2006 – 2008 Owner - Merit CM Corporation. Consultant and cost advisor to developers of early stage “total
energy” plants using a variety of feed stocks from gas, solar, biomass, corn, sugar cane, and sweet sorghum.
Early stage cost feasibility determinations on combined water-waste-power plant in Western USA.
• Initiated feasibility studies on early stage small (<25 MW) gas fired combustion turbine
based cogeneration plants.
• Wrote successful comprehensive business and marketing plan for public engineer-
contractor that entered this market; plan was incorporated in SEC 10-K filing.
2005 - 2006, Manager, Engineering Project Controls - MedImmune, Inc. Formalized and managed
selection of contractors that bid self-funded engineering and construction projects for publicly held
biopharmaceutical company.
• Screened contractors, conducted bid openings, and oversaw the engineering procurement
systems, and through these efforts saved approximately 6% of $200mm in budgeted capital
for internal projects.
• Joined AGC and ABC on behalf of MedImmune. Performed space planning and lease
acquisition for temporary office expansions.
2001 - 2004, Principal Project Controls Engineer - Bechtel Corporation. Successfully coordinated three
EPC proposal estimates for grassroots natural gas and coal-fired power generation plants in the USA and
Tokyo, Japan.
• Project sizes ranged from $100mm to over $500mm.
• Created capital and operating costs and funds flow tables for development stage integrated
dairy project, ethanol plants, and a grass-roots tomato processing plants.
• Developed budgets for Telecomms Division project offices – clients ATT, Sprint, in
Maryland, Virginia, and Massachusetts; obtained over $2mm in extra work.
1999 - 2001 Owner - Merit CM Corporation. Wrote successful design-build “how-to” manual for water-
related plant design-build services.
• Marketed engineering services focused on industrial clients for an engineering firm entering
the industrial market. Developed a business plan that was imitated, and is in use today,
involving the $20 million reorganization of three operating businesses and one planned
business.
1993 - 1999. Various Roles, Black & Veatch. Defined and managed a total workflow improvement scheme
for project execution software systems within the Process Division.
• Developed and maintained an extremely cost effective project support services
department while assigned to the Black & Veatch Industrial Division - including
estimating, cost engineering, scheduling, procurement, expediting, and
proposal assistance for engineer-procure-construct projects.
• Initiated and won business development opportunities with Entergy, Pfizer, Searle
Laboratories, Farmland Industries, City of Loveland, CO and a variety of private developers.
• Created widely imitated and innovative method for capitalization of central plant
improvements for universities based on energy demand reduction. Presented this plan to
APPA University members.
• For Process Division, wrote and presented a private equity offering for a development stage
$300 million dollar merchant pig iron production business to be located in New Brunswick,
Canada. Prepared the initial capital cost budget for the government-sponsored feasibility
study.
• Negotiated an option on an equity position with the developer on behalf of Black & Veatch;
prepared and presented the offer to the president of Koch Ventures.
• Coordinated Y2K upgrade for the Process Division.
1991-1993. Supervisor of Estimating UE&C Mid America office. Developed and implemented estimating
methods, programs, and procedures. Developed estimating program and procedure for estimating engineering
projects; was adopted as regional standard. Trained a staff of seven project estimators. Produced total
installed cost estimates for domestic and foreign projects including:
• can manufacturing,
• coal handling,
• coke oven battery,
• food and pharmaceutical facilities,
• power plants,
• oil refineries and chemical plants,
• intermediate radiation waste storage structures.
Made frequent unassisted presentations to key clients for division business development efforts.
1984.1991, 1986 – 1991 Owner - Merit CM Corporation. Provided consulting services for a variety of
industrial customers. Developed a five-year plan for a manufacturer of plastic pipe jacketing. Obtained an
opportunity, and prepared a proposal for engineering and construction of a sour gas treatment plant for
Marathon Oil in Cody, Wyoming. Developed marketing plan and business plan as part of a private offering for
an emulsified asphalt manufacturer. Coordinated test installations for the product, and successfully completed
site permitting for plant for this project as Vice President. Helped secure funding for the company that
developed this project. Designed and built a landfill gas extraction plant. Prepared successful estimates for
commercial buildings in the $500,000 to $3,000,000 ranges, and such diverse projects as precious metals
processing plants, and a catalyst recovery plant.
• Developed successful loan placement for 135 acre mixed use commercial
development.
• Negotiated a 400-acre gravel lease on behalf of two landowners; doubled their initial
royalty structure.
• Officer and director of two small corporate boards. One of board of advisors for land
developer.
AREAS OF ADDITIONAL EXPERIENCE:
Author of a technical paper on skid- mounted process plant equipment and fabrication published in a 1975
issue of The Estimator, a national journal for members of the American Society of Professional Estimators.
Developed inflation forecasts based on secondary research while with two major engineering-construction
companies.
Prepared successful loan request packages for a health and fitness center, 250-room hotel, high rise
condominium, and start-up venture capital proposals for commercial development/construction projects, and
industrial projects.
EDUCATION:
Non-credit courses in air conditioning, mechanical design, and supervisory management taken through
University of Denver, and University of Colorado programs for contractors.
MISCELLANEOUS:
Computer literate - proficient with estimating, scheduling, word processors, spreadsheets, and presentation
graphics applications.
