Technical Expertise and Guidance to senior staff members
and to all Aviation Maintenance Activities, with emphasis on funds forecasting and resource
planning.
• Sole manager directly responsible for Production Costs, Schedules and Budgets, Processes,
Modification Hours, Parts and Hardware purchasing, and Status Reports. Final approval for all
integration issues dealing with the end customers.
• Primary liaison between Northrop Grumman, Lockheed Martin, Air Force Special Operations
Command and L-3 Communications Crestview Aerospace. Completed a total of 251 C-130
aircraft platforms with this state of the art countermeasures system. Every aircraft delivered on
time or ahead of schedule as well as on or below budgeted contracts costs. Exceptional profit
margin on entire program due to lean initiatives implemented.
• Program has expanded into active duty Air Force Wings, Air National Guard units and Air
Force Reserve units from around the entire country as well as NATO countries.
• Analyze and evaluate aircraft and associated equipment proposals through the review of
technical data and procedures, reports, drawings, and other required publications.
• Negotiated current LAIRCM programs with Lockheed Martin and Northrop Grumman for L-3
Communications.
• Over 14 different Model Design Series (MDS) type C-130 and helicopters modified with this
state-of-the-art countermeasures system.
Program Manager for the AC-130U (Weapons Conversion) Boeing Contract
• Sole manager with responsibility to complete four AC-130U aircraft 30mm gun retrofit trial
installation and de-modification conversions valued at over $1.1 million
• Responsible for the installation of the 25mm and 40mm gun on the plus four aircraft in support
of the Special Operation Forces and Combat Search and Rescue System Program.
• Successfully completed all modifications on time and within budget. Daily management of
production technicians and seven support personnel. Responsible for all schedules, budgets, and
Technical Data in support of project completion.
• Liaison between Boeing Corporation and L-3 Communications Crestview Aerospace for all
related issues.
• Advised and assisted the customer on all matters pertaining to the daily maintenance,
inspection, logistics and operation of the C-130 aircraft and its installed systems. Daily
interaction with the customer to provide clear, precise and timely information which helped the
customer achieve its goal and mission readiness status
Project Manager for the A-10 Modernization Program
(SLOS/BLOS/SADL/TCTO) Lockheed Martin Contract
• Sole manager with responsibility to complete 150 ship sets of A-10 aircraft modernization
modifications including Secure Line of Sight (SLOS), Beyond Line of Sight (BLOS), Situational
Awareness Data Link (SADL), and Time Compliance Technical Orders (TCTO) in support of Air
Force units valued at over $1.9 million dollars.
• Managed cost budget to allocate overall cost estimate to individual tasks.
• Produced project status reports, managed the team and resolved day-to-day issues with
Contract Field Teams (CFT).
• Responsible for subcontract negotiations and purchase orders as well as usual contracts with
customer.
• Successfully completed all install and modification efforts on time and within
budget.

STANDARDIZATION
Weapons Standardization Lead Crew member, F-16 Aircraft
• Provided technical training to over 300 weapons personnel in preparation for Operation Iraqi
Freedom (OIF) resulting in 676 combat sorties with 31 GBU-31 guided bombs, 22 AGM-65, and
113 AGM-88 missiles deployed on target destroying 72 enemy assets
• Conducted over 600 flight line weapons loading procedure evaluations as local EET (Exercise
Evaluation Team) member during simulated combat scenarios for operational readiness
inspections
• Trained, evaluated, qualified, and certified weapons load crew members from four aircraft
maintenance units in safe and reliable munitions loading procedures on 23 munitions types.
• Monitored and performed inspections and enforced decertification actions when recurring
requirements were not met.
• Trained aircraft armament personnel on the functional capabilities and loading procedures on
the BRU-57 smart rack to increase the 20th FW F-16 smart bomb carriage capability
• Provided training for Explosive Ordnance Disposal teams on both the AGM-158 JASSM(Joint
Air to Surface Standoff Missile) and the AGM-154 JSOW(Joint Standoff Weapon) improving the
readiness of deployed personnel
• Managed complex issues requiring quality research and data interpretation for Aircraft
Maintenance Units.
