Experience:
(*/**** to Present) - Responsible for working with enterprise
transformation initiatives and acquisition programs providing lifecycle
management with O&S guidance and oversight to efficiently and effectively
deliver systems to the customer. Provide program management and system
engineering support on integrated logistic support lifecycle management
issues as acquisition programs progress throughout the various lifecycle
phases. Represent customer at various Cross Functional Team (CFT) and
technical meetings, review and draft requirements documentation, identify
potential solutions to mitigate enterprise operations infrastructure
engineering O&S risks, and support program efforts to implement enterprise
infrastructure engineering objectives for the future. Additionally, draft
and revised lifecycle management policies and procedures in which to
implement in support of lifecycle management transformation.
(3/2005 to 9/2006)- Responsible for daily oversight and
direction for program cost, schedule, personnel, and technical performance.
Facilitate and participate in technical
meetings and reviews to analyze, assimilate, and correlate technical
program data. As a result of applying my expedient and outstanding program
knowledge customer and program goals were quickly achieved creating a win-
win environment thus reducing re-work.
(2002 to 3/2005)- Responsible for oversight and coordination of operations
and support IT acquisition activities. IAS has over 10,000 internal and
external users and my specific involvement and responsibilities
were:(a)Engineering Review Board (ERB) Chair - control, manage, and perform
technical and configuration management analysis on all IAS problem reports
(PRs) and discrepancy reports (DRs)to adjudicate a timely, cost effective,
and quality resolution;(b)Training Lead - manages, direct, and coordinates
all IAS training requirements to ensure timely results;(c)Risk Assessment
Manager and Integrated Risk Review Board Chair - identify, assess, monitor,
and formulate mitigation plans for all program risk;(d)Quality Assurance
(QA) Lead - develop, assess, monitor, and implement functional QA guidance
to ensure QA practices are followed during program lifecycle. Due to my
superior leadership, oversight, and program coordination, I have
effectively improved the overall IAS system integrity, quality,
functionality, and performance thus improving user knowledge along with no
potential risks delaying system productivity. In the absence of the IAS
Program Manager I execute program decisions, attend and conduct staff
meetings, address actions, and provide program direction to all IAS program
personnel. My outstanding and exceptional leadership skills, performance,
and abilities contributed to the successful delivery of IAS program
requirements, goals, and milestones, so that relevant organizations
consistently perform their Geospatial Intelligence missions and goals
within budget and time constraints.
(2001 to 2003) - Responsible for all ERB and NGSS/DPDW2 migration IT
acquisition activities. NGSS had over 300 internal users and my specific
involvement and responsibilities were:(a)ERB Chair - control, manage, and
perform technical and configuration management analysis on all NGSS PRs to
adjudicate a timely, cost effective, and quality resolution. Review,
analyze, and provide technical assessments for program costs and impacts on
ERB and other program related documents; (b)Deputy IPT Lead - NGSS/DPDW2
migration my main function was to manage, plan, and perform all NGSS
migration activities and tasks for the successful deactivation of NGSS to
occur per the NGA Master Schedule. Due to my ERB Chair corrective measures
the NGSS PR process was streamlined resulting in decreased time for PR
resolution. Also due to my leadership and technical expertise all critical
migration milestones were accomplished along with the deactivation of NGSS
occurring as scheduled.
